daniel added a comment. I discussed this some more with Lydia. We agreed that the canonical data URI should be the same as the canonical data URL. Jan convinced me that this is also how section 2.11 of W3C's Linked Data Platform Best Practices and Guidelines

Smalyshev added a comment. Well, there's only two things - concept URI and data URI. Concept URI is http://www.wikidata.org/entity/Q4504 and data URI is https://www.wikidata.org/wiki/Special:EntityData/Q4504. So you are saying concept URI should stay http but data URI should move to https?
