MDY is mentioned the article several times (Magenta row is the one you
mentioned, but there's also Blue (171 millions) and red (329 millions)). That's
about 500 millions of users in total. Yes, DMY is more frequent, but MDY is not

I can reproduce this error. Steps to reproduce follows:
Log in to Wikidata.org and change your language to ka
Ensure kawiki is in ka for you, if not, switch it into ka
Go to any page that isn't connected to Wikidata item

IIRC QuickStatements do not work with newbie accounts. It is currently not possible to change the newbie limit based on IP address (there's no proces for it). You can use Administrators' noticeboard to request things from admins.

BTW, we can only allow your participants to create 20 accounts from one IP address (cirumcimvent the six account limit). They will be still counted as newbie and will hit any newbie limits (8 edits per minute from one IP, counting all newbies from that IP together
