ticket, but it's impossible to do more than that until T54582

TemplateData was perfect, there'd still be no link

@ChristianKl, the reason I brought it to phab is that I hope it might be
possible to create a way to link to fair use images in a similar way as we link
to Commons files, just without actually displaying them. That'd reduce the
possibility for errors, would help if e.g
