Hi Ruby,

Thanks for your question. Grantees receiving Simple Annual Plan Grants are
not eligible for additional funding through Rapid Grants, so you do not
need to apply through Rapid Grants to hold an Wikipedia20 anniversary
event.

Affiliates are able to request a reallocation funding from their SAPG
budget to support this kind of event. This can come from a miscellaneous
budget that you mentioned, but funding can also be reallocated from any
other budget where there is underspend that could be used for these
activities.  Please contact sim...@wikimedia.org to request a reallocation
if you need to.

The open call for Project Grants is officially underway! As you prepare
your proposals this month, please keep in mind that the final deadline is
November 30th, and that this will be only the only open call for Project
Grants during this fiscal year, which ends on June 30th, 2019. To learn

scheduled some proposal clinics where applicants will be able to discuss

Hi folks,

I wanted to respond to a few things related to the Wikimedia Foundation's
grant programs.

Pine, regarding your personal situation, I know many grantees have been
critical of the Wikimedia Foundation at one point or another, or even have
longstanding disagreements with certain organizational decisions (such as
with SuperProtect). This is not to say we are fully objective (I do not
believe anybody is), but in my experience we do not punish grant applicants
or withhold funding for constructively expressing concerns about
organizational decisions. To the extent that this criticism becomes abusive
or threatening, it becomes a different case, but I don't think that is what
we are discussing here. Expressing disagreement with an organizational
decision is just not an important factor in whether a proposal should be
funded or not. Some applicants have even expressed concern with our grant
programs based on their experience with it, and I am glad they did!  It led
us to decide to run a consultation

improve how our grants are organized and how they operate. I know our team,
Community Resources, well enough to know we are open to criticism about how
our grants work because we want them to be accessible, and we want to help
Wikimedians run successful projects and events.

Yair, the degree of decision-making power that the Wikimedia Foundation
varies depending on the type of grant. Rapid Grants
<https://meta.wikimedia.org/wiki/Grants:Project/Rapid/Learn> are where
staff has the most decision-making power, and staff ultimately approves
proposals in this program. This design was intentional. A common issue we
faced with small grants from the old Project & Event Grant program (circa
2015 and prior) was that the whole process took way too long between
committee meetings, decisions, and processing, and reporting requirements.
Money wouldn't get to the applicants in time, and this caused practical
financial issues for applicants, and some projects just didn't happen at
all. That kind of outcome was not acceptable for anyone, so we decided to
simplify it based on community feedback. Many projects we receive in Rapid
Grants are common (e.g. editathons, WikiLoves events), and do not require a
lot of scrutiny on the proposal itself. Part of our consultation

with
then-current and prospective grantees a few years back made it clear that
this particular change was welcome.

However, in all other grant programs (Project Grants
<https://meta.wikimedia.org/wiki/Grants:Project>, Conference & Event Grants
<https://meta.wikimedia.org/wiki/Grants:Conference>, Annual Plan Grants
<https://meta.wikimedia.org/wiki/Grants:APG>), Wikimedians in volunteer
committees provide the basis for funding decisions through deliberations.
Program Officers like myself facilitate those discussions, provide guidance
where it is useful or requested, and allow the committee to form its own
conclusions.  We also do not wholly reject committee decisions and
substitute our own.

I also want to remark out that before I started working at the Wikimedia
Foundation in 2015, my impression of program officers was that they were
The Deciders, the gatekeepers saying who gets funding and who doesn't. Now
having worked across our different grant programs for a few years now, I
can easily say I was very much mistaken. We spend a lot of time working
with applicants to help them plan their project out, find support in other
volunteers, and prepare strong applications, because we want applicants to
succeed as project managers, event coordinators, researchers, leaders, and
Wikimedians. While I acknowledge that you want Wikimedia Foundation staff
to be absent from funding decisions, I believe this kind of influence from
staff in the process is a beneficial and productive one.

[Wikimedia-l] Inspire Campaign on Measuring Community Health starts today!

Hey folks,

I'm happy to announce the launch of the Inspire Campaign on Measuring
Community Health.[1] The goal of this campaign is to gather your ideas on
approaches to measure or evaluate the experience and quality of
participating and interacting with others in Wikimedia projects.

So what is community health? Healthy projects promote high quality content
creation, respectful collaboration, efficient workflows, and effective
conflict resolution. Tasks and experiences that result in patterns of
editor frustration, poor editor retention, harassment, broken workflows,
and unresolved conflicts are unhealthy for a project.

As a movement, Wikimedians have always measured aspects of their
communities. Data points, such as editor activity levels, are regularly
collected. While these metrics provide some useful indications about the
health of a project, they do not give major insights into challenges and
specific areas needing improvement or what areas have been successful.

We want to hear from you what specific areas on your Wikimedia project
should be evaluated or measured, and how it should be done. Share your
ideas, contribute to other people’s submissions, and get involved in the
new Inspire Campaign. After the campaign, grants and other paths are
available to support the formal development of these measures and
evaluation techniques.[2]

Hey Pine,

Had to laugh a little bit about a consultation about consultations, but I
understand the rationale for it.  Your point is well taken that information
management is important to think about when there is much going on.

I think the community notification calendar
<https://meta.wikimedia.org/wiki/Community_Engagement/Calendar> that Gergő
has mentioned above is a good place to start thinking about improvements of
managing information.  Anecdotally, some of the issues I have seen and
heard about are:

* having to follow mailing lists that are too active (like this one),
* having to follow too many disparate mailing lists,
* getting pinged too many times from user talk page messages sent through
Special:MassMessage.
* Too many consultations focused on overlapping audiences

A centralized calendar can help mitigate some of these issues.  In general,
the calendar has been used for planning and scheduling purposes, but I like
the idea of making it more usable to for folks wanting to know what
consultations are happening.  Lodewijk recently suggested to me that some
filters and other descriptors (e.g. country, projects targeted) will be
needed to help users see what is relevant to them.  Building those
components is one technical challenge, and would be making sure the
calendar gets used by the relevant consultation audience is another.  We
would need to think about how to inform people about the calendar without
also falling back to doing more announcements on the usual channels a la
"Hey, this new consultation is on the calendar."

One issue I don't have a good answer for right now is how we can solve the
problem of having too many announcement channels while also being confident
that when a consultation is announced (by anyone) in some set of approved
channels, can they expect to get sufficient and representative
participation?  That might be something we can figure out in a survey about
consultations generally as you've suggested.

I think the calendar I mentioned above on Meta probably could be improved
in some ways. If a lot of folks start using it, it will become quite long,
for one. An archiving system for each month might be a good idea.

What ways could there be to sort or segment the calendar that would be
useful for volunteers to search and parse important discussions, surveys,
 and consultations?

they world rather volunteer their time in other places.

But they cannot then also argue that they didn't know about it. If people
want to know what's going on in our projects, it's their responsibility to
follow places where announcements are posted and read them.

I agree.  Working with other volunteer organizations would certainly be
useful as well.  If you have some examples of volunteer organizations that
I could provide as examples, I think it'd be helpful to add them on the
landing page for the campaign so folks are aware of who they can consider
reaching out to.

Hi everyone,

I am pleased to announce the launch of the fourth Inspire Campaign for
IdeaLab, focused on outreach to outside knowledge networks:

contributors and entities such as libraries (and other GLAM
institutions[1]), cultural centers, content experts, and other sources of
information. Such outreach can lead to rewarding collaborative efforts

to readers.

All types of proposals are welcome - research projects, software
development, and naturally for this campaign, community organizing and
outreach.  Wikimedia Foundation staff are also invited to advise on ideas
they can offer support and guidance on. Project Grants[2] and Rapid
Grants[3] are available for projects developed during this campaign that
need financial support.  For ideas that do not require funding, I am happy
to provide general guidance on projects on how to bring your idea to
action.  The campaign runs until 28 February.

Please don't fall back on the "ends justify the means" argument here.
There were many, many other ways to call attention to this problem.  You
chose a way that was needlessly aggressive and accusatory.  You didn't have
to.  Here is how I would have done it with only minor changes to what you
wrote:

At Wikimania two wikipedians of the year were elected. The article for one of
them and the data at Wikidata are somewhat lacking, and I think we can work
together to put them in better shape given the recognition they received.  The
article is a one liner stub, and the Wikidata item had no statements
and I added
the few that were minimally needed.

I've gotten started by adding some material, but any help would be
appreciated.

[Wikimedia-l] Participate in the Inspire Campaign on Addressing Harassment

I am pleased to announce the launch of the third Inspire Campaign for
IdeaLab, focused on addressing harassment of Wikimedia project contributors:

Harassment diminishes the experience of contributing and participation for
a substantial number of individuals, even those who simply witness it.
Current methods of dealing with harassment are considered unacceptable as
they often do not lead to productive outcomes.[1]

During the month-long campaign, you are invited to submit & review ideas on
how to better address harassment. Consider joining a team to help make an
idea happen.  Ideas can be submitted in any language, and focus on
research, building tools or software, outreach efforts, or something
completely new.  Grants are available from the Wikimedia Foundation to fund
projects that are eligible for financial support.[2]  Ideas focused on
changes to community policies and guidelines are also welcome.  Google
Hangout sessions are also scheduled in June if you’d like to discuss your
idea or have questions about WMF grants.[3]

Questions about the campaign can be directed at the Inspire talk page.[4]
 An FAQ page about the campaign is also available.[5]

If you want to help make your projects safer for everyone to participate

[Wikimedia-l] Inspire Campaign on Addressing Harassment to Begin on May 31st

Hi everyone,

We’ve had two Inspire Campaigns so far -- on the gender gap and on content
curation & review -- to encourage ideas and grant proposals on challenging
issues affecting the Wikimedia projects you work on.  The third Inspire
Campaign, starting on May 31st, will run for one month and focus on
addressing harassment that occurs on Wikimedia projects:

The 2015 Harassment Survey[1] has shown evidence that harassment is
pervasive; 38% of participants reported experiencing it, and 51% reported
witnessing harassment.  These include behaviors such as name calling,
threats of violence, discrimination, stalking, and impersonation, among
others.  Furthermore, available methods and systems to deal with harassment
are considered to be ineffective.  These behaviors are clearly harmful, and
in addition, many individuals who experience or witness harassment
participate less in Wikimedia projects or stop contributing entirely.

Starting May 31st, everyone is invited to submit and work together in
developing ideas to prevent and handle cases of harassment.  Ideas can
include research, software, events, training programs, outreach efforts,
etc.  If you need funding, ideas can easily be submitted as a proposal for
a WMF grant.  Ideas can also encourage discussions to consider changes in
policies, guidelines, or best practices on your local Wikimedia project(s).


An FAQ page about this campaign and Inspire Campaigns generally is
available.[2]  An announcement e-mail will be sent out on the 31st.  For
folks who are interested in helping translate so we can reach a wide
audience, I welcome your help on the FAQ page[2] and main landing page.[3]


If you have an idea or want to help develop ideas to address harassment, I
encourage you to join me so that we can work together in addressing this
important and difficult issue.

I am pleased to announce the launch of the second Inspire Campaign for
IdeaLab.[1]  The theme of this campaign is focused on improving tasks
related to content curation & review in our projects:

Reviewing and organizing tasks are fundamental to all WIkimedia projects,
and these efforts maintain and directly improve the quality of our projects
in addition to increasing the visibility of their content.  We invite
everyone to participate by sharing your ideas and proposals on how to
enhance these efforts. Constructive feedback and collaboration on ideas is
encouraged - your skills and advice can elevate a project into action. The
campaign runs until 29 March.

All proposals are welcome - research projects, technical solutions,
community organizing and outreach, or something completely new! Grants are
available from the Wikimedia Foundation for projects developed during this
campaign that need financial support.[2]  Google Hangout sessions are
available in March if you'd like to have a conversation about your ideas.[3]

Certainly!  The feedback our team reviewed from participants indicated a
few important factors supporting the conclusions in the consultation.  As
you and others have stated, the differences in the frequency of instances
of support or concern were not substantial, so this difference was only a
minor factor.

One prominent factor that arose supporting Option 3 was a general desire
for balance in support for for Wikimania and regional/thematic
conferences.  Participants supporting this option frequently expressed that
these conferences both have independent, but important value for the work
or projects in which they or others are engaged.   For instance, many
pointed to the importance of regional collaboration-- travel arrangements
and matters of communication (particularly non-English) are easier, local
needs of projects can be prioritized in programming, and there are
opportunities for people to form working groups.  At the same time,
participants recognized the value of meeting together as a unified
movement.  Participants also voiced one benefit we did not consider-- that
taking this balanced approach could be an opportunity for better
interaction between Wikimania and regional/thematic conferences:  e.g.
Wikimania could serve to initiate projects relevant for a subsequent
regional conference. Conversely, a regional/thematic conference could serve
as good preparation for engagement at Wikimania.

A second factor were concerns over the costs of Wikimania itself, though
the "what" varied between the cost of attending, travel, and cost to
"movement resources" overall.  Given the discussion on the discussion page
and mailing lists, there are clearly a diversity of views over whether
Wikimania should cost more or less, but it was clear from participant
feedback that there were concerns with the overall cost.  This was also
true for folks who supported an annual Wikimania.  (On a related note, I
also would have expected that a summary of this budget to have been
presented from the outset, and I apologize that our team did not have this
ready until recently.)

A third factor was about the accessibility and exclusivity of Wikimania.
Many participants reported that they and others in their communities have
routinely been unable to attend Wikimania.  Consequently, they feel they've
been denied important opportunities and conversations with fellow
contributors, and to the extent that regional/thematic conferences can be
made more accessible, the better.  Organizers also noted that a consequence
of an annual Wikimania is that there is less motivation to plan/organize
regional conferences, which harms local solidarity and understanding of
regional issues.

I hope these themes provide a bit more depth to the feedback and context
for the conclusions in the consultation.
