TASK DESCRIPTION Currently the header label is always centered between the two buttons. That is only supposed to happen in some circumstances. **Expected behavior** The header label is supposed to by default be centered across the entire header like so F31026642: image.png <https://phabricator.wikimedia.org/F31026642> F31026657: image.png <https://phabricator.wikimedia.org/F31026657> UNLESS the space to the PUBLISH button becomes smaller than 2 characters (could be because of the header size, the publish button size or because the space between the two buttons is too small because of the viewport (aka also applies for mobile)) in this case the header moves to be centered between the two buttons like so F31026646: image.png <https://phabricator.wikimedia.org/F31026646> F31026687: image.png <https://phabricator.wikimedia.org/F31026687> The label can reach as far as the buttons edge F31026700: image.png <https://phabricator.wikimedia.org/F31026700> this means that the ellipse only gets added when the label would start overlapping with the buttons as can be seen here F31026710: image.png <https://phabricator.wikimedia.org/F31026710> the ellipse replaces as little of the label as possible to make it fit between the two buttons without any space to the sides F31026715: image.png <https://phabricator.wikimedia.org/F31026715> when the viewport is adjusted, the label should dynamically expand and revert the "shrinking behavior" i.e. slowly add letters back until the ellipse can be left out entirely and then (if possible at all) move the label from being centered between the buttons to being centered across the header.
