I've tested the edit functionality while the user is blocked (using the REST
API to edit), and it's working properly.
The response for edit using REST API after blocking was:

The process to register a new action item inside the actions menu of the ULS
is quite simple. All you need to do is to create an action item object and then
register it inside the actions menu item registry like that:

I have not fully finished this yet, but one thing to note: The return if
rc_this_oldid is <= 0 is no longer needed. This was added back when changes
were saved to `wb_changes` and later loaded by revision id (used to be
`ChangeLookup::loadByRevisionId`), but nowadays
