I understand that the community conversation is planned to be conducted for
around the next 6 weeks, it’s the discussion of the summary of that, which is
planned for one week.

I agree with Delphine. And I think it's worth to mention that the immediate
termination is for "serious and urgent cases" only and that there is a more
partnering process for less serious cases.

[Wikimedia-l] Community survey to support the WMF ED search starts right now

2016-06-01 Thread Alice Wiegand
Hello all,

The ED search steering group has been soliciting input for a few weeks, and
while a few people were fairly vocal about what they were looking for in a
new ED, we decided that we needed more input from a broader range of people
and we want to hear more from our emerging communities. To that end, we
have written and published a survey [1] intended to help us both validate
and prioritize the good feedback we have already received.

Our survey is currently open in the top 10 wiki languages. A sample of
editors from various languages have been invited to participate and we are
also sending an invitations to anyone here and through our networks. Please
participate in the survey and help us to shape the new ED’s profile.

On behalf of the ED search steering group

Alice.

[Wikimedia-l] Fwd: Wikimedia Foundation ED search steering group created

2016-04-17 Thread Alice Wiegand
Hi all,

Finding the next Wikimedia Foundation Executive Director is a clear
priority for the Board. To address this challenge, the Board has created a
steering group tasked with crafting the actual job description, planning
and conducting the search, and finding ways to include community
perspectives. This steering group will be regularly consulting with the
Board throughout the search process.

Please see the ED transition team page on meta [1] to find more information
about the steering group, and get the latest updates. We have also included
three questions on the participation page to help us start forming a better
understanding of the community’s various opinions and expectations.

Re: [Wikimedia-l] [Wikimedia Announcements] Executive transition planning

2016-03-04 Thread Alice Wiegand
Hi all,
short update, as announced by Patricio:

Our organization needs stability, it needs a chance to rest for a moment
and to move on with the things that matter at the same time. That’s why the
Board is aiming for a quick decision about the interim ED.

If you want to make a difference you need to act differently.

We know that our C-level team is doing a great job in managing the
day-to-day-operations and they all have a deep understandning of our
culture, challenges and needs. Who, if not them, knows better what is best
for the organization in this moment. The Board is not best suited to make a
decision about the interim which can quickly be established and accepted in
this situation.

Therefor the board empowers the entire C-level-team to come up with a
solution for the interim question. We leave it up to them how that
decisions looks like. We trust them to think traditional or outside of the
box as it fits to our organization, the Wikimedia Foundation. The
C-level-team needs some time to deliberate and decide. They will present
their result to the board which has to vote on it. We plan to finalize
until the end of next week.

Alice.

[Wikimedia-l] Update from the Board

2016-01-26 Thread Alice Wiegand
Dear all,
the Board has read your messages and is discussing the concerns you have
raised about Arnnon Geshuri’s appointment. We need to consider all
information and we have conversations among ourselves. Arnnon and the board
are listening to your worries and talking with community members,
considering people's opinions and his own next steps.

In the recent round of appointments, the Board identified that we needed
support and expertise in two areas: financial oversight and planning, and
human resources. Kelly and Arnnon were identified through the process,
reviewed alongside other nominees, and selected as finalists based on their
expertise and backgrounds. We all agreed they were excellent candidates and
people, and supported their progress as finalists.

We understand this conversation will continue, and we will continue to
monitor it. However, we want to be clear that the Board approved Arnnon
unanimously and still believes he is a valuable member of the team.

Please see this as a brief update. We owe you a more detailed response, and
we plan to come back to you with more information soon.

Alice.

Re: [Wikimedia-l] [Wikimedia Announcements] Wikimedia Foundation Quarterly Report, October-December 2014

2015-02-19 Thread Alice Wiegand
Hi Tilman,

I like the focussed view and the compact information. On slide 4, the beta
scorecard, it would be helpful to know and see (especially for further
usage) which projects are base for the numbers.

Alice.

On Mon, Feb 16, 2015 at 12:58 AM, Tilman Bayer tba...@wikimedia.org wrote:

 Hi all,

As Erik announced in November [1], the Foundation has changed its
reporting from the monthly cycle that has been in place since 2008 to
a quarterly rhythm. A main reason being to better align it with the
quarterly planning and goalsetting process that has been extended to
the entire organization since Lila took the helm. The first of these
new quarterly reports has now been published here, in the format of a
slide deck suitable for a 90 minute presentation:

 https://commons.wikimedia.org/wiki/File:Wikimedia_Foundation_Quarterly_Report,_FY_2014-15_Q2_(October-December).pdf

As discussed before [2], the main objectives and design principles for
 this report were:

 * Accountability: Help our movement and our supporters understand how
we spend our effort, and what we accomplish.
 * Learning together: Highlight important internal external data,
 trends and lessons.
 * Presentable: Anyone, from volunteer to the executive director,
should be able to present the work of the WMF using this report.
 * Reasonable effort: Pull as much as possible from existing sources,
e.g., quarterly review slide decks minutes.

Please refer to the linked PDF for the full report (I will see to
provide a wiki version on Meta in the next few days, exploring the
best technical process for this kind of conversion). But to offer an
excerpt from the “Key insights and trends” part (slide 5):

 --
 * Readership: Globally, pageviews are flat. Mobile is growing, desktop
is shrinking. Given a growing global potential audience, this means we
need to invest in the readership experience, with focus on mobile.
We have learned that we can move at highest velocity on mobile apps
 due to their self-contained nature.
 * Beyond editing: Inviting readers to perform classification tasks on
their smartphone is showing promise; response quality is exceeding
 expectations.
 * Performance: The implementation of HHVM across Wikimedia sites is an
engineering success story and demonstrates that dedicated focus in the
area of site performance can pay off relatively quickly.
 * Fundraising: Mobile matters -- thanks to focused effort, we were
able to increase the mobile revenue share from 1.7% to 16.1% (2013 vs.
 2014 year-end campaign).
 --

Be aware that in the interest of readability, the report focuses on
the work done on a number of key priorities rather than attempting a
comprehensive list of every team’s goals - for a more detailed view,
consider referring to the documentation of that team’s quarterly
reviews [3]. This being the first report in this new format, we will
surely tweak format, content (including the choice of key metrics) and
process for the subsequent issues. Comments continue to be welcome at
 https://meta.wikimedia.org/wiki/Talk:Wikimedia_Foundation_reports .

Re: [Wikimedia-l] Wikimedia Conference 2015

2014-09-11 Thread Alice Wiegand
Is this really a discussion about the name of a conference or is it more a
discussion about inclusion and exclusion with the underlying question if
this conference, which once was set up as a meeting for the organizations
within the Wikimedia movement, should be open for non-organized Wikimedians
as well. Which would probably be a different conference.

Alice.

 it.
As I tried to point out, I don't see the name as the underlying problem
people really have, and changing it will not solve the problem of
 exclusion
  people see.

We can make a conference that has a participants list that involves
 people
that *should *or at least the people that really *want* to be there, we
 can
also rename the conference for the people that *are *currently there and
forget about those that want and should be there. I'd rather focus on the
  former.

Regardless, I do feel an emotional connection to the name and I expect
 many
people that have participated or organised it might feel this and I
appreciate that those who have not been there can see it as a minor thing
that can be changed without any cost. It might not be perfect, but it
 does
have history and I do contend that the people that first started using it
are Wikimedia, and they should not feel guilty about having come up with
the idea first. Indeed, at this time, resources have been invested into
 the
name and confusion is ebbing around the Wikimedia Conference name due
 to
the years of history behind it.

But in closing, I will once again point to my statements that names are
symbolic and they can be changed. If the participants change the name
 that
sends a totally different vibe than if the change is imposed on the
participants, even if the end result is the same new name.

  Best regards,
  Bence

If the as-yet undetermined organizers choose to name it Wikimedia
Conference, then I suppose no one will act to force them to stop. But we
are Wikimedia as much as the organizers and participants are, as much as
hundreds of thousands of volunteers are. In a Wikimedia Conference you
might expect it to be open to those Wikimedians. With a narrower theme of
governance, I doubt the prediction of it morphing into a second Wikimania
 would come true.

And while I accept your assertion that the name has history and meaning to
those who have participated there, I remain skeptical at the power the name
holds for you and others. It is, as you'll agree, a fairly generic name.
And less than a handful of events over as many years does not a venerable
tradition make. So I would hope that the organizers, whoever they turn out
to be, will make the simple gesture of adding a single word to the name of
the event. It is still Wikimedia; it's just aimed at affiliates, those who
organize and have attended the event up through now.

Indeed, the conference of affiliates that you've attended in the past is
valuable and worthy. I'd suggest you allow others interested to attend if
resources permit, but I wouldn't ask you to fundamentally alter the nature
of the event. Merely make it clear whom you represent, so that others don't
feel you claim to represent them when you do not -- as Ilario seemed to
with his principle of delegation comment.

 Greetings,

Based on continuing changes to Wikimedia's approach to movement affiliates
(chapters, thematic organizations, and user groups), input from the
community, and discussions with WMF board and staff - the Affiliations
Committee has begun work on expanding our support of affiliates once the
 recognition process itself concludes.

An early step that we are taking is to provide each Wikimedia movement
affiliate with at least one liaison from the Affiliations Committee to help
with communications, finding resources, answering questions, and supporting
successful contributions to the Wikimedia movement.

Each member of the Affiliations Committee is assigned as a liaison to
multiple affiliates. Each affiliate will be assigned a primary liaison, who
will be their main contact, and a secondary liaison, who is available if
the primary is not and able to help with more complex situations. While an
affiliate's liaisons may change over time, they will always have at least
one liaison assigned to them. We will soon be adding more members to the
committee, so there are a few liaison assignments not yet filled.

Liaisons will be making initial contact in the coming weeks - and will then
be in contact periodically, or affiliates may contact them at any time. We
welcome any feedback or ideas on how we can help support your chapters,
thematic org, or user group moving forward.

[Wikimedia-l] Proposed bylaws amendment

2014-01-07 Thread Alice Wiegand
Hi all,

In 2013 the WMF Board of Trustees started to publish proposed bylaw changes
on Meta for consultation with the community. As we want to continue with
this new tradition you find a proposed change at
https://meta.wikimedia.org/wiki/Wikimedia_Foundation_bylaws/January_2014_-_Amendment_for_Trustees_selected_by_Chapters_and_Thematic_Organizations

The Board Governance Committee (BGC) was commissioned by the Board to
prepare the resolution and the BGC present it to the Board at the same time
we publish it on Meta. Now a 10 day discussion phase starts after which the
Board starts voting.

I'm happy to invite you to review and discuss the resolution draft. Please
share your comments on the talk page.

Regards,
Alice.

That was the reason for Patricio and me to offer a Chapters Lunch Meeting

your suggestion like something similar, concentrating more on particular
issues and diving somehow deeper into the subject. And yes, I would be glad

   Hi all,

Every year at Wikimania the Wikimedia Foundation Board of Trustees
 hosts
  a
panel where they take questions from the audience on the work of the
 WMF
   and the Board.

In past years the board has also taken questions via IRC. This year
 we'd
also like to provide the opportunity to leave questions on a wiki page
   ahead of time:
   http://wikimania2013.wikimedia.org/wiki/WMF_Board_Q%26A

While there is only time to answer a few questions during the session
itself, hopefully this will be a good way of getting questions from
attendees as well as from those who can't make it. The board will also
  take
questions from the audience at Wikimania, as time permits.

Remember the Board doesn't deal directly with work on or problems on
 the
projects, and does not have a direct hand in how the WMF operates
day-to-day. Rather, the board thinks about the big picture, and gives
direction on strategy for the WMF. You can find out more about what the
board does (and does not do) here:

[Wikimedia-l] Ask your WMF Board member

2013-05-17 Thread Alice Wiegand
Hi,

On Sunday next week there will be an open Sunday with talks and
sessions, organized by Wikimedia Deutschland. [1]

As a Board member I take the chance to offer a session to Ask your
WMF Board member. I collect questions in advance of this meeting, add
them to the questions in the meeting and publish the answers
afterwards.

If you have questions for me, maybe especially addressed to me as one
of the Chapters selected Board members, please feel free to add them
[2].

Probably I'm not able to answer all the questions because they are for
example part of the ED's job or because they relate to an area of
interest where other Board members know better. Then it may take a
little bit longer to get the answer, but the question will be heard.

I'm interested in what interests you and it would be wonderful to have
a wider range of questions including those of Chapters and individuals
from all over the movement.

[Wikimedia-l] Your support is wanted: The WMF Board of Trustees is looking for a new Board member

2013-02-16 Thread Alice Wiegand
Hi everyone,

as you know, we have one vacant appointed seat on the Board of Trustees. We
have asked m/Oppenheim Associates to assist us in finding a new board
member and and we are reaching out to the community for suggestions and
nominations.

The Board functions as a governance body that is ultimately responsible for
the Wikimedia Foundation and its activities, supervises the disposition and
solicitation of donations, and evaluates the organization’s Executive
Director who leads all Foundation staff. As arguably the most influential
and respected organization in the free knowledge movement, the Wikimedia
Foundation and its Board have a great responsibility for setting policy
deliberately and with due consideration for the diverse interests of a
truly global community. To find out more about the responsibilities and
workings of the board you can have a look at the Board
manualhttp://meta.wikimedia.org/wiki/Wikipedia_board_manual
.

As with any search process we will be communicating with a lot of potential
candidates to see if we are a good match. The Board’s objective is to use
this search to strengthen its competence with regards to board governance,
grantmaking, strategy, and expertise with regions where Wikimedia is trying
to make rapid strides in the growth of our projects.

Board terms are for a two year period. Compared to other boards the time
commitment is very significant. The Board of Trustees meets four times a
year, twice in San Francisco and twice in changing locations around the
globe. Meetings take two days and travel can add another two days to each
meeting. In addition, the Board communicates frequently by email and
Internet Relay Chat (IRC) as it navigates policy issues. This can absorb
4-10 hours weekly. Board members also regularly engage with the Community
through wiki pages.

We think that the WMF would benefit from a Board member who has experience
with organizations that have grown and evolved rapidly, and who understands
how boards can evolve to provide appropriate governance support in these
changing circumstances. Experience with international, community-driven,
consensus organizations is also important as the Foundation would not exist
without the community.

We would like to call upon you to help us out with finding the right
individual. A complete position description can be found
herehttp://moppenheim.com/searches/links/Wikimedia%20Foundation%20-%20Board%20Member%20position%20description%20-%20final.pdfand
additional information can be found at
www.moppenheim.com and www.wikimediafoundation.org. Your suggestions and
nominations are very welcome. Please feel free to reach out to your
networks and distribute this note as you deem appropriate.

Interested individuals should contact Lisa Grossman li...@moppenheim.com

[Wikimedia-l] Board Governance Committee' agenda

2012-11-09 Thread Alice Wiegand
Hi all,

I've put the Board Govenance Committe's agenda for the next months on
http://meta.wikimedia.org/wiki/WMF_Board_Governance_Committee and would be
glad to see you joining discussions there and on the subpages which will be
created with the tasks we start.

There is one thing with some special urgency: we need to find a new board
member to fill one of the appointed seats. That's not easy and we will
reach out to the Advisory Committee, the community and externals to collect
nominations. But what needs to be first is to create a set of requirements,
skills and characteristics the Board needs. With the appointed Trustees the
Board has the opportunity to identify which of these are necessary in the
current composition to amend the Board's skills at a certain stage. Can we
find ways to get more overlapping in what is needed and what is wanted? I
Think in general it's important to find out more about expectations and
ideas of an ideal Trustee. Help us get a broader picture, share your
thoughts on

we are not really good in keeping our own history. It is so hard to find
former compositions, initiatives or fundamental discussions. Could be a
project of its own maybe.

The ongoing discussion started by Lodewijk reminds me of an older idea, a
starting point like a portal. And here it is:
http://meta.wikimedia.org/wiki/WMF_Board_portal

It's quite ugly and only a rough draft yet. It needs helping hands to
become nicer and as informative as you want it to be. And I ask you to
help. Please let me know which information you want to find there. What is
missing, what needs more explanation. Help is appreciated, please feel free
to add items, edit, rearrange and reformat to make it smarter and nicer.

Resolutions, policies and charters as part of the organization's core
decisions are published on the foundation's wiki, and that's fine as far as
they are findable. A lot of other things can and will be done on meta. Both
parts can be collected on the portal and I hope it can help to provide
easier access to what is going on.

Regards, Alice.

Re: [Wikimedia-l] Board resolutions on bylaw amendments and appointment of Foundation staff officers

2012-11-02 Thread Alice Wiegand
Hi Phoebe,
thank you for your thoughts. I must admit that I don't remember these
discussions and yes, I understand the frustration even more with this
background. Like Bishakha and Sam I will support to publish as much
information as possible before our meetings. I agree that this issue
would have been a good start to do this, and we missed to realize
this. Most of the changes are somewhat cosmetical (continuous
designations, adjustments on former decisions). The change for
secretary and treasurer are critical to get the best of the Trustees
where it is needed and not to waste lots of energy and concentration
on things that are originally grounded and better placed in the hands
of staff. (Personally, I'm just happy to have Bishakha involved as
much in our discussions as any other Trustee without the
responsibility to take notes at the same time.)

Since I've joined the board I've wondered how things are done. And
after having asked lots of questions, peeved my colleagues and found
several places with descriptions for the public but without concrete
directions for the board, I've decided to build a set of rules of
procedures for the board. Since this has to do with processes and
standards to ensure and hopefully improve the board's work the
creation of it will be led by the Board Governance Committee. The
committee has agreed to start with it in 2013.

There will be a Meta page with the BGC's agenda in the next days and
I'm glad to get more input from the community.

Regards, Alice.

I don't see how this validates the fact that you did not consult the
community on these changes. If the changes are fairly trivial and
legalistic, then the community will likely have little objection. But as
you noted, there was at least one significant change (I haven't been able
to check myself) and I'm having a hard time understanding why you (the
board) would /not/ want the input of the community on such decisions.

 Hi Lodewijk (and all),

Here's my thoughts on this... and a little history.

As I recall, the last time the Board revised the bylaws in 2010 the
board also didn't notify the community, except via resolution after
the fact, and I remember that you and I had a long conversation about
it where you basically made this same argument, and I agreed with you.

I brought your points up to the board at the time, and I believe
(though my memory is flawed) I proposed something like a two-week
notification period to notify the community for bylaws changes. I
think at the time there was general agreement that the principle
seemed good, though there were questions about how to integrate
feedback and some discussion that the bylaws themselves don't require
such notification. There may be other points that I'm forgetting.
Nothing really happened though (nothing formal was drafted) and the
issue didn't arise again during my term since we didn't need to make
 further bylaws revisions.

So I totally understand your frustration, Lodewijk, because it must
seem like you've been having this exact same conversation with the
board for years. And this particular bylaws change is even more
complicated -- it is difficult to know how best to refer legal changes
to the community for review, when they need to be made for compliance
 reasons.

Regardless, in the spirit of being constructive, I propose (as a
community member) two changes to the Board and community at large:
 * a formal Board resolution that states the procedure for bylaws
changes (mirroring the other procedural resolutions, such as voting
 transparency and deliberation rules).
 * a better (more public) standing rules/procedures type of document
that lays out the procedure for how the board works -- i.e. what the
best practice is for notification of meetings, etc. etc. Currently
some of this information is in the board manual, some is in the
bylaws, some is in resolutions and some is in informal private
documents like the notes the secretary uses. It would be nice to bring
that all together into one place on meta, and such a document would
help future boards -- compared to many nonprofits, we have a lot of
turnover on our board, and it takes a while for each member as well as
each secretary to come up to speed. I'm imagining a document that is
more like an English Wikipedia guideline, rather than policy -- best
practices that the board follows unless there are good reasons not to.

I guess now that I've made these suggestions I've also volunteered
myself to work on them, huh :P

 cheers,
 Phoebe

[Wikimedia-l] Wikimedia Travel Guide: Board statement

2012-09-06 Thread Alice Wiegand
Hi all,

on behalf of the Board of Trustees I'm glad to announce the following
statement about the travel guide RfC
http://meta.wikimedia.org/wiki/Requests_for_comment/Travel_Guide :

Through the RfC, it is clear our community has reached consensus in
favor of the creation of a travel guide. The Board supports the
community decision to create a dedicated project for the collection of
free multilingual travel resources. We believe there is an enormous
amount of space for multiple wiki-based projects with travel content
and welcome the contributions of community members from around the
world.
We look forward to having a project that can provide additional
content for other travel sites to reuse and benefit from, which we
believe this site will do.

As a project supported by the Wikimedia Foundation, it will be subject
to the movement vision, mission, and values, as well as the Foundation
Terms of Use and Privacy Policy. However, like all other Wikimedia
projects, the community of contributors is responsible for the
management and creation of the content, policies, rules, and
governance of the new project. The community will be responsible for
organizing the travel guide project, and once they have put all of the
necessary pieces together and provided them to the Foundation staff,
the Wikimedia Foundation will make the necessary technical adjustments
to support the site. We look forward to a new project and appreciate
the community taking the initiative to make this possible.

As we have reported in a blogpost [1], Internet Brands has filed a
lawsuit against community members, and, in response, Wikimedia
Foundation has filed a complaint against Internet Brands [2]. This
lawsuit by Internet Brands is not going to intimidate the Foundation
or stop the process.

And here's a very short note about the next steps:
The board is reviewing the RfC and its talk page over the next week.
We are going to share our thoughts with you soon on the RfC's talk
page. Please feel free to leave comments there, that's still possible
and will be read ;-)

[Wikimedia-l] Information from the Board about the creation of a travel guide project

2012-07-13 Thread Alice Wiegand
Hi all,

the Board of Trustees held a discussion at its Board meeting this week
regarding the creation of a travel guide project. Based upon those
discussions and the current state of the RFC, we would like the
community to continue its discussions for at least 6 more weeks to
ensure all interested parties have an opportunity to express their
views.

During the meeting we discussed many things all of which are important
for the community to understand:

a) We are excited to see this proposal from the community, and hope
the wider community of editors can reach consensus on it. We are
waiting for the conclusion of the RfC to take a decision on the issue.

b) We are committed to making knowledge freely reusable, and feel
there is room for multiple travel sites to coexist.

c) We feel it is important to be transparent with the community, that
should consensus be reached and a travel project created, the
foundation could support the initial creation of a travel guide
project, but could not provide a great deal of additional engineering
or staff support. Further technical efforts would have to come from
the community.

Please leave your Comments at
http://meta.wikimedia.org/wiki/Requests_for_comment/Travel_Guide

Regards,
Alice

You'd have access to less and in some case, more information, but not a lot

patient for now, you will not be entitled to any more or less information
than rest of the board, as much as all of us here are entitled to what the
board has or will discuss. And I do recall when the calls were made last to
ask what the board was discussing. Somehow the rest of the board seems to
have subsisted on the available information.

Oh, I didn't realize that we were talking about the Board. Thanks for
showing me where my place is.

and if it would be only this - bringing process and discussion into

state of the process remained unanswered and I as one of those who are
really interested but limited to the information published on meta,

Rather here or on Meta than on closed mailing lists.
