Speaking as a former UNESCO director, I can say that it is quite common
practice for UNESCO to convene expert meetings in areas that the Organization
feels are crucial to its mission and vision. By doing so, it contributes, at
times, to the introduction or adoption of new terminology. The

UNESCO convened and hosted the meeting where a forum of experts coined
the term OER. UNESCO is commonly attributed as the convener of the meeting
where the term was coined.
