The constraint is in the hands of the editors so the best way forward would
be for the person who requested it to bring it up on the talk page of the
property.

@Lydia_Pintscher we were looking at how to allow importing concepts from
other ontologies into Wikidata while keeping their URIs preserved somehow, then
I found about the property mentioned in my comment that seem to serve that need.

It seems like this property can be specified on items in order to customize
their UIRs in the RDF mapping https://www.wikidata.org/wiki/Property:P1921
