Should be a setting that can be turned on/off per wiki and which also allows us to setWe need a setting that allows us to enable indexing of article placeholders. This setting should allow indexing ("`index, follow`"), either for all placeholders (when set to `true`) or for all Entities up to a certain Id offset (for example the value `Q3000` would allow indexing only Q1, an id cutoff, so that weQ2 … Q3000).
The robot policy can index a subset of all placeholders for testing/ trial purposesbe set by using MediaWiki's `OutputPage::setRobotPolicy( 'foo' )`.
