  There's no such thing as a fair use image. There's fair use of images but no 
image has a property of being a fair use image. Integrating images from other 
Wikipedia's this way has the potential of making some of their images uses that 
are currently fair use not fair use anymore because it adds uses to the images. 
Such a functionality would infringe on the independence of other Wikiprojects. 
Hosting an image for the purpose of being referenced from elsewhere is not a 
purpose that's protected under US fair use law.
  
  We had a lot of discussions on Wikidata about the properties regarding fair 
use images we want to have and none of this discussions lead to having one to 
link to images stored in individual Wiki's that aren't stored in commons. If 
WMDE would create a functionality as you request, there's a good chance that 
the functionality wouldn't be used by Wikidata. It's bad form to search changes 
on Phabricator that go against consensus on Wikidata.
  
  The way we interact with Commons files works because there's only one Commons 
location. Any system that would allow multiple projects would need a way to 
specify which project is meant and URLs already do that.

  @ChristianKl, the reason I brought it to phab is that I hope it might be 
possible to create a way to link to fair use images in a similar way as we link 
to Commons files, just without actually displaying them. That'd reduce the 
possibility for errors, would help if e.g. a file is moved, and only having to 
store a filename rather than a full URL just seems cleaner.

  There's no reason to create a Phabrictor request when you want the ability to 
link to images. URL is already an existing datatype in Wikidata. The decision 
about what properties get created isn't one that belongs on Phabrictor but is
