Jdforrester-WMF added a comment. RepoHooks::onSkinTemplateBuildNavUrlsNavUrlsAfterPermalink skips when it's on a non-page, or when the page isn't in a isNamespaceWithEntities; in this case, we want to go beyond isNamespaceWithEntities to isNamespaceOfEntities or whatever. :-)TASK
