So DB1 and Wikidata have the same key and some different values for a
property.
The outcome of handling them would be that
- either both values are correct or equally true,
- one value is preferred,
- one value is incorrect (deprecated),
- or the key

I don't think there will be a ticket for that. It simply boils down to a
value on Wikidata being different from its equivalent value in another
database/website/catalog/... where we would expect it to be the same.
