TASK DESCRIPTION As agreed in the manifest format doc <https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/extensions/WikibaseManifest/+/refs/heads/master/docs/manifest_output_format.md#other-info>, max_lag needs to be provided. `max_lag` will be set in LocalSettings.php and its default value should be 5 (same as Wikidata). It is the responsibility of the Wikibase administrator to change that value as they see fit.
