TASK DESCRIPTION
  We want an alert for  the "Normal job backlog time (mean avg, 15min)" metric 
on the DispatchChanges Job backlog 
.
  
  This is needed to be notified if the backlog gets too large during spikes of 
edits on Wikidata
  
  **Acceptance criteria:**
  
  [ ] figure out what a good threshold would be
  [ ] enable alert for the usual wikidata monitoring mailing list
