It seems we would need to look at this in a more general way. I have
therefore created T320493: [EPIC] Be more forgiving in what we accept in API
calls where it doesn't introduce ambiguities

Note from story writing: if we do this in the API backend, we need to
consider what happens when users send JSON payloads like
counterexample
