Well, SCHEMA_COMPAT_WRITE_OLD is effectively the default now.
Dropping these fields basically means only SCHEMA_COMPAT_WRITE_NEW | SCHEMA_COMPAT_READ_NEW is supported. So it can only be done after migration is complete.

It's just a bit scary when that's triggered by update.php - if something goes wrong with the migration script you could lose all content.
When HitCounter was removed from core the update just deleted all stored data, which understandably made people very unhappy. We should not

I altered the instructions to use it after hearing from someone in the office that they've had a big discussion about it and it's the "right" way to do it. Perhaps it's actually clunkier..TASK

I'm happy to report I can repeat the problem; I guess the issue is something about the merge plugin not running until the first run after it is installed.
The solution seems to be to run composer install twice.

While testing it, I think I found an interesting bug.
I went to L123 that was containing one lemma, "sandboxes" with language mis.
I changed the language mis to en, then created a new lemma "sandbox" also with en, and clicked on save.
