Your custom code is exactly the "workaround". Still, the explanation is
principally correct, it simply says that if you //return// `{{…}}` from a
module, it won't be expanded. But when you call `frame:expandTemplate`, you
expand it yourself and don't return any `{{…}}` anymore.

This is not an "inconsistency" of `mw.wikibase.getDescription`, but of

Seems so. I suspect this is considered LanguageConverter syntax because `-{`
and `}-` get escaped, but `{` or `}` alone don't. Some other inputs also get
escaped, like `alert("");`.

I believe there is an error in Module:WikidataIB.
If you expand <https://en.wikipedia.org/wiki/Special:ExpandTemplates>
`{{#invoke:WikidataIB|getValueByLang|P856|qid=Q1071969|fwd=ALL|osd=no|maxvals=1}}`
(used in Infobox software), it returns `https://www.gnu.org/software/bison/,
https://savannah.gnu.org/projects/bison/`. These are two values, despite
`maxvals=1`.
