EDIT DETAILS
It seems EntityIdHtmlLinkFormatter gets a page title related to foreign ID from entity title lookup (this part seems correct), and then tries to use this page title as an entity id in the entity label lookup. Obviously there is no such entites, so the formatter assumes entity is missing (thus "deleted").
Formatter's logic should be adjusted to account for foreign entities.
