Hello,
I just wanted to promote a project proposal that I'd really welcome any 
feedback on - PlaceBook Wiki - Meta

The essential idea behind my proposal is that we could open up novel and 
productive ways of accessing knowledge about our physical environment by 
allowing the wiki posts to be indexed by GPS co-ordinates, so that we build up 
a catalogue of information about specific places. This information could be 
about matters of general historical importance, but also it could be much more 
broad than that and provide a way for individuals to record their own 
personally significant events that occurred at a specific location, which would 
provide more of a folk history of a place too. 

Through seeing what has occurred and who has lived in that location we 
potentially create a new way for people to engage with their environment and 
hopefully provide new narratives for their sense of personal and community 
identity. 

Anyhow, it seems very likely to me that systems similar to the one I've 
proposed will be created in the near future, so I am hoping that an 
organisation like the Wiki Foundation could be involved in the beginning, so 
that there is a chance that a community based, not-for-profit ethos could get a 
strong foothold and prevent what could be a very valuable resource being 
controlled solely by commercial imperatives. 

Any feedback on this would be great, as I would like to hear your views, both 
critical and supportive.

[Wikimedia-l] Science edit-a-thon in six museums‏

Hello,

next week-end, Wikimedia Spain, with six science museums from five 
different cities in Spain, organizes an edit-a-thon about Spanish 
scientists and inventors. This is a collaboration with FECYT (Fundación 
Española para la Ciencia y la Tecnología). The museums who participate 
are:


*MUNCYT, La Coruña
*MUNCYT, Alcobendas (Madrid)
*Museo de la Ciencia, Valladolid
*Museo Nacional de Ciencias Naturales, Madrid
*Casa de la Ciencia, Logroño
*Casa de la Ciencia, Sevilla

we could involve volunteers for every museum. There wil be different 
activities and the edit-a-thon will run on Saturday and in some museums 
also on Sunday.


FECYT freely shared 104 portraits of Spanish scientists on Wikimedia 
Commons.[3]


There is a coordination page on Spanish Wikipedia [1] and Galician 
Wikipedia [2]


The hashtag of the event is  #WikimaratónCiencia and we invite you to 
participate on-line and to spread the word. This activity, in five 
different cities and six different museums the same week-end is a new 
challenge for us.

Hi Eric,

your last line expresses a direction which would enhance the spirit of the
movement in an appropiate way. Let me repeat it: Imagine a world where you
can take a smartphone or tablet without a contract and immediately connect
to an ever-growing library of free knowledge, without charge.

THIS is a great punchline, a good next big target which could put Wikimedia
in the middle of a stronger and broader global movement. Free Public
Knowledge is also great when you think of the goals of Wikidata -
structured data connected to empower knowledge enabler and facilitators of
Free Education around the world with good data and informations. Free
Public Knowledge is putting the beacon named Wikipedia in front of a great
campaign which would reach out far beyond being the greatest encyclopedia
ever.

It is clear by now that imho it would also help to make something better
out of the flaw which Wikipedia Zero is right now when it comes to net
neutrality. (I'm still a little bit irritated by your rhetoric trickery,
Mike, when calling the usual and established understanding of net
neutrality repeatedly absolutist. This cheap rhetorical maneuver doesn't
fit you.) It would be good for WMF to admit that with the best intentions a
mistake was made which scale wasn't really thought through before.

Wikipedia Zero is still primarily a marketing stunt for mobile providers
(e.g. Orange) which build up on the great trust in the name Wikipedia.
Data is data, no user is thinking in terms like good cause data and pure
commercial data - and this kind of familiarization with data on different
rates (incl. zero rate) is what the mobile providers count on. I consider
activists for other aspects of a free and open web partners in crime and
not some other unrelated guys whose cause I'm willing to trade cheap when
it fits the selfish interests of my brand.

But, as mentioned, there is no sense in looking the stable door after the
horse has bolted - so let's think forward by reflecting activity-oriented
on putting Wikimedia in the middle of a broader movement for all Free
Public Knowledge and reduce ill-concieved partnerships with commercial
players on the way.

I don't wanna narrow your joy about WP0, but the thing with saving
lifes/protecting against ebola is that in neither[1] of the countries (Liberia,
Sierra Leone and Guinea) mentioned by James Heilman Wikipedia Zero is
active. So there is no proof that it wins laurels for that.

[Wikimedia-l] MoodBar usage

Hi,

If I recall correctly, the development of the MoodBar extension was
declared as discontinued, but I see that it is still being used by some
wikis. If I'm reading the configuration[1] correctly, it's enable on the
following projects:
* French Wikisource ( http://fr.wikisource.org/ )
* Incubator ( http://incubator.wikimedia.org/ )
* Dutch Wikipedia ( http://nl.wikipedia.org/ )
* Wikimedia Sweden ( http://se.wikimedia.org/ )

It's also enabled on https://test.wikipedia.org/ ; I'm not sure that it
should be there if it's not used on most projects, but I also don't know
whether https://test.wikipedia.org/ is even used much now that most testing
is done in the Beta Labs (as far as I know).

If anybody in the above projects thinks that the MoodBar is useful then it
should probably stay enabled, and maybe even revived and installed on other
projects.

But if the feedback left by new users through this tool is not actually
read and handled, then it should probably be disabled.

Wikimédia France is moving forward with its continuous improvement process
and wishes for an adapted governance. After revising our organizational
structure [0], and putting in place the systematic evaluation of our
programs [1], we do not want that governance becomes the limiting factor of
our improvement.

Since the hiring of our Executive Director who leads all staff, we were
aware that the board  tasks and processes had to evolve. That meant no more
micro-management or operational stuff (except for certain board roles)
and focus on strategy.

To that effect, at the occasion of our previous General Assembly, the board
drafted a board handbook [2], heavily inspired by the Wikimedia Foundation
one (thanks for sharing!)

The goal was to make sure every current member of the Board had the same
vision of our governance, and to ensure that applicants for the Board have
a good vision of what it means to be on the Board (expectations, posture,
do's  don'ts, ...) - like a shareholders' agreement.

This shared version is our first iteration as we anticipate to complete, or
adapt, this document according to our governance's evolution. It is
relatively specific to our self-identified strengths and weaknesses. We
also think that it is closely linked to our structure, our background and
local context (relation with our ED, local labour law...).

But despite all these specificities, we have (or will have) similar stages
of development and governance issues: that's why we share with you this
Handbook, with the hope that the initiative or the contents can be useful
for you - even if it's in French.

The handbook writing was led by Émeric Vallespi, supported by the rest of
the board. It was then shared with a restricted circle where we gathered
input from 6 former board members, with almost 100 comments. We then
communicated the document to our members before the General Assembly, and
finally published it on Meta where it joined the Austrian Kodex in
[[Category:Governance]]. Sharing is caring :)

 This shared version is our first iteration as we anticipate to complete, or
 adapt, this document according to our governance's evolution. It is
 relatively specific to our self-identified strengths and weaknesses. We
 also think that it is closely linked to our structure, our background and
 local context (relation with our ED, local labour law...).

 But despite all these specificities, we have (or will have) similar stages
 of development and governance issues: that's why we share with you this
 Handbook, with the hope that the initiative or the contents can be useful
 for you - even if it's in French.

 The handbook writing was led by Émeric Vallespi, supported by the rest of
 the board. It was then shared with a restricted circle where we gathered
 input from 6 former board members, with almost 100 comments. We then
 communicated the document to our members before the General Assembly, and
 finally published it on Meta where it joined the Austrian Kodex in

[Wikimedia-l] 2015 Ombudsman Commission applications

Hello, all.

It's coming close to time for annual appointments of community members to
serve on the Ombudsman Commission. This commission works on all Wikimedia
projects to investigate complaints about violations of the privacy policy,
especially in the use of CheckUser tools, and to mediate between the
complaining party and the individual whose work is being investigated. They
may also assist the General Counsel, the Executive Director or the Board of
Trustees in investigations of these issues. For more on their duties and

This is call for community members interested in volunteering for
appointment to this commission.

Commissioners should be experienced Wikimedians, active on any project, who
have previously used the CheckUser tool OR who have the technical ability
to understand the CheckUser tool and the willingness to learn it. They are
expected to be able to engage neutrally in investigating these kinds of
concerns and to know when to recuse when other roles and relationships may
cause conflict. (In the past, commissioners have turned in other roles that
could cause conflict, but per-case recusal is generally sufficient at our
current levels of staffing this role.)

Commissioners are required to identify to the Wikimedia Foundation and must
be willing to comply with the appropriate board policies, such as the
access to non-public data policy and the privacy policy. This is a position
that requires a high degree of discretion and trust.

If you are interested in serving on this commission, please drop me a note
detailing your experience on the projects, your thoughts on the commission,
and what you hope to bring to the role. Operating proficiency in English is
necessary; other languages are a plus, although not required - the OC is
international in scope. The commission is deliberately quite small, so
slots are limited, but all applications are appreciated. The deadline for
applications is January 1. Any timezone. :)

I suppose at this point I could declare that its rhetorical
trickery, Jens, for you to declare my honest expression of my opinion
regarding network neutrality to be rhetorical trickery. (It's
actually a reflection of discussions I had with my colleagues at the
Internet Governance Forum in Istanbul earlier this year.)

I frankly don't see why you need to understand my beliefs regarding
network neutrality as cheap rhetorical maneuver when in fact there
has always been variation among net-neutrality activists as to what
network neutrality might mean. I've been writing about the subject
for eight years now, and my writing on the issue is publicly
available. In general, a cheap maneuver is one that takes little
investment, and I've clearly invested more than most people. As for
trickery, it hardly seems to me to be a trick when I'm not
concealing anything.

I want to suggest that if your first impulse is to criticize my
motives rather than to Assume Good Faith, you may want to consider
that I get nothing personally out of (a) advocating Wikipedia Zero, an
initiative that post-dates my tenure as WMF staff, or (b) talking
about network neutrality in a way that recognizes the particular
issues that mobile platform providers invoke.

As I pointed have pointed out, we *already* qualify network neutrality
with exceptions. These exceptions have not been ones you've noticed
before now, as far as i know. Should Wikipedia Zero be an exception? I
think so, for the reasons I've stated, as well as for the general
proposition that people in developing nations need unfettered access
to Wikipedia content now, and should not have to wait until the
Promised Land of generally unmetered access to mobile platforms is
created (which may not occur in our lifetimes).

It would be good for WMF to admit that with the best intentions a
 mistake was made which scale wasn't really thought through before.

It would be better if one didn't begin with the assumption that no one
at WMF thought hard about these issues before Wikipedia Zero was
launched. And still better, in terms of effective persuasion, if you
didn't begin by assuming bad faith (e.g., rhetorical trickery on the
part of those who disagree with you. After all, I don't assume bad
faith on your part.

 free knowledge to the largest number of people, and we need not
 apologize for Wikipedia Zero -- it's a program that serves the
 organization's mission well. But entirely practically speaking,
 building a greater coalition in support of access to knowledge could
 serve the mission to an even greater extent, if we manage to pull it
 off.

 Imagine a world where you can take a smartphone or tablet without a
 contract and immediately connect to an ever-growing library of free
 knowledge, without charge. I couldn't think of a better 21st century
 equivalent to the foundation of public libraries, and frankly of a
 better way to even the odds for the survival of our species.

Except that it is.  At its heart, net neutrality demands that there be 
no QoS or pricing difference to 'net access depending on the endpoint. 
That is, fundamentally, an absolutist view.

Yes, that would be desirable.
However, I don't mind if WMF employees use their staff account to vote, 
provided that it meets eligibility criteria because of edits or patches.
