TASK DESCRIPTION While working on T265008 <https://phabricator.wikimedia.org/T265008> we realized that we need to put more thought into how an item can be selected from the list of suggestions. A menu item should transition into its `active` state upon `mousedown`, and confirm the selection upon `mouseup`. TBD keyboard navigation? How the value of the selected item is transported to the component using the `Lookup` is not part of this ticket and will be decided as part of T265012 <https://phabricator.wikimedia.org/T265012>.
