Piloting 100 CC-BY-SA images etc. 19th - Andy Mabbett ran a session on Wikipedia and its relevance for local government at the HyperLocalWM unconference. The stories were fairly significant in that they highlighted the widespread manipulation of Wikipedia by agencies on behalf of their clients. One of the stories even made the front page. Given that the journalists from The Times were open and transparent about their research and interviewed Jimmy Wales to present a Wikipedian view, the story was sympathetic to the Wikimedia movement. The story gained relatively little traction across other outlets, although The Telegraph and The Observer both ran online pieces. There were interesting blog posts on the first stage implementation of the new visual editing tool for Wikipedia, Wikimedia Commons reaching the landmark of hosting 15 million files and a Manchester Girl Geeks editing event. Also covered by the blog were a training session for editors in Stanford and an update on the Communications Data Bill. We experimented a little with video this month, using the festive season as an opportunity to record a message from staff to the community, accompanied by a written message from Jon. This was well received so we'll be looking to try out more video in the future. Also in keeping with the festive season we designed and distributed some festive e-cards, which we hope you enjoyed. A loose framework has been created for this year's Annual Review. You can see the top level page here. Each section breaks down into its own page. Please do get involved in helping to shape this report and all content contributions are welcome. In more general terms Stevie has been trying to build networks and relationships with organisations that share our broad objectives. During December he met with Creative Commons, attended a Google-hosted event called Interactivism and met with the Shoreditch Network. This work carries over into January. Fundraising and Membership Fundraising This month, we received £13,128.78 in one-off donations, with 49 individual donations, of which 3 were defined as major gifts (over £1000). Removing those from consideration, the average donation amount was £39.69 - 75% of these donors have had Gift Aid Declarations made and matched with their records. January was a fairly quiet month in terms of communications. We
re-introduced a scheduled monthly IRC chat for the Wikimedia UK community,
volunteers, trustees and staff to get together for a discussion. This
doesn't replace other means of communication but is a useful supplementary
event. These now take place on the third Wednesday of every month.
Planning for an event for journalists continued well. This is now booked in
for March. Other meetings with journalists were also fruitful and some
positive features will develop from these in the future.
The communications strategy underwent a review in January with a paper
prepared for the Board meeting at the beginning of February.

This month, we received £6,320 in one-off donations, with 27 individual
donations, one of which was a major gift of £5000. The average donation
amount with the major gift removed from consideration was £50.76 - 30.7%

This session was attended by trustees, volunteers and some staff and looked at strategies and techniques related to crisis management and widespread news coverage. If we agree we want to share the sum total of all human knowledge, then it makes sense that we make it as easy to share that knowledge as possible. Having small, discreet buttons that allow one / two click sharing removes some of the barriers that may exist. Just my opinion, of course. I really don't understand what's the supposed barriers, you can save the whole page to send it, copy/paste the whole page, send the direct URL. What the use case where current possibilities would prevent one to share this knowledge? By barriers, I mean anything that may dissuade users from taking an action - in this case, sharing content. The fewer clicks / less time it takes to share content, the more likely users (especially casual users) are to take the required action. Worth noting in supplement here that a vast number of users of Wikimedia projects are neither Wikipedians or dedicated readers. They are casual visitors who may just be looking for a quick piece of information or the answer to a specific question. Andrew sums up the situation in the UK very well. For some Wikimedian in Residence positions they are entirely funded by the chapter. Others involve funding from both the institution and the chapter. A third model involves a residency being funded by a third party. For example, there's a residency which is being announced later this week working with a leading health charity which is being funded by a third party. It's not announced publicly yet, so can't give details, but watch this space! She sits on the GLAM and Education Committees. - Joseph is a highly experienced Wikimedian who will be well known to many in both the UK and wider communities; he was previously a hands-on director of Wikimedia UK before it became a charity, and has been following our progress closely and attempting to provide quiet advice ever since. He sits on the Governance, Technology and GLAM Committees. Simon and Joseph's terms run until the 2014 AGM, while Padmini's runs until November 2015. This is excellent news, well done to everyone involved! It's actually got me thinking a little. I wonder if it would be possible to do a study of the, say, 50 largest Wikipedias and get a handle on which articles are shared across all of them. This could then be used to analyse where there are gaps that might usefully be filled - both in terms of quality and content. Could be based around which articles are considered the most important in each Wikipedia, akin to the list of vital articles on EN:WP. Is this something that could easily be done? Would it be useful? activitiesBoard activities Preparation began on the Q1 accounts, covering 1 February to 30 April, for approval by the Audit and Risk Committee in May. Communications The chapter was approached by both Sky News and ITN this month with a view to finding someone to speak about Wikimedia and Wikipedia in relation to the 25th anniversary of the World Wide Web. Unfortunately to the story of the missing Malaysia Airlines jet, the segment was bumped both times. The approaches show that we are making progress in terms of recognition and awareness. Another significant area of work this month was responding to the story about vandalism to the Hillsborough Wikipedia article. This made national news across the spectrum and Wikimedia UK was called upoon for comment. At one point we had one volunteer speaking on Radio 4 and another on Radio 5 at the same time. The BBC in particular offered a favourable quote from Wikimedia UK and the story leaned towards praising the practices of Wikipedia and its volunteers as actually working well. [Wikimedia-l] Connecting knowledge to power: the future of digital democracy

It will report to Parliament in early 2015 with recommendations on how Parliament can use technology to better represent and engage with the electorate, make laws and hold the powerful to account. As part of their work, the Commission have issued a series of calls for evidence. These are open invitations for members of the public, either as individuals or groups, to submit responses to a series of questions. They have attracted responses from unions, academics, non-governmental institutions and private individuals. The first theme was ‘making laws in a digital age’, and the second on ‘digital scrutiny’. The Commission plans to shortly publish the final three themes. There is a growing sense that the growth of the Internet has not paid the democratic dividends that it could. Turnout in formal political elections is steadily decreasing, and trust and support in the institutions and offices of mainstream political life are low and falling. Despite many innovative attempts from both within and outside of Government, the daily reality of democratic engagement for most people in the UK would be familiar to generations of British citizens who predate Facebook or email. The rise of the Internet has, broadly, done little to challenge concentrations of power or structures of unequal representation Demos http://www.demos.co.uk/ is one of Britain’s leading cross-party think tank and it has an overarching mission to bring politics closer to people. They contacted Wikimedia UK to propose an experiment: can an online community be used to source a response to this call? Can the ethos, community and technology like that of Wikipedia be used to engage Wikipedians to come together and collaborate to create a reply? In particular, Carl Miller, Research Director of the Demos Centre for the Analysis of Social Media, wrote this piece for Wired http://www.wired.co.uk/news/archive/2014-05/22/digital-democracy in which he describes Wikipedia as a masterclass in digital democracy. This conversation has led to what is an experimental attempt to do just that. In theory there are many lessons that any attempt to increase engagement with digital democracy can learn from Wikimedia projects, especially Wikipedia. These include the participatory nature of content development and the nature of content (and policy) being arrived at by consensus. Wikipedians are from a wide array of backgrounds and represent a broad spectrum of views. This could lend itself to effective drafting of the kind of evidence that the Speaker is looking for. Wikimedia UK and Demos would like to establish whether this is indeed the case. In particular, we are seeking answers to the following questions: - How can technology help Parliament and other agencies to scrutinise the work of government? - How can technology help citizens scrutinise the Government and the work of Parliament? - What kinds of data should Parliament and Government release to the public to make itself more open to outside scrutiny? Everyone is encouraged to try to answer these questions collaboratively, in much the same way Wikipedia articles are approached - using the space below for content and talk page for discussion. The conversation and crowdsourced evidence will be reviewed at the end of June with a view to either continuing the process or submitting as is. If there is appetite among the community, and if the first attempt is successful, there may be further attempts to develop submissions to the later three themes. At the end of the process Demos and Wikimedia UK will prepare a report on the process and the effectiveness of this kind of approach to crowdsourcing policy and evidence. This consultation is a public exercise which attempts to explore various themes relating to digital democracy. Wikimedia UK https://wikimedia.org.uk/wiki/Main_Page and Demos http://www.demos.co.uk/, working with Wikimedians, have been exploring whether the norms and values of the Wikimedia community can be applied to this kind of consultation, especially the consensus-based approach to writing and enacting Wikipedia policy. The experiment has been going well and led to a community-sourced submission to the first theme which was looking at how technology can facilitate better scrutiny of the work of Parliament.
