Greetings,

The Wikimedia Foundation Elections Committee has been joined by two new
members, Masssly and Matanya. They were appointed by the Board Governance
Committee at the recommendation of the current Elections Committee members
following an open call for additional members earlier this year [1].

They have each been appointed for two-year terms, in accordance with the
new setup for the standing Elections Committee. The now 8-member volunteer
committee is tasked by the Wikimedia Foundation Board of Trustees to
facilitate the elections for the Board of Trustees and Funds Dissemination
Committee [2].

Additionally, the committee has selected KTC to serve as its chair for the
upcoming year. As we prepare for an upcoming election, we have also changed
the Board Liaison from Dariusz to myself, and asked Tim Moritz Hector from
the Board Governance Committee to serve as an additional advisor to the
committee.

The upcoming process for both the Board and Funds Dissemination Committee
elections will begin soon and run through June. There will be more
information coming from the committee on the timeline and nomination
process in the coming days.

This is a tool done by Envel Le Hir using WikiData and published today.

I actually inspired him the idea during a conference, when talking of my 
desire to get generic data about women professionnal occupation. My main 
argument is that I felt many of the added biographies about women were 
about actors, singers, or football players. Much less about politicians 
and business. But it was a "guess" and I wanted more hard data.

Hard data (1950-2005 birth dates):
* 80% of the biographies of porn actors are about women.
* 98.3% of beauty pageant contestants are about women.
* 24% of politicians are about women

Volley Ball !
In France... actors.
And in Guinea... well... hard to say... only 17 biographies about 
Guinean women anyway.

I  think bad faith uploaders should be banned from uploading images to Commons. 
A blog which credited image taken from a Wikipedia article to Wikipedia is not 
as terrible as reputable newspaper which uses images from Wikipedia and claimed 
ownership of the image copyright. I think the copyright notice on some of the 
website is what triggered some of this charges. Imagine a website which uses an 
image I upload to Wikipedia without proper attribution and it's copyright 
notice reading "All contents on this website are intellectual property of 
xyz".

I can read some German and looked into a similar case the last time this
came up (the thread was called "harald bischoff advertising to make images
"for the wikimedia foundation" and then suing users"). It involved (amongst
others) an amateur news blog which took an image from the Wikipedia article
of some politician and credited it to "Wikipedia" (with link to the image
description page; but no author or license), and was slapped with a ~$1000
fee. These kind of predatory tactics hurt the reputation and moral standing
of the movement IMO.

I think asking for damages might be acceptable if
- the reuser is a big organization which has its own copyright lawyers
(e.g. a commercial news publisher) and really should have known better
- the reuser refuses to fix the attribution when asked
- the reuser does not even attempt to indicate that the image is from
elsewhere
but when none of those is the case, threatening to sue violates the spirit
of free content, even if it is in accordance with the fine print of the
license.

Needs a bit of process clarification here...

So here is what we did (I know it is not perfect, but we did within our 
constraints and own skills).


1. I created a category on the English Wikipedia
https://en.wikipedia.org/wiki/Category:WikiProject_Wiki_Loves_Women_translation

I categorized the 16 articles from their talk page.
This category is simply a maintenance one (not used in the article 
mainspace)

In the future (asap I have the time...), I will rather create a template 
which will include the above category and replace the category in the 
talk page by the template. This will allow me to make the information 
prettier and more explicit (using a logo etc.).
But practically... the category is enough.



2. Sam (AfricanHope) wrote a bot :

The bot is updating this page to list articles per language : 
https://meta.wikimedia.org/wiki/16_African_Women_Translate-a-thon/Table

It does not use all languages, but only languages listed on this table : 
https://meta.wikimedia.org/wiki/16_African_Women_Translate-a-thon/languages

Where does that list come from ? Well... it includes all languages used 
at least once in one of the 16 biographies.

One thing the bot does NOT do is identify when a new language (not in 
the list above) is added.

I will have to figure that out on the way... it could certainly be 
automated... at the same time... we talk only of 16 articles to check. 
So... I may be lazy and just check once a day.

But if anyone knows a quick query that is able to tell me "which new 
language has been added as a new translation version on one of the 16 
articles, which is not in the current list"... feel free to contact me ;)



3) There were quite a few already existing articles in various 
languages. So I have done a quick review of the state of those articles 
at start. I summarize those state here :

4) The inclusion of the username on the meta page is not really to track 
participants. It is simply a human element, a place where we can meet 
and share and see which people are interested helping. It is more of a 
networking place if you want.



5) The complete list of participants is totally findable anytime Isaac.
I have not tried to do the query myself yet. It is essentially
* list of all usernames
* which edited those 16 biographies
* in any language (or the sublist above)
* between 20th of Feb and the 07 of March

We can even rank the result by "number of characters added" (in case we 
think quantity is a measure of involvement - which I am not fully sure).

Or we can rank the result by "number of biographies edited" by participants.

It is nice to consider a category or template to tag the talk page of 
each article in all language for "community building" reasons (as in 
"this article participated to the "16WikiWomen translation project"). 
Because it is simply cool for us together to remember what we did, when 
we did it, why we did it. It is cool to see who is interested. That's 
why we stick around doing the things we do. That's the HUMAN element.


But, when it comes to tracking...(to measure success), we do not need 
that category system to know who edited those articles...

Thanks for your comment but I think category like this is not uncommon on 
Wikimedia projects. We often use it for maintenance and navigation (as you have 
correctly noted above) and not as part of the encyclopedia. It is different 
from content category. Thus, we don't include it on content categories. We use 
it to track the number of articles created as part of a project/contest as well 
as the number of participants. 

Let's look at it this way; If I'm participating in 16WikiWomen translation 
project for example, and I did not include my username on the list of 
participants on meta, there is no way the organizers would have known that I'm 
a participant and any article I translate as part of the project would be 
considered as a routine contribution.

Measure of success is important in every project and I think the 16WikiWomen 
organizers would be interested in knowing the number of articles translated and 
the number of participants, to measure the success of their project.

If there is something like "Category:16WikiWomen" for example, they could visit 
each language Wikipedia they listed on the project page and search for the 
category. This would show the number of articles translated and the translators 
(participants).

"Category:Women footballers" - to check for women footballers or number of 
women footballers. 

"Category:16WikiWomen" - to check for the number of articles translated or the 
number of translator.

The two above illustrative categories have different scope.

Please, correct me if I am wrong.

Why using a category?

Categories are especially useful for navigation purposes or maintenance. A
category here seems useless.

The only categories that are useful are the ones for categorising women in
various ways like profession, country, etc. I hope that kind of categories
can be filled with many articles about women in Africa.

Gnangarra raised some valid and interesting points here. Well, I don't have 
problems with WMF banning anyone from Wikimedia projects as long as there is a 
significant reason to do so and through a transparent process. Nonetheless, I 
think WMF ban should be revocable following a successful appeal. They could set 
up a form of appeal committee comprises of WMF Staff (maybe those from WMF 
legal team), AffCom member, and member of ARBCOM from the project where the 
incident occur as suggested by Gnangarra above.

what this discussion reveals is that;

   1. the people here want to know who at the WMF has what permissions, and
   a when why they were granted
   2. they want a system thats has good checks and balances,
   3. there is want to be able to be "consulted' during the process of

   - Number 1 is just a maintenance issue, an on Meta(maybe Foundation
   wiki) table of employee access would be the simplest to operate and solve
   rather than using a google spread sheet with a bot updating the on Meta.
   - the process described by James Alexander appears to meet that, though
   the duel role currently occurring isnt an ideal long term outlook
   - Create a High Court, or Supreme court type appeal process where the
   person affected can email the committee for a review.  The committee could
   be comprise of WMF Legal person, Affiliate representatives(appropriate
   language speaker), and bureaucrats(ARBCOM member) from the project where
   the person was active or the event took place.  With an after action appeal
   it doesnt impinge on any potential urgency or immediate imperative.  It
   could even allow for the person affected to have someone advocate on their
   behalf.

You do not get it. Wikimania is first and foremost about spreading the word
about what we do and who we are.

I have read Pax's original post. He did not go to Wikimania. He asks for
consideration that any Wikimania will be in a place where he feels safe. It
is OK for him to ask this but it is not OK for us to give away what
Wikimania stands for.

There is no safe place and in my experience you are offensive by not
accepting that this is the point that I make. There is no perfect place for
Wikimania. Everywhere and always you have to behave yourself cognisant of
where you are. At all times there is one or the other group that will be
discriminated against.

Fae, muslims are at a greater risk than LGBT people when they come to a
conference. Particularly women who wear a hijab will always be seen for
what they are. It is not a lie that you do not address the point that I
make. The question is why do we have a Wikimania and is it an instrument to
open up new communities and include them in our movement.

This is the dominant question that should be answered. Relative safety is
secondary.

and approved for accuracy" seal in the top right corner of the article. The 
ideas also aim to support the WMF's "Reach" campaign and help establish or 
re-establish credibility in Wikipedia articles that carry the RAAFA seal as a 
trusted source worthy of citing at all levels of academia, government, 
research, etc.

This seem like a unique approach to improving the quality of articles on 
Wikipedia and increasing reliability of Wikipedia as an encyclopedia. The idea 
to bring experienced editors together to serve in the editorial board of the 
project sounds like a great way to benefit from the specialized skills of all 
participants. 

However, an editor (User:Smallbones) raised a concern on whether this is in 
line with the spirit of Wikipedia which permit anyone to freely edit its 
content at all levels. User:Smallbones said " An Editorial Review Board sounds 
like a very interesting idea and could be fun. But actually I think it could 
easily violate Wikipedia rules, such as forming some sort of exclusive club 
that others couldn't join without an invitation. If it's just another rating 
scheme (that anybody can participate in whenever they want)" 


I respect Smallbones concerns but I don't see a major problem with the idea of 
establishing an Editorial Review Board (ERB) comprising of trusted and 
experienced editors as board members. From the look of things, WikiProject 
Accuracy is likely to generate controversy among Wikipedians. The controversy 
will centered on whether this idea is against the vision of Wikipedia or not. 
Thus, we seek broader community input on this proposed project.

Distinguish Wikipedians,

I earlier thought I'm probably the only Wikipedian who edit and create articles 
with smartphone until I saw User:Cullen328's essay on "Smartphone editing" 
(https://en.wikipedia.org/wiki/User:Cullen328/Smartphone_editing). Although, I 
have a personal computer but there are millions of people out there who do not 
have their own personal computer. we do not all live in suburbia with unlimited 
access to computers. I can say that almost everyone have access to smartphones 
(Android, Blackberry etc). I created over 500 articles with smartphone, 9 of 
the articles featured on DYK and I promoted one of the articles to GA status.
I hope that this will help motivate public intellectuals, Wikimedia outreach 
coordinators, Wikipedia education managers and opinion leaders who explain 
Wikipedia editing to the general public to acknowledge that editing by 
smartphone is practical for those who are interested, even if it is not every 
editor's cup of tea and outreach to new editors should include positive 
information about smartphone editing per user:Cullen328's essay.

On behalf of WUGN,  this is to congratulate all the Wikimedia communities for 
the success of the celebration of Wikipedia at 15.
We held an event at Fountain University in Osogbo, Osun State, Nigeria as a way 
of commemorating the 15th years anniversary in the country. It was also a 
moment to reflect on the significance of Wikipedia, as the largest encyclopedia 
in the world and her plans for the future.
No doubt, the event was a great  success. We were hosted by the Vice Chancellor 
of the Institution with over 100 students in Attendance. One of the major 
highlights is the cutting of cake to celebrate the event.
The event was followed with 3days workshop tagged: Wikipedia Workshop for 
student of Fountain University, to be concluded on the 28th January, 2016.

I'm very disappointed to know that the board meeting was still ongoing as at 
the time James revealed that he was ejected from the board. It is a silly idea! 
Perhaps he felt the community can stop the meeting or override the decision of 
the board of trustee. The WMF BoT is not a parliament where the house do not 
have the veto power to remove an elected member. 
Section 7 (remover) of the WMF's bylaws clearly stipulated that
“Any Trustee may be removed, with or without cause, by a majority vote of the 
Trustees then in office in accordance with the procedures set forth in Section 
617.0808(1), or other relevant provisions of the Act”. Based on this bylaw, 
James remover is justified!
I understand that majority of the community members who elected James are 
likely not to be aware of this provisions but James is aware of it and will 
probably have an answer to (1) the reason for his remover (2) why his remover 
was supported by eight members and (3) why the third community-elected trustee, 
Denny Vrandečić, lost confidence supported his removal.
The fact that James never stated the reasons why he was ejected from the board 
as at the time he disclosed his remover is worrisome.
James, I'm sorry if I'm too factual here.
