[Wikimedia-l] Comment time for IEG Grants proposal

For our second round of Individual Engagement Grant applications in 2014,
we have a great crop of ideas. Wikimedians have dropped by to offer
feedback, support, or expertise to some of the proposals, but many
proposals have not been reviewed by community members.

If there is an open proposal that interests you, that you have concerns
about, or that involves an area where you have experience or expertise,
please drop by the proposal page to share your views.  This will help the
proposers better hone their strategies, and will assist the IEG Committee
in evaluating some of these fresh new ideas to improve Wikimedia projects.
Working with an IEG proposal may even inspire you to serve as a project
advisor, or to propose one of your own for the next cycle!  Comments are
requested until October 20th.

Craig,

You are right that the harassment issue needs more than gestures or
unenforceable guidelines, and Community Engagement is working with
community members on new ideas and approaches.  The Friendly Spaces
expectations are a beginning, not an end point; they are a first step to
get the community talking about ways to change the status quo.  They offer
some structure to build around in developing new social
norms/expectations.  But I agree that this must be part of a larger effort
and conversation to have any real positive effect.

[Wikimedia-l] Harassment consultation on Meta

Community Advocacy at the WMF is running a month-long discussion on the
topic of harassment on our projects.  This will be the first in a series -
as it is the initial discussion, we are keeping it open and broad to
encourage brainstorming and creativity.

It is currently live on Meta, and will be open until at least Dec. 16:

We encourage all to participate, share ideas, and provide feedback on the
ideas of others.  Online harassment is a complex, pervasive issue, and we

Hi Itzik,

We placed that note as it is standard practice to let users know when a
link will be taking them outside the Wikimedia projects.  We linked to the
Qualtrics privacy statement, as we felt that users should have access to
that if they wanted to read it.

Petefosyth has made some changes to it, based on this discussion [1].  It
now reads "Survey data handled by a third party".

Thanks Lodewijk.  We didn't mean "ideas" to limit contributions to full
proposals or solutions.  It could just be "Random thoughts from Lodewijk" -
it's meant to be very open.  You can also start a conversation about
another idea by clicking on it to find its discussion, or take part in an
ongoing one.  I'll talk to my team to see if we can improve the language to
make it clear all levels of participation are welcome.

[Wikimedia-l] Ombudsman Committee - Call for Applications

Hello all,

As the end of the year approaches, the Ombudsman Committee seeks new
members. This commission works on all Wikimedia projects to investigate
complaints about violations of the privacy policy, especially in use
of CheckUser
tools [1], and to mediate between the complaining party and the individual
whose work is being investigated. They may also assist the General Counsel,
the Executive Director or the Board of Trustees in investigations of these

This is a call for community members interested in volunteering for this
commission. Commissioners should be experienced Wikimedians, active on any
project, who have previously used the CheckUser tool OR who have the
technical ability to understand the CheckUser tool and the willingness to
learn it. They are expected to be able to engage neutrally in investigating
these concerns and to know when to recuse when other roles and
relationships may cause conflict. It is important that volunteers for this
role commit to being active in their work on this commission, including
participating in email discussions and, ideally, occasional virtual
meetings.

Commissioners are required to identify to the Wikimedia Foundation and must
be willing to comply with the appropriate board policies (such as the access
to non-public data policy [2] and the privacy policy [3]). This is a
position that requires a high degree of discretion and trust.

If you are interested in serving on this commission, please drop me a note
at pearley@wikimedia detailing your experience on the projects, your
thoughts on the commission and what you hope to bring to the role. The
commission is deliberately quite small, so slots are limited, but all
applications are appreciated. The deadline for applications is January 1.

[Wikimedia-l] 2015 Harassment Survey - Results Report

Hello all,

The preliminary report of the results of the 2015 Harassment survey is now
available on Commons, as linked from Meta.[1]  This is the first version of
our analysis of the results, and while it is nearly completed, it will be
amended and updated within a week as we finish developing it. The data set
is large, involving sixteen languages with several free text questions, and
it has also been linked from the Meta page.

This information is an important factor in gaining a better understanding
of both the forms harassment takes and the impact it has on the Wikimedia
projects.  We welcome your feedback and impressions on the Research talk
page on Meta.[2]

We want to thank the many Wikimedia volunteers, academics, and Wikimedia
Foundation staff who helped prepare and translate the survey, and who gave
feedback on the report.

User:PhilKnight, who primarily edits the English Wikipedia. A former member
of its arbitration committee and its mediation committee, he is also a
Checkuser, Oversighter and administrator there.

User:Thogo primarily edits the German Wikipedia, where he is an
administrator and former arbitrator, and has also focused on Meta. He is a
former steward and has served as an administrator on several other
projects. He joined the OC in 2011.

I'd also like to say a hearty thank you to those returning and those coming
aboard for the first time, as well as to all those applied. Again, it was
an extremely able group of volunteers, and while this mix of users may best
serve the need for this year, I hope that those who applied will consider
applying again in future years.

[Wikimedia-l] Universal Code of Conduct Drafting Committee - Call for participation

Hello all,

A few important updates on the Universal Code of Conduct project.[1]  Given
some of the concerns raised recently about the pace and timing of important
discussions and decisions, we feel it’s important to recognize the strain
that current events have placed on all of us.  After hearing concerns from
community members that the UCoC timeline is too condensed, we have decided
with Board support to extend the drafting period and final review of the
draft UCoC until the end of September. We appreciate the honest feedback on
your needs, and want to make sure this process allows as many people as
possible to contribute their thoughts, concerns, and expertise. An updated
timeline for the project is available on Meta. [2]

Today, we are beginning the process of forming a Drafting Committee for the
Universal Code of Conduct.  If you are interested, please read the
following important information for candidates:


   -

   Who will be on the committee? - five or six volunteers, at least one
   representative from a Movement affiliate, and four or five Foundation staff
   members (depending on how many candidates apply)
   -

   When will the committee be active? - July 22  - September 30
   -

   What will they do? Read background material and draft a Universal Code
   of Conduct that will provide a minimum baseline guiding the behaviour of
   every contributor to the Wikimedia movement.
   -

   How will they work? The committee will meet online and work on shared
   documents, starting from the Contributor’s Covenant [3] as a starting
   text. A facilitation team will help them to organize the work, and experts
   in different areas will be available to provide support.
   -

   How much time should I plan to spend per week? There will be online
   meetings (2-4 hours per week), as well as background reading in the early
   phase resulting in up to 6 hours each week.
   -

   What skills should I bring to the process? Ideally you would have
   experience in policy drafting, experience in cooperating online and in
   writing in English. We would also love our candidates to have empathy; for
   example,  experience mentoring, resolving difficult disputes, and
   communicating with compassion are valuable.  More information is available

   How will the committee members be selected? The Trust and Safety Team
   [5] together with the Legal Team [6] of the Wikimedia Foundation will vet
   all candidates. Then, the Vice president of Community Resilience and
   Sustainability, Maggie Dennis [7], will choose committee members based on
   the level of skills and experience of candidates in combination with
   diversity factors. Ideally we will be able to form a competent committee
   that reflects the diversity of the movement not only in the usual
   demographic areas like language, geographic location, gender, age,  but
   also in wiki specific areas like the project size of their home wiki and
   roles in the Wikimedia movement.

In reply to these questions and a few received via direct email:

Questions about the content of the Universal Code of Conduct policy itself
are very legitimate, but unrelated to the current process under review with
the Board. The policy was ratified by the Board last February.[1] That
said, a policy must be adapted over time as it is put into practice and
complications arise.  The main text of the UCoC must be adaptable, and
there will be a full review and update of the text one year after the close
and ratification of the current phase, which is looking at enforcement
pathways.[2] We fully expect refinements at that time. Figuring out how to
manage some areas of policy is challenging. Doxxing is a very difficult
area to form policy around, and I know the Drafting Committee from Phase 1
worked hard to reflect best practices around the movement in this area.

To clarify, Nosebagbear: Youngjin was reminding folks to get their last
thoughts in for the current work the Drafting Committee is doing on
revising the text.  It wasn’t meant to imply that there will be no more
discussion on the Guidelines before a ratification process takes place. The
revisions to the draft Guidelines will be published on Meta for comment and
discussion as soon as the committee feels they have incorporated the input
received over the last few months. This message was just meant as a
reminder to anyone who might not have been aware of the draft review.

In terms of what we’re reviewing with the Board, it is a process for
ratification in response to a request from the global arbitration
committees. They are not being asked to ratify the Enforcement Guidelines
at this time. As to how and when ratification of the guidelines will take
place, thoughts and opinions from the Drafting Committee, community members
and functionaries, and the Board of Trustees will inform the details.
We’ll communicate a full ratification plan after the Board meets in
mid-December and considers the input received so far on what would make a
fair and practical process.

The review of the policy text is planned one year after the close and the
ratification of the enforcement outlines, which are still being revised by
the Drafting Committee.  Detailed information of the policy text review
will be communicated soon, as the revised guidelines are published for
comment and ratification.  The review will likely follow established policy
update formats, such as those used for the Terms of Use. [1]

Sigalov, I am reaching out about the next steps. I want to bring your
attention to the next stage of the Universal Code of Conduct process, which
is forming a building committee for the Universal Code of Conduct
Coordinating Committee (U4C). Community members with experience and deep
interest in community health and governance are invited to nominate
themselves to be part of the U4C building committee, which needs people who
are:


   -

   Community members in good standing
   -

   Knowledgeable about movement community processes, such as, but not
   limited to, policy drafting, participatory decision making, and application
   of existing rules and policies on Wikimedia projects.
   -

   Aware and appreciative of the diversity of the movement, such as, but
   not limited to, languages spoken, identity, geography, and project type
   -

   Committed to participate for the entire U4C Building Committee period
   from mid-May - December 2023
   -

   Comfortable with engaging in difficult, but productive conversations
   -

   Confidently able to communicate in English


The Building Committee shall consist of volunteer community members,
affiliate board or staff, and Wikimedia Foundation staff.

The Universal Code of Conduct has been a process strengthened by the skills

All respondents had the opportunity to provide comments regarding the
contents of the Revised Enforcement Guideline draft document. A total of
369 participants left comments in 18 languages; compared to 657 commenters
in 27 languages in 2022. The Trust and Safety Policy team completed an
analysis of these results, categorizing comments to identify major themes
and areas of focus within the comments. The report is available in

I want to take this opportunity to thank the 43 people who submitted their
nomination and appreciate the people who encouraged these candidates to
submit their names. Creating policy for a global community working to
assemble the world’s knowledge is not a small undertaking. There were so
many good candidates that it was challenging to narrow it down to the final
committee; if not for the need to keep the group nimble, it could have been
much larger.  We also want to say thank you to everyone who has contributed
to this process. I hope you will continue to provide your insights on the
draft U4C Charter when it becomes available later this year.

The U4C Building Committee and staff supporting the Universal Code of

supporting the Charter and *420* voters not (*74.84%* in support). 69
voters did not choose an option. The ratification vote process allowed for

and a summary of voter comments will be published on Meta-wiki in the
coming weeks.

Coordinating Committee (or U4C) Charter

development process. I know some of you might already be aware of it, but
I’ll just summarize here briefly for anyone who may need an update about
this part of the UCoC development.

Earlier this year, the *Building Committee
<https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/U4C_Building_Committee>*
for the Universal Code of Conduct Coordinating Committee Charter
started drafting
the Charter
<https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Committee/Charter>.
The initial version was shared for community comment a couple of months
ago. After closing the community comment period, the Building Committee met
again to finalize some of the details before a community ratification vote.
This ratification was initially planned for late November.

The Building Committee continued their conversations into December so that
they could present a more comprehensive Charter for community ratification.
The ratification vote is now scheduled to open next week, on January 16.
We will provide more information about how to vote as it opens.

Committee, thanks to all Wikimedians who have provided comments and
direction for this document. We look forward to seeing the results.

Hello all,

I am writing to you today with two important pieces of information. First,
the report of the comments from the Universal Code of Conduct Coordinating
Committee (U4C) Charter ratification is now available

Secondly, the *Call for Candidates for the U4C* is open now through April 1.

The Universal Code of Conduct Coordinating Committee (U4C) is a global
group dedicated to providing an equitable and consistent implementation of
the UCoC. Community members are invited to submit their applications for
the U4C. For more information and the responsibilities of the U4C,
please review
the U4C Charter

Per the charter, there are 16 seats on the U4C: eight community-at-large
seats and eight regional seats to ensure the U4C represents the diversity
