TASK DESCRIPTION We need to have a procedure to check if Wikidata dumps didn't throw an exception when dumping JSON or RDF. If the exception is thrown, proper alert should be generated (mail message, Phabricator ticket, etc.) so that somebody would know immediately. Right now we've had dumps corrupt for 2 weeks (see https://phabricator.wikimedia.org/T133924) and nobody noticed.
