TASK DESCRIPTION

Coming out of work on T207683, I propose splitting out some of the cruft in Wikibase.php (configured via IS) into the regular CS file:

Who needs it	How much?	What should we do with it
Client mode	2+2 extes, ~80 lines	Move to CS.
Repo mode (shared)	5+1 exts	Move to CS.
Wikidata.org repo mode	Above + ~140 lines	Most of the current Wikibase.php file; maybe re-purpose it for just this config?
Testing code for testwikidata	Above + 3 lines	Keep as special cases inside Wikibase.php?
Commons (SDC) mode	2 exts, 2 lines (for now)	Move to CS.
Others when they come along?	?	?
