Usually the main limitation of external libraries is that they don't support localization (of error messages, mainly). Not sure if we actually care about that in the case of not particularly user-facing libraries, or just took advantage of it because it was free...TASK

@Addshore my late evening discovery yesterday was along the lines of what you say. I mean those Scribunto language fallback test failures. My current guess is those test got broken with the work on T199983. These haven't been spotted until now though as if I see right

Problem:
We don't have Glosses for a Sense in all the languages but we still
daniel edited projects, added Multi-Content-Revisions; removed Multi-Content-Revisions (MCR-SDC File Caption Support - phase 2).
