You can reach the right team members through that email alias.

We have not yet set timelines for future Project grants rounds. We are
currently drafting our next annual plan as part of the Foundation's annual
planning process. This is happening a little later than last year, because
it's being developed after the Foundation's Medium Term Plan (currently
under community review). [1] Once our next plan is complete, we will set
timelines and share them, as noted on the Project Grants Meta page. [2]

Dear Wikimedia colleagues and friends,

The effective use of Wikimedia movement resources, including the grants
made by the Wikimedia Foundation, is critical to our collective effort
toward becoming the essential infrastructure for free knowledge.[1]  As we
look ahead, the Wikimedia movement will be developing a new approach to
resource allocation, in order to support this new strategic direction.
Developing a new approach requires careful consideration and collaboration,
and commitment to our values of sharing power in decisions, transparency,
and accountability.

To that end, the Community Resources team has made some temporary changes
to our grantmaking programs to free up staff and community time to do
engage in Phase 2 of the movement strategy work on issues of resource
allocation, while still meeting essential support commitments.

In order to ensure we have the capacity in our upcoming fiscal year (July
2018 - June 2019) to work effectively on the big questions around movement
resource allocation, we have made temporary changes to our grant programs.
While many of you are aware of these changes, I’m writing to ensure
everyone has the best information and to address some concerns we have
heard.

What’s changing?

These changes are designed to make the processes lighter and free up
resources for everyone involved in the grant processes. This means that the
Community Resources team, staff and volunteers in grantee organizations and
committee members will benefit from lightened processes.  We hope these
changes will support all involved to direct their energies in the coming
year toward participation in the movement’s strategic planning. The main
changes for 2018-2019 fiscal year are as follows:

Annual plan grants:
*Application processes will be simplified for all APG grantee-applicants.
Reporting requirements will stay the same.
*The APG programs will review proposals from new applicants in November of
2019 (for funding starting January 2020). Program officers will continue to
work with organizations looking at entering the APG program to make sure
they're ready to apply in 2019.
*Current grantees will be able to apply for the same amount of funding that
they are receiving this year.
*Increases may be considered for emerging communities in Asia, Africa, and
Latin America.

Rapid grants:
*Proposals will be accepted from the 1st - 15th of each month.
*Eligible proposals have a minimum of $500 USD and a maximum of $2,000 USD.
We seek to reduce administrative overhead for a more effective use of our
shared resources.

Project grants:
*Project grants proposals will be accepted during one grant cycle, likely
November 2018. Since there will only be one grant cycle, applicants will
need to prepare in advance.
*Proposals between $2,000 USD and $100,000 USD will be accepted.
*Please reach out to the Program Officer well in advance to discuss your
ideas and questions.

Conference grants:
*There will be two rounds of funding (likely to September 2018 and February
2019).
*We anticipate continued grant funding for the annual regional conferences
(Iberoconf, Indaba, CEE, Arabia) as well as thematic conferences already
under development (education, ICT and gender in Africa, Wikidata).
*Proposals from emerging communities for national/local conferences up to
$10,000 USD will be accepted.

create a more robust engagement plan. The reason for this is to increase
the likelihood that their participation will have an impact on other
attendees. In TPS, we sometimes funded people who were presenting a talk at
an event like an academic conference. We will no longer fund Wikimedians to
attend non-Wikimedia events to present a talk. Now we ask that applicants
include additional elements in their plan besides presenting a talk, such
as hosting edit-a-thons, offering trainings or meet-ups, and/or arranging
for follow-up activities online after the event.

Occasionally, the TPS program received requests to support international
travel with budgets that were slightly over $2,000 USD. These requests came
in infrequently, but that type of grant request would be impacted by this
change. This change is aligned with our intention to focus on more regional
travel requests, which tend to be more cost-effective than international
travel requests (though this is of course very context specific!).

[Wikimedia-l] Travel & Participation Support program closing

Hi there, Wikimedians,

I am writing to let you know that the WMF Community Resources team is
closing one of our smaller funding programs, Travel and Participation
Support (TPS) [1]. *TPS will no longer accept applications as of May 1,
2018.*

Some background: TPS was created in 2011 as a movement outreach program. It
reimburses travel expenses for Wikimedian volunteers who present about
Wikimedia at non-Wikimedia events. Its closure comes as a consequence of
the grants restructure following our 2015 Reimagining Grants consultation.
[2] As we have redesigned our grant programs to better meet the needs of
our stakeholders, we are no longer resourced to support TPS as a separate
program.

*We will continue to* *support travel requests as part of our other grant
programs*, as follows:

*Rapid Grants* will now fund travel requests for non-Wikimedia events from
individuals for up to $2,000 USD, prioritizing applications that include
all of the following:
* Wikimedian presenters who have a special area of expertise in relation to
their target audience (for example, a psychology professor who is sharing
about Wikimedia projects at an academic conference for other psychology
professionals)
* outreach activity with a training component and a plan for online
follow-up providing ongoing mentorship and support (editing training,
editathon, etc.)
* regional travel requests under $2,000 USD

*Rapid Grants* will continue to fund travel expenses for local Wikimedia

anciens de Wikimédia France, et d'anciens membres du conseil

courriel du conseil d’administration, les signataires caractérisent ces
bénévoles, ou la manière dont ils ont critiqué la direction de
l’association, comme étant inacceptables et toxiques. Nous estimons que de
nombreux aspects de ce courrier électronique sont troublants et contraires
aux valeurs du mouvement Wikimedia.

Le courriel du conseil d’administration a porté les problèmes de Wikimédia
France à l'attention de nombreux participants de la communauté francophone
de Wikimedia, ainsi que celle du mouvement Wikimedia autour du monde. Bien
que ceci soit peut-être le premier message public vu par certains membres
de la communauté, il fait suite à plusieurs mois de discussions, au sein de
divers comités, portant sur la gouvernance actuelle et les opérations de
Wikimédia France.

Comme beaucoup d'entre vous le savent, en mai 2017, le Comité de diffusion
des fonds (FDC,  un comité indépendant composé de membres de la communauté
Wikimedia chargés d'aider à « prendre des décisions sur la façon d'affecter
efficacement les fonds de mouvement ») a évalué la demande de subvention
annuelle de Wikimédia France pour l’année fiscale 2017-2018. Le FDC a
recommandé

conseil d'administration de la Wikimedia Foundation que Wikimédia France
reçoive 50% du montant de la subvention demandée. La recommandation du FDC
a noté, entre autres choses, qu’« il y a des préoccupations sérieuses
concernant la gouvernance actuelle et la structure organisationnelle de
WMFR et leur capacité à soutenir et obtenir le plus efficacement possible
les résultats recherchés ».

Wikimédia France a fait appel de la recommandation du FDC. Le conseil
d'administration de la Wikimedia Foundation a considéré et refusé

La situation actuelle avec Wikimédia France met à rude épreuve la
communauté francophone, les employés anciens et actuels de Wikimédia

situation. Nous y sommes sensibles et reconnaissons par conséquent que la
situation doit être résolue rapidement, dans l'intérêt des projets
Wikimedia et de leur vision.

Trois employés de la Wikimedia Foundation seront bientôt en France pour
effectuer une visite sur site dans le cadre de la subvention de la
Fondation, afin de faire suite aux recommandations du FDC, notamment pour
travailler avec Wikimédia France à lancer une évaluation indépendante de
leur gouvernance et à discuter avec l’association et avec les membres de la

[Wikimedia-l] Welcome Delphine Ménard as WMF's Annual Plan Grants Program Officer

Today WMF's Community Resources team is joined by Delphine Ménard as our
newly appointed Annual Plan Grants

role, Delphine will support both funding streams included in the Annual
Plan Grants program, including Simple Annual Plan Grants and the Funds
Dissemination Committee's
<https://meta.wikimedia.org/wiki/Grants:APG/Funds_Dissemination_Committee>
(FDC) full process APG, with her focus on the FDC.  We are excited to have
her join our team.

Some of you may know Delphine as [[user:notafish]]. She's a longtime
Wikimedian who has played many roles in our movement. She was WMF's
Chapter's Coordinator many years ago, then a member of the Board of
Wikimedia Deutschland, and most recently, a member of the Funds
Dissemination Committee herself. Her wide array of experiences and roles
will serve her well as the new APG Program Officer.

In the weeks ahead, Delphine will be reaching out to the FDC-funded
organizations and will also be leading the Board's recruitment to fill four
open seats on the FDC. I know she is looking forward to working with all of
you. :)

In May, the Funds Dissemination Committee will meet to make recommendations
to WMF's Board of Trustees on how to allocate movement funds to these
affiliates in order to achieve the most impact. Your input and
participation will be valuable as they make these recommendations to the
Board of Trustees.

program, the FDC, or upcoming milestones. You can reach the FDC support
staff at fdcsupp...@wikimedia.org.

*More about community review*: The APG proposal submission date is followed
by a 30-day open comment period, when anyone is invited to provide input on
and ask questions about a specific proposal on its discussion page.
Applicants are also expected to respond to input and questions during this
period, although they are not able to change the proposal form itself after
the submission date.

The FDC will review the discussion pages during their deliberations in May
as one of many inputs to the decision-making process. While anyone may
comment on proposals after the open comment period closes on 30 April, the
FDC may not be able to take comments made after this period into
consideration when reaching its decisions.

*How to review*: Please visit the community review page to view the
proposals being considered and follow the instructions. While the proposals
are only available in English, your comments can be in any language.

*Why your feedback matters*: We hope this open comment period will add to
an in-depth and robust review of each proposal, and help keep our
grantmaking transparent and collaborative. The FDC highly values feedback

Let me add my voice to the thanks and congratulations! I am deeply
appreciative of this choice, both by the Board and by WMF's C-team.
Katherine is an excellent choice. Many of us in the movement who have
worked with her for the past few years have been impressed by her massive
talents and her commitment to our values.

I am hopeful to see what's next for us. I hope to help rebuild trust on
many levels.

I've worked with Jan-Bart for three years,  and I too want to thank him for
his many years of service to the movement and the board, as well as to the
annual plan grant program and to the Funds Dissemination Committee!

As one of the Board FDC representatives to the FDC for several years,
Jan-Bart, you provided leadership and support to us as we developed,
refined and evaluated the program. As others have said, it's clear how much
this movement means to you, and you've been a significant presence and
supporter to many.

[Wikimedia-l] [Wikimedia Announcements] Join the community review of 11 annual plan grants proposals to the FDC

Hello, Wikimedians!

I want to share with you that the community review period for the Annual
Plan Grants (APG) program is underway for eleven proposals. These
organizations are requesting unrestricted funding to support their annual
plans, including both programmatic and operational costs. These requests in
Round 1 total roughly US$4.2 million, out of US$6 million available in both
rounds this year. In mid-November, Funds Dissemination Committee (FDC), [1]
a volunteer committee made up of members of the Wikimedia community, will
convene. They will meet in San Francisco to discuss these proposals in
detail and make a recommendation to the WMF Board of Trustees on use of
these funds.

About community review: Annual plan grant proposals are submitted to the
FDC on 1 October. That is followed by a 30-day open comment period. During

this period, although they are not able to change the proposal form itself
after the submission date.

The FDC follows the discussion pages of the proposals in preparation for
their deliberations in November. These questions, comments and responses
are an input to their collaborative decision-making process. While anyone
can comment on proposals after the open comment period closes on 30
October, the FDC may not be able to take comments made after this period
into consideration when making its decisions about funding.

How to join in the review: Please visit the community review page [2] to
view the proposals being considered and follow the instructions on that
page. The proposals are only available in English, but your comments on the
discussion pages do not need to be in English.

Why your feedback matters: We hope that this open comment period will add
to an in-depth and robust review of each proposal. The community review
process also helps make our grantmaking transparent and collaborative. The
FDC and the WMF staff value feedback and insights from the Wikimedia
community in making its funding recommendations.

[Wikimedia-l] Annual plan grants staff proposal assessments

Hello, Wikimedians,

As part of the proposal review for the annual plan grants program, the staff
 proposal assessments have now  been posted on Meta for all proposals in
2014-2015 Round 2. The proposal assessments are each linked to from the
Proposals page for this round. [1]

As background, the Funds Dissemination Committee (FDC) makes recommendations
to the Board of Trustees about how to allocate Wikimedia movement funds in the
form of annual plan grants to support organizations overall annual plan to
achieve mission objectives. Visit the Annual Plan Grants (APG) portal on
Meta for more information about the committee and the process. [2]

These staff proposal assessments are an input into the FDC's decision-making
process. With this round's assessments, the FDC staff have included a more
detailed explanation of our methodology. The form was refined after the
first two years of the FDC process, consists of three parts: (1) Overview,
including a financial summary and a summary of strengths and concerns; (2)
Staff proposal assessment narrative, including a nuanced analysis of the
programs, context, and the feasibility of each plan; and (3) Staff proposal
assessment rubric, assessing each proposal across three dimensions by
identifying areas of strength and concern. More about the rubric is here.

The assessments reflect the work of FDC staff who read the proposals, review
past and current reports, receive internal input from WMF finance,
education, learning and evaluation, legal, and community resources teams,
and consider a portfolio view across all proposals in this round. These
assessments do not reflect the analysis or views of the FDC or any of its
individual members.

What's next:  The FDC will meet from 12 May to 14 May in Berlin to deliberate
on these proposals, and will consider these staff proposal assessments along
with other inputs into the FDC process. For more information about the
purpose of these assessments and how they fit into the FDC process overall,
see the FDC's Framework. [4] They will make their recommendations to the
Board of Trustees of the WMF on 1 June 2015, and the Board will make its
decision about these recommendations by 1 July 2015. For more about the
upcoming milestones, please visit the APG calendar. [5]

of each assessment, or discussion about the process overall on

funding this round, for their proposals and annual plans.

 People come, people go: Charles Andrès, our current Chief Scientific
 Officer (in charge of projects and collaborations), has decided to move
 back to France for family reasons. His last day in the Lausanne office will
 be 30 June.

 Charles has been around the French Wikipedia since 2007, joined our Board
 in 2010, became our President and finally made the move to CSO. He has
 given a lot of time and effort to the movement, and those who know him will
 miss his relentless enthusiasm for new ideas and projects (you can still
 check him out @chandreswp). The Board will consider the replacement
 process, and after 30 June our Board members Stephane Coillet-Matillon and
 Frédéric Schütz will handle the interim.

Hello Wikimedians,

Round 2 of the Annual Plan Grants program [1] is underway, and the
Community Review process is open for your comments and questions. In this
round, six proposals were submitted to the Funds Dissemination Committee,
by the Centre for Internet and Society, Wikimedia Armenia, Wikimédia
France, Wikimedia Italia, Wikimedia Norge, and Wikimedia ZA -- with total
requests of USD $1,531,687. [2] These six proposals, developed based on the
organizations' annual plans, include programmatic and operational costs,
and are requests for general funding.

This year (2014-2015), the FDC has USD $6 million to allocate to movement
organizations to help advance our strategic goals. In Round 1, $3,817,956
was allocated to movement organizations, [3] leaving $2,182,044 for Round
2.  In mid-May, the Funds Dissemination Committee will meet face-to-face,
prior to the Wikimedia conference, to deliberate on and then make
recommendations to the WMF Board of Trustees about how to grant funds to
these organizations, in order to achieve mission-related impact.

We invite you and all other community members to review any or all of the
proposals, and to share your thoughts and ask questions on the discussion
pages of the proposals. General questions or comments can also be made in
the General comments section. [4] The community review period lasts until
April 30, 2015. Applicants are also expected to respond to comments and
questions during this period, although they are not able to change the
proposal form itself after the submission date. The FDC will review the
discussion pages and will use the questions and comments as one of their
many inputs into the decision-making process. To join other community
consultations, visit the noticeboard. [5]

You can join in by reviewing the proposals [2] and adding your comments on
the discussion pages. Proposals are available in English, but comments and
questions can be made in any language. As a member of the Wikimedia
community, your review helps make the grantmaking process more transparent,
collaborative and robust. Feedback and questions from the community are an
important input into the proposal review process, and the FDC considers
them seriously.

The major milestones for the rest of this round is as follows: [6]

* Community review: 1 April 2015 - 30 April 2015
* Staff assessments published: 8 May 2015
* FDC deliberations: 12-14 May 2015
* FDC recommendation published: by 1 June 2015
* Appeals or complaints submitted: by 8 June 2015
* Board of Trustees decision: by 1 July 2015
* Start of new grant terms: 1 July 2015

 He started contributing to Wikimedia, particularly to Malayalam Wikipedia,
 in the year 2008.

 His initial contributions to Malayalam Wikipedia were based upon a
 pulp-converted digital Encyclopedia, released by the Government through
 GFDL licence then.  He continued to create even more full-featured articles
 on his own, later. By 2014 October 18 - the day he edited last in
 Wikipedia- he had 1935 full-blown articles initiated and expanded by
 himself in ml.wikipedia.org. Besides, he also contributed more than 350
 images to Wikimedia commons and a handsome  amount of contributions to
 Wikisource, Wikidata and Wiktionary.

 He always attributed his renewed energy and life's aspirations to the
 Wikimedia mission, for having returned to a meaningful life after a 20-year
 long and frustrating solitude while constrained to an immobile chair. Ever
 since 2008, he stood up and started walking and moving around. His was an
 extreme example for us in Malayalam WP to showcase how Wikipedia can change
 lives.

 In almost all our Wikipedia Outreach sessions, we utilized this great
 example to motivate and excite the newcomers to WP.

 Tory Read mentioned about BabuG thus, in a document
 http://cis-india.org/internet-governance/india-chronicles.pdf, a  review
 on the state of Indian Wikimedia Communities, in 2011:

 G. Balachandran, a septuagenarian who lives outside of Ernakulum in Kerala
  state, said that working on Malayalam Wikipedia helped him recover after
 a
  stroke left him paralyzed. “He’s much sharper now,” said his wife
 Jagadamma
  K. “He’s made a lot of new friends, and that’s been good for his health.”


 For us in Malayalam Wikipedia, today is a black day, for having lost a
 great beacon on our voyage to ultimate openness and freedom in knowledge
 and wisdom.


 Yet, we feel, BabuG has made his life stamped immortal for ever and has
 shown us the pathway we should follow in continuing our humble
 contributions to the ultimate cause of mankind.

 allow a smooth hand-over period up to the end of the year.

 We wish Jon all the best in his new chosen role, and we look forward to 
 continuing to collaborate with him as a friend and volunteer.

[Wikimedia-l] [Wikimedia Announcements] Community review for Annual Plan Grants (FDC) begins

from Wikimedia movement organizations to the Annual Plan Grants program
from now til 31 October!

Greetings, Wikimedia community:

We are happy to share with you that eleven applicants have submitted
proposals in 2014-2015 Round 1 of the Annual Plan Grants (APG) process.
These Wikimedia organizations are requesting general funding to support
their annual plans, which include both programmatic and operational costs.
These eleven requests in Round 1 total about US$5.2 million of US$6 million
available in both rounds this year. In November, the Funds Dissemination
Committee (FDC) will meet to review and deliberate on these proposals. They
will make a recommendation to the WMF Board of Trustees about how to
strategically grant funds to these applicants in order to achieve the most
impact.

From now until October 31, we invite everyone to review the proposals, and
to provide thoughts and ask questions on the discussion pages of the
proposals:

About community review: The APG proposal submission date on October 1 is
followed by a 30-day open comment period, when anyone is invited to provide
input on and ask questions about specific proposals on the discussion pages
of the proposal forms. Applicants are also expected to respond to input and
questions during this period, although they are not able to change the
proposal form itself after the submission date.

The FDC will review the discussion pages during their deliberations in
November as one of many inputs to the decision-making process. While anyone
can comment on proposals after the open comment period closes on October
31, the FDC may not be able to take comments made after this period into
consideration when making its decisions.

How to join in the review: Please visit the community review page to view
the proposals being considered and follow the instructions on that page.
The proposals are only available in English, but your comments on the
discussion pages can be in your own language.

Why your feedback matters: We hope that this open comment period will add
to an in-depth and robust review of each proposal. The community review
process also helps make our grantmaking transparent and collaborative. The
FDC highly values feedback and insights from the Wikimedia community in
making its funding recommendations.

Here are a few milestones to keep in mind with the FDC process:

* Proposal forms submitted: 1 October 2014
* Open comment period / Community review: 2 October 2014, until 31 October
2014
* Staff proposal assessments published: 8 November 2014
* FDC deliberations: 15-18 November 2014
* FDC recommendation published: by 1 December 2014
* Board decision: by 1 January 2015
* Start of new grant terms: 1 January 2015

 Executive Summary
 Wikimedia is a global movement: the Wikimedia Foundation, the
 Wikimedia Chapters and the international communities work and fight
 for Free Knowledge. In spring 2013, Wikimedia Deutschland initiated a
 structured assessment of the movement organisations’ needs, goals and
 stories: the Chapters Dialogue. Nicole Ebber led the project and hired
 Kira Krämer, who adapted the Design Thinking methodology to the
 process.

 In the course of the project (August 2013-February 2014), 94 movement
 representatives (volunteers and staff) from Chapters, the Wikimedia
 Foundation as well as the Funds Dissemination Committee and the
 Affiliations Committee were interviewed.

 The interviewees spoke about their understanding of roles and
 relationships within the movement, of responsibilities that come with
 being a Chapter or being the WMF. They described their goals and
 stories, what support they need and who they think is in a position to
 offer this support.

 The synthesis of all the interviews resulted in an overall picture of
 the movement and a distillate of the most pressing issues. The
 findings and insights cover these main areas, which have had a great
 influence on the movement as it is today.

 Lack of empathy and the persistence of old narratives: All the
 conflicts described in this report are based on causes that are deep
 rooted and manifested in people’s perceptions about each other that
 still persist today. Each party in the movement has its own needs and
 tries to solve issues in its own interests, while lacking empathy for
 other views, opinions, contexts and behaviour.

 Measuring success when exploring new territory: The movement lacks a
 definition of what impact actually means to it, as all Wikimedia
 activities can be described as exploring entirely new territory.
 Chapters struggle with proving that they and their activities are
 worth invested in while WMF has difficulty providing a clear movement
 strategy.

 Organisational structures: Organisational structures have grown
 organically without any official recommendation for or analysis of the
 best organisational form to achieve impact. The lack of a shared
 understanding about the Chapters’ role and contribution to the
 movement causes severe insecurities and is fuelling conflicts and
 misperceptions.

 Money-driven decisions: Creating a consensus about money, its
 collection and responsible dissemination (donors’ trust!) is scarcely

 but the AG’s overall recommendation is a testimony to the deep commitment
 and energy of the current FDC and the community members who have
 participated in this unique peer-review grantmaking process. Thank you.

 Without anticipating the ED and Board’s decision, we would like to move
 forward with the process of renewing the current FDC with four
 Board-appointed members of the FDC so that a full FDC is in place by August
 2014. As per the Framework,[2] four of the current committee members will
 be ending their two year terms in July, and four new members will be
 appointed by the WMF Board to fill these vacancies.

 I write to ask those of you interested in joining the FDC to signal your
 interest on Meta by self-nominating by end of day UTC June 15.[3]  The
 schedule for the nominations process is as follows:

 * May 30 - June 15: Self nominations to join the FDC. Candidates indicate
 their interest through a short paragraph about themselves, and respond to
 an initial set of questions from the FDC staff

 * June 1 - June 30:  Public question and answer [4] from community members
 to candidates

 * June 24 - July 3: FDC staff in consultation with the FDC Board
 representatives (Bishakha Datta and Patricio Lorente) interview a sub-set
 of nominated candidates

 * July 3: Shortlist of candidates announced

 * July 4 - 10: Decision on final four FDC candidates by the Board reps in
 consultation with the full Board

 * July 11: Public announcement to community of the four new members

 * August: Based on the ED and Board’s decision on the FDC’s existence,
 orientation of the new FDC at Wikimania

 To be eligible to join the FDC, members need to meet the requirements
 below, as outlined by the Framework.[5] They must:

 * have sufficient time and dedication to commit to this time-heavy process,
 including attending two 4-6 day face-to-face meetings (likely in mid-May
 and mid-November) and be able to meet the expectations outlined in more
 detail on the nominations page

 * have a track record of constructive engagement in community discussions
 and an orientation toward collaborative problem solving

 * be able to set aside any conflicts of interest and work towards the
 mission goals of the Wikimedia movement without considering individual or
 organizational interests

 * be over 21 years in age and over the age of majority in their home
 country

 * be able to work effectively in English (note that full fluency is not
 required)

 * present to WMF appropriate personal identification

 * Staff / board members of entities requesting funds from the FDC may serve
 on the FDC;

 however, they must recuse themselves from deliberations pertaining to their
 entity's application.

 The *skills and attributes* being sought for in FDC members include:

 * Experience directing or evaluating programs;

 * Grant-making expertise (either as a grantee or grantor of funds);

 * Exposure to, understanding of, and personal credibility in the Wikimedia
 movement (experience across different Wikimedia projects as well as
 experience in programs, chapters, or administrative roles within the
 Wikimedia movement);

 * Gender, geographic and linguistic diversity.

 There are no term limits for FDC members, and current members may choose to

Hello, friends in the Wikimedia community,

Organizations that receive Annual Plan Grants from the Funds Dissemination
Committee (FDC) have been hard at work this last quarter! If you haven't
yet had a chance to look at some of their most recent reports, do take a
look to get a sense of some of the exciting developments.  As always, the
FDC staff has also produced an overview of these reports, including
observations from global-level trends and program updates. [1] We've also
highlighted some of the biggest successes and some ongoing challenges for
these organizations, and included a financial summary of spending to date.
I'm happy to say that the overview report is also available in French [2];
thank you to our amazing translators!

I encourage you to take a look at the overview report. From there, you can
easily find the progress reports from the organizations in depth, or see
their associated Discussion pages for more in-depth appreciation, questions
and suggestions from the FDC staff. You'll find some beautiful photos and
interesting audio and video files, learn about recent work on Wiki Loves
Monuments, celebrate with those completing tenth Wikipedia anniversaries,
review updates on partnerships with GLAM institutions, and learn more about
Wikipedians-in-Residence programs. And much more! You'll also get good
insight into what is working well and how entities are adapting as they
learn about programs or approaches that aren't working as well.

I want to thank all the organizations submitting Annual Plan Grant reports
to the FDC for their hard work over this last quarter. These progress
reports are from both Round 1 and Round 2 2012-2013 and offer us all a
chance to learn from movement organizations. I thank them for capturing and
sharing what they are learning as they go so that we can celebrate and

Dear members of the Wikimedia community,

I write to remind Wikimedia-affiliated entities interested in
submitting an annual plan grant proposal to the Funds Dissemination
Committee (FDC) in Round 2 2013-2014 that they must first submit a
Letter of Intent (LOI). The Letter of Intent is the first step in
applying for funds from the FDC, as outlined in the FDC Framework. [1]
This step has been implemented as part of the improvements for
2013-2014. In Round 1 of this year, it helped the FDC staff to work
closely with interested applicants ahead of eligibility and proposal
deadlines.

Entities interested in applying for funding in Round 2 must submit an
Letter of Intent before submitting a proposal. For Round 2 of
2013-2014, the LOI is due on November 8. The LOI asks potential FDC
applicants to state their intentions to apply and to include a
notional dollar figure (or local currency figure). The LOI can be
created on the FDC portal [2], and a sample is here for your
reference. [3] The LOI is non-binding, but it is required.

Milestones from Round 2 can be found on the portal [4] and below:

* Letter of Intent deadline: 8 November 2013
* Deadline for WMF Staff to post eligibility: 15 December 2013
* Deadline for entities to meet eligibility requirements: 15 February 2014
* Proposal submission deadline: 1 March 2014
* Community review period: 1 March 2014 - 31 March 2014
* Staff assessment deadline: 8 April 2014
* FDC recommendation due: 1 May 2014
* Board decision due: 1 June 2014

Also, I want to bring to your attention the current Round 1 community
review process for the eleven Round 1 proposals just submitted to the
FDC. We ask you, members of the community, to share your thoughts and
questions on the Discussion pages of the submitted proposals!  [5]

Greetings, Wikimedia community,

I am happy to announce that 2013-2014 Round 1 of the Funds Dissemination
Committee’s (FDC) annual plan grants process has begun! Eleven
Wikimedia-affiliated entities submitted proposals based on their annual
plans (which include programmatic and administrative costs) for funding
requests totaling nearly US$6 million. I want to thank them for their time
and effort in submitting these annual plan grant proposals to the FDC.


We now launch the community review period to help the FDC strategically
allocate movements funds.  From now until October 31, we invite you,
members of the Wikimedia community, to review the proposals, provide
thoughts and ask questions on the discussion pages of the proposals. [1]

More about community review: The FDC proposal submission deadline (October
1) is followed by a 30-day open comment period when community members are
asked to provide input on and ask questions about specific proposals.
During this period, entities that submitted proposals are asked to respond
to input and questions about their proposals on the discussion pages.
Entities are not able to change the proposal itself after the submission
deadline. All community input and entity responses are submitted with the
proposal submitted to the FDC. While the community may comment on proposals
after the open comment period closes on October 31, the FDC may not be able
to take comments made after this period into consideration.

How to join in the review: To take a look at the FDC round 1 proposals,
please visit the community review page [1], which links to the submitted
proposals. While the proposals are unfortunately only available in English,
we hope that the 30 day review period will help address this challenge.
Your comments on the discussion pages do not need to be in English,
however.

*Why your feedback matters: *Community review can help to bring an in-depth
and robust review to each submitted proposal. The FDC seriously values the
input and feedback of the Wikimedia community. Therefore, they ask for your

potential impact of movement funds. Also, the community review process
helps to ensure that the grantmaking is a transparent and collaborative
process.


Finally, here are a few milestones to keep in mind with the FDC process

  Her hiring is the tipping point of a process we started last January
  when we hired a HR firm to audit our organization and support us in

  Nathalie has a deep experience managing several associations of
  similar or bigger size as Wikimedia France. Even though she is not
  from the movement, we believe she'll adapt quickly to who we are.
 
  She came to Wikimania in Hong-Kong, and some of you may have had the
  pleasure to meet her. By coming to Wikimania she had the luck to
  experience in 3 day what Wikimedia is at large, to meet wikimedians

[Wikimedia-l] Funds Dissemination Committee first progress reports

Greetings, everyone!

Are you curious about what the Funds Dissemination Committee (FDC) Round 1
grantees have been working on these last few months? If you haven't already
seen the first progress reports submitted by the FDC Round 1 grantees,
 come on over and check them out! To find these first quarter progress
reports, go to the Round 1 hub on the FDC portal and click on the progress
report form Q1 for any of the Round 1 entities [1]. I want to thank all the
entities for sharing their progress and learning with us; we have really
enjoyed reading the updates and look forward to continuing to learn from
them.

Second, the FDC staff published a summary of the first progress reports for
the FDC. [2] This summary shares some emerging themes and an overview of
each of the entity's work to date on programmatic, organizational and
financial progress. We have also posted more detailed feedback and
questions on the discussion page of all of the individual reports.

Greetings, Wikimedia community,

It is my pleasure to share with you that the Funds Dissemination
Committee has received four proposals in Round 2 of funding from
entities seeking funds for their annual plans. An additional proposal
was withdrawn. These four proposals from Wikimedia Czech Republic,
France, Hong Kong, and Norway request a total of over $1.2 million
USD:

WM Czech Republic: $14,084.50
WM France: $747,259
WM Hong Kong: $211,916.67
WM Norway: $235,715

We need your help in reviewing the proposals in order to consider the
potential impact of movement funds. To this end, we have launched the
community review period to help the FDC strategically allocate
Wikimedia movements funds.  We invite you, members of the Wikimedia
community, to review the proposals and provide thoughts and ask
questions. [1] The community review period is open until March 31.

A bit more about the community review period: the FDC proposal
submission deadline (March 1) is followed by a 30-day open comment
period when community members are invited to provide input on and ask
questions about each proposal. During this period, fund-seeking
entities (that is, those that submitted proposals) are requested to
respond to questions about their proposals on the proposal discussion
pages. All community input and entity responses are submitted as part
of each proposal package to the FDC. While the community may comment
on proposals after the open comment period closes on March 31, the FDC
may not be able to take comments made after this period into
consideration. After this, on April 8, the FDC staff will share their
assessments of the proposals, which will take into account the
community input. On May 1, the FDC announces its recommendations to
the WMF Board, and on June 1, the Board will make decisions about
funding allocations.

To join the community review for Round 2 proposals, please visit the
FDC proposal page [1], which links to all current proposals and their
discussion pages. You can review the proposal by opening the proposal
form for each entity, and submit questions or comments on the proposal
discussion pages. While the proposals are unfortunately only available
in English, we hope that the longer period for review this round will
help address this challenge. We hope that this community review period
will bring an in-depth and robust review to each of the four
proposals.

The FDC seriously values the input and feedback of the Wikimedia
community. Therefore, they ask for your comments and questions on
these proposals. The community review process helps to ensure that
this is a transparent and collaborative process. We look forward to
