A little late into the discussion I just want to note that aside from the
factual reservations, which seem to make sense, the overall tone, context
and setting of the WMF Annual report is something I wholeheartedly agree
with, and I feel that it conveys a sense of urgency on a few fronts that
could benefit from more truthfulness.

The world looks quite different when you're contributing to Wiki projects
just kilometers away from the bloody civil war in Syria, in a country where
freedom of speech is continuously threatened. I for one am happy to be a
part of a Movement that will not stay silent in the face of "post-truths"
and the growing impediments to basic civic (and other) freedoms.

If this is considered a political statement, so be it.

[Wikimedia-l] Wikimedia Israel received a grant to work with Arabic speaking gifted students

Hi all,

We are pleased to announce that Wikimedia Israel received a grant from an
Israeli Charitable Foundation to replicate its successful program of
working with gifted students on the Hebrew Wikipedia, and expand it to
gifted Arabic speaking students in Israel to edit Arabic Wikipedia.

We're excited by the opportunity to support work in more languages spoken
in Israel, as well as expand our reach to new audiences.

In preparation for this grant, Wikimedia Israel team has performed some
exploratory work in an Arabic speaking school in Israel for the past year,
and translated the instructional materials to Arabic. This great work has
been carried on by Shay Katz and Dror Kamir (respectively), and we want to
take this opportunity to thank them. Last but not least, we want to thank
Michal who made it through some pretty stressful deadlines for writing and
submitting the request.

[Wikimedia-l] Announcing Rapid Grants

Awesome news, Alex!

The rapid grants site is very welcoming and the information is very clear.
I especially appreciated the "learn" page with the guidelines, and I do
think the forum is a good idea that should definitely be explored.

Going forward, it'll be a good idea to translate guidelines, etc. to our
local communities. I wonder if the Rapid Grants pages could be opened for
translation, perhaps after the initial Rapid Grants pilot phase.

Again, this is awesome!

Dariusz just remarked: "Currently we have an ongoing discussion on how to

You've been on a board, right? You're aware, then, that changing board
governance procedures and composition is something that takes time, and,
yes, is sometimes an opaque process to start with, as the Board has to
display a policy, or plan, to be commented on. Dariusz and other members
have been actively listening in WMCON Berlin and here, to concerns made by
community members. Do you seriously expect the BoT to just perform a "hard
reset" and redefine itself? This takes time, and patience on behalf
everyone that's involved.

Now, I'm not defending Dariusz or anyone else in the BoT in particular -
they don't need my defence.
I do wish, however, that your tone sounded just a little less like personal
attacks against BoT members - especially the ones that take the time and
attention to actively speak constantly openly about what's happening.

Contrary to popular opinion, BoT members are human and as such they are
error prone. So c'mon... it's clear to everyone that mistakes were made.
Fixing the procedures that ensure this does not happen again is productive;
pointing fingers isn't.

There aren't such signals, and FWIW I think there shouldn't be: while quite
a few people (myself included) expressed disappointment with the BoT as a
governing body, you are the only member to have frequently and openly
shared thoughts and information with the community. FWIW, I do hope you
stick around - there are turbulent times ahead.

I do suggest, however, that for us to emerge better from all this, an
honest, independent and *transparent* inspection of the BoT should take
place. Such an inspection needs to offer suggestions to improve Board
formation and size, communication, transparency, and, well, accountability
towards the Foundation *and* the community. Dariusz, I hope you stay
onboard (...) and push for something like that.

One side note, directed at Pine:
It's irresponsible (and *deeply* disrespectful) for anyone on this list to
be calling for resignations publicly - either those of Trustees, WMF
Executives or anyone else. Yes, many of us agree that change needs to
happen but let's not lose sight of how a good change process needs to
occur: with civility and humility, with transparency and honesty and while
preserving the good values[1] that already exist in our Movement and in the
Foundation.

[Wikimedia-l] An Open Letter to Wikimedia Foundation BoT

Dear members of the WMF Board of Trustees,

I’ve been following the recent events silently - from the voting out of
James Heilman, to the unfortunate timing of recruiting Arnnon Geshuri and
the lack of clear, timely communication around WMF strategy in in general
and specifically around the so-called “Knowledge Engine” grant, received by
the Knight Foundation.

Even more alarming to me, is the slew of exceptional community-facing
employees who left (or are leaving) the Foundation, accompanied by muffled
sounds of discontent from staying Foundation employees.

I’m breaking my silence because I’m very concerned. My concerns stem from
my past experiences with facilitating strategic changes and my experience
in grantmaking - both in and outside of the Movement.

I’m concerned because it’s evident that the Foundation is undergoing a
deep, strategic change. But this change is not accompanied by the required
transparency, honesty and accountability required by the Foundation in
order to truly transform in a way that's beneficial for the organization
and its community.

I’m concerned, because while the “Knowledge Engine” grant provides only a
specific example, it underlines a larger picture that is disturbing:
concealment (rather than openness) as a default, lack of consultation with
the community and weak, general communication around important matters only
after bad press. I also suspect that the vocal members of the community are
right, and that a $250K grant is not the issue, but it part of a bigger
move that will require significantly more resources for the Foundation to
implement.

Lastly, I’m concerned because all this stirs no clear communication from
the Board of Trustees. A Board of Trustees implies there should be trust
between the Board and its constituents. I suspect this isn’t the case
anymore.

If any APG-receiving affiliate conducted itself in such a non transparent,
dishonest manner and with lack of clear, timely communication with its
community and stakeholders, it would get seriously reprimanded by the
Foundation: its board audited, its budget cut, etc. Expecting the
Foundation to be held to a lower standard than any of its worldwide
affiliates is just hypocritical.

I urge the Board of Trustees - Don’t forget that the community of
volunteers and affiliates is a major stakeholder of the Wikimedia
Foundation - and many of us are concerned. I think the community deserves
to better understand where the Wikimedia Foundation is going, and get
honest answers about the changes in the organization, for us to be trusting
again. Please start communicating clearly about those topics.

I'm Echoing Sam's callout for the level of feedback;
The annual plan, in its current structure, is fairly high-level. I find
most of the goals to be agreeable, but am looking for more details about
the following:

1) How the increase in staffing is translated into aggressive goals
(especially in areas like community engagement, engineering, communications
- where staffing has increased significantly)

2) On the other end of the scale, what current areas of operation will be
discontinued / significantly reduced in scope - this is also a part of a
good workplan.

 I'd certainly take quite a broad view of which languages fulfill our
 mission. Certainly I wouldn't be comfortable with arguments as simple as
 All people who speak Y also read X, so there's no purpose putting
 resources into Y.

 Wikimedia UK does little work with Gaelic, but quite a bit with Welsh; I
 wonder if Robin Owain reads this list? He's a good person to speak to about
 this.
