@wpmirrordev you can set allowEntityImport = true, but then you might run into

Please read the actual error message: To avoid ID conflicts, the import of
Wikibase entities is currently not supported. This is not a bug, it's working
(or rather, failing) as designed.
That said, we do plan to make importing
