Thanks Lodewijk for bringing this up and thanks a lot to Wikimedia Hong
Kong.

I have been in touch with WMHK and Wikimedians in Hong Kong since their
application for Wikimania and have been at Wikimania and it was great.
There has also been some other activities and efforts which we must
acknowledge and we should appreciate all that has been done towards our
common goals, even or especially as some things - like running the
chapter - did not work out. That is not a failure as many other great
things have happened.

Apart from that has every chapter a Chapter Agreement which has more
details.

On top of that additional requirements and expectations are set by the
programs a chapter participates in or benefits from, e.g. PEG or FDC.

This means that requirements and tasks of some chapters are smaller (eg.
if they are small, work with only with the money they raise themselves)
or bigger (eg. for chapters participating in FDC or take in grants).

In the case of de-recognitions the AffCom and the WMF work with these
chapters long before. Problems / incompliance is noted and discussed,
chapters are asked to come up with plans how to fix this. AffCom and WMF
also provide help and a lot of patience in getting things sorted.
Just when these plans don't work out or chapters are completely
unwilling to fix things or come up with any plans then a series of
deadlines will be applied to get things going - either in one direction
or another.

As Maor has written in an earlier statement of the AffCom a few days ago
there have been several such processes going on over the last year. So
everyone involved is very much aware of what is going on, it will be no
suprise to anyone affected.

Of course such issues are delicate and there is always the hope and the
goal to fix problems so things never come to an end like this and must
not been taken to the public. Things sometimes do go wrong and nobody
wants to publicly blame or shame someone or even a group. Every chapter
in trouble is encouraged to scale down to a user group and try again in
a smaller, easier to handle environment. When they can be successful and
sustainable in that way then the path to become a chapter later and
matured is always still open.

It is not about punishing people or anything towards chapters in
general. It is just ultimately enforcing the rules and agreements which
are in place and had been the foundation of being a chapter, receiving
grants etc.

I want to congratulate everyone who has engaged in this election
process. It was for sure a very special one, in this special situation
which was also reflected by the number of candidates.

Nataliia and Christophe, I wish you a good hand in helping the WMF board
to steer through the current waters and whatever may come in the future.

Hi Erik,

thanks for your post, I was thinking of bringing this up as I was part
of that very discussion in August / September 2011 when the Wikimedia
overall governance model was discussed.

The idea that cristalized back then and which I still find very
appealing was to split today's WMF into these bodies - I am making some
adjustments here, as bodies like FDC didn't exist back then:

* Wikimedia Tech:
runs the servers, does the development - gets funded from the global
funds pool (today that would be FDC)

* Wikimedia Fundraising:
does the fundraising and distributes the funds, has the FDC staff /
grant making team

* Wikimedia Foundation:
more like a US chapter, does the content and lobby work, holds the
trademarks

You could even argue to move out the trademarks etc. to another body
which does nothing more than keeping those secure and maybe being home
of the endowment.

Hi Pine,

you may want to evaluate CiviCRM.
It is not perfect but supports accounting (rather than just recording
donations as before) about a year.
The advantage of CiviCRM is the fact that it integrates membership
management, mailings, donors management and that it can be used
centrally by all the committee members.

The setup and customization is not so easy with CiviCRM but there are
plenty of people in the movement who gathered some experience with that.

[Wikimedia-l] Call for Volunteers: Wikimania Jury to review bids for 2016

Dear all,

soon we will starting the bidding process for Wikimania 2016.

Soon the Wikimania Committee will be kicking off the selection process
for deciding who should host Wikimania 2016.

Request for Proposals (RfP) is being published soon and we want to
invite volunteers to serve on the selection jury. The jury will evaluate
bids and make a recommendation to this committee and the WMF based on
published criteria, reviewing the bids from November onwards until the
final selection is made in December 2014.

This is roughly 30-40 hours' work, and is key to us making Wikimania a
strong, healthy community conference that we all can enjoy. The
Wikimania Committee will select a jury that is a balanced representation
of the community, from a diverse range of backgrounds, sexes, languages,
cultures and regions of the world.

What we are looking for:
* seven members
* geographical diversity
* experience with events of this kind - either outside or inside the
movement, as organiser or long-time Wikimaniac
* members are required to read the Wikimania proposals on Meta Wiki
* members are required to participate in six conference calls to discuss
with each Wikimania proposal team and with the jury, approximate
duration two hours, during the review phase (approx. one to two weeks
around December)

If you would like to serve on the jury, please e-mail Ellie Young
(off-list) eyoung @ wikimedia.org August 24. We will announce the jury
in two weeks' time.

as you all know the next Wikimedia Hackathon takes place in Zürich,
Switzerland. Registration is already open for a while and we already
passed the deadlines for scholarships and visa assistance. Thanks to the
WMF and several chapters we could assign 29 scholarships to participants
and facilitate 10 visa applications.

This Sunday we need to close the accommodation booking. So if you want
to participate in the Wikimedia Hackathon and you want us to book a bed

as you know the project Wikipedians in European Parliament will start
by Monday. Most participants are already on their way to Strasbourg and
will arrive Sunday evening. I am one of them and am looking forward to
this project.

As I did some preparation some last words from me:
* we got 50 participants from 9 countries, speaking 19 languages
* the European Commission is also happy to see us - a bonus!
* Wikidata is important! I guess this is the first Edit-a-thon-like
project based on Wikidata. Not even one MEP has all important properties
filled in.

Great, that is making the application better, thanks!

Although I have to state again that issue 1479 might just be a
theoretical one, as BBB does indeed work with FlashPlayer 11.2.

 These issues will not be fixed, given the current work done with HTML5 +
 WebRTC.

HTML5 and WebRTC will actually be a superior solution to the whole
problem, I am looking forward to it.
Anyway I hope that the Flash interface will be continued as a fallback
as it might take another two years until everyone has a HTML5 browser
with WebRTC.

well, BigBlueButton is completely open source, including the flash
applets used.

While I am not in favour of Flash there is currently no other way to do
this if you want to provide a solution when nobody should need to
install a special software, register an account somewhere.
Note that there are also free flash implementation that are reported to
work with BigBlueButton.

The guys are currently working on a HTML 5 client. I am really looking
forward to see that in action. But I guess it will take another while
until it will be usable.

 It would be interesting to learn about the experiences of Wikimedia France,
 who has been replacing Skype with the entirely free Mumble, according to
 https://meta.wikimedia.org/wiki/FLOSS-Exchange .

There is always a trade-off to make - Flash vs. client special
installation needed, FOSS vs. proprietary solution.
If there would be a solution which could avoid those trade-offs, we
would have used it.

We use BBB regularly for our staff and board meetings, weekly meetings
with 4 - 5 participants. Works great.
The biggest issues are people not having connected their mic or adjusted
their mixer properly or not using a headset at all, causing background
noises and echos. But no solution, neither Skype nor Mumble, can fix that.

thanks for your analysis and your thoughtful mail. I'd like to echo it!

I also had some discussions with my peers in several countries about
this report. Comments were made on the time of publication and the
aggressiveness towards chapters, the volunteers who worked their as***
off to get their FDC proposal properly done and the FDC itself which is
described to be part of some mafia-like conspirancy.
slap in the face of the volunteers, pure hatred against chapters
were named.
I don't want to go into any more details, I'd like to have this
conversation to be constructive and polite.

I wonder what others say about this? It was surprisingly quiet here.

A remark I want to make, to add to Itzik's thoughts:
There were several times when the definition of community - concerning
the Wikimedia Movement - was discussed. If WMF and WMF staff are part
of the movement or the community.
WMF people - and I am sure this included Sue especially - always fought
for an inclusive approach of the term community, including WMF people
which are hard working for the support and advancement of our community.
In the report it is criticised, that people from chapter take away the
seats from the community on the FDC, making sure that the chapters
receive more funding. Lobbying at its best!
Apart from the fact that these people have neen elected by the
community, did anyone ever question that comment?
In a country with a working chapter it is an obvious fact that the
majority of *active* volunteers will in one way or another work with the
chapter. Because this is exactly why they exist in the first place:
Because volunteers themselves made them to happen, in order to support
themselves with a legal framework, some local infrastructure to help
them to achieve more than they could as individuals. Still almost all of
the chapters have active volunteers as their board members. Being part
of a chapter doesn't mean that one isn't part of the community anymore
and that is true also for most of the people holding positions in a
chapter. They should be even more thanked, doing two jobs - their
volunteer project work and holding a position in a chapter - at once.

I'd also like to see comments from FDC members on that issue as well.

by the concerned community.

all precedence known to me have been much less restrictive actions, such
as the WikimediaCH-l list to become a closed list due to some issues we
had with private information (unwillingly) disclosed on that list.
Nobody questioned that change.

My personal opinion is that the board may decide so, under consideration
of what Nemo questioned: That the chapters community / members have an
appropriate place to conduct their work. This may be disputed as it was
the formerly open and public list which has been closed but it could
also be considered that WikiUK-l could act as such place as well.
So from my point of view it is really up to the community at
WikimediaUA-l and WikiUK-l whether WikiUK-l is an appropriate
replacement or if another list is needed due to this change.

I am thinking about it since quite a while and I guess the community
here could help me to get an opinion on it:
Wouldn't it be sensible for Wikimedia Chapters to become members of
their local ISOC chapters?
ISOC has chapters in many countries and a similar structure like
Wikimedia, with geographical chapter organisation (well, there is ISOC
Belgium + ISOC Wallonia...) and I think the ISOC would be a good entry
into engaging in internet governance.

Are there any chapters which are ISOC members? I only heard once about
WMIL cooperating with ISOC IL so far.

Yesterday we had the General Assembly oft EURALO, the regional at-large 
organisation where I represent Wikimedia CH and Wikimedia Österreich AS members 
of ICANN At-Large. I will serve another term von the EURALO board. 
We had a very interesting visit from ICANN's new president and CEO Fahdi 
Chehade. With its multi-stakeholder approach and also developed and grown based 
in external needs and in ever-changing environment it faces similar challenges 
like the Wikimedia movement. This was a surprising understanding for me, having 
experienced ICANN as a big, bureaucratic organisation. I am aiming toward an 
exchange, being aware that is still hard to be heard within ICANN but without 
our critical and demanding voices we give away our ability to influence policy 
making on the Internet.

thank you is the least we can say at this point. We can be happy to be
such a big movement, with so many people like you who further our vision
and goals. Some fluctuation is natural and it is totally natural that
after serving some time in our community to move on to new and other
priorities in live. You have already done much more than most of those
benefiting from your work and in fact ten years are a great part of your
life-time.
Thank you, all the best for your future and I am convinced that one
always meets twice in live...
Even if you leave you know where and who we are. You are always welcome

growing dog: The dog gains a pound for every $10 donated to the
Wikimedia Foundation via this link.

this comic? I see that there is a special campaign reference in the
donation link but how can it fetch the amount?

Has there been any cooperation / negotiation between Randall Munroe and
the WMF beforehand?

By the way Wikimedia CH and Wikimedia Österreich are members of ICANN
but due to our nature we are only part of the ALAC, so we don't have a
lot of impact. Much in the contrast of having you in a management

thanks for collecting these links, they are interesting. Anyway, I
didn't fully understand the idea behind the page, especially as a
non-native speaker I have problems to come up with a proper translation
/ understanding of Endowment. I understand it as what WM(F) owns and
it may refer to the right WM(F) expects to have on getting / using
their donated money or may refer to the reserves WMF is currently building.

Can you explain this a bit better for people like me, please? Maybe
right on that Meta page would be good, so others can read it as well.

So that is a plan to build a reserve of funds that is so big that the
operation can be funded by the capital's gain - interest, dividends...

Sounds interesting, even though the endowment must be huge to cover our
yearly budgets. Another problem is that it is currently very hard to
find an interesting investment with low risks. Interest rates have been
reduced by the major central banks in order to overcome the global
recession, many formerly safe and interesting investments became risky
and those who are still safe partly have even negative interest rates
(eg. german state bonds).

my point of view is that sometimes it just makes sense to have fees just
as a principal: If you are a serious organisation you need serious
people. Having to pay a (small) fee is a certain filter to get people
who are more serious than those who would become a member just because
it sounds fun and is free anyway.

We had people from OKFN in our latest TV show (broadcast on March 4th,

Richard already contacted me offlist concerning A/V equipment for
conferences, so I thought it makes sense to reply on-list (Richard's in
CC) to make this information available broadly.

Anyway, I am not claiming that I have the best solution nor the best
knowledge on this topic but some experience. Others please add their
solutions and experiences.

For an inexpensive audio and / or video conference we need components
which we can easily connect to a PC and will be recognized by the
operating system as simple audio or video inputs, like a webcam and a
soundcard. If we stick to these standards we can use any conferencing
software we want - be it Skype, Google Hangout or Big Blue Button (which
uses simply Flash).

Built-ins are always inferior to USB webcams, especially the angle due
to their fixed position on the screen is bad.

When buying a USB webcam make sure that it can be used as a standard USB
imaging device. Don't buy webcams with a too high resolution! They have
small lenses catching only a little light and higher resolutions
typically mean darker / noisier images. 720p is good. You can't stream
in HD anyway.
Logitech C310 and C510 are good models.

=== Camcorder ===
Camcorder have much bigger lenses and are much more flexible in their use:
** use a small tripod
** you can set whitebalance, manual focus, shutter...
** optical zoom
** tilting LC-display - turn around so people can see how the camera
image looks like
** they can record simultaneously (on tape or SD card)
Make sure your camcorder as a DV output (Firewire). Plug it into your
computer and you can use the camcorder as a standard imaging device.
Again, you don't need HD for a video conference. At least with the
bigger lense and sensor or a camcorder it doesn't hurt too much.

I use a Panasonic camcorder, a recommendation (and gift) from the
Austrian Broadcaster (ORF): Panasonic NV-GS500.

This little tripod can be expanded up to 1m but fits perfectly in a
small bag and gets through hand-baggage on an airplane:

Like most professional mics it needs phanton power and comes with a
simmetrical connection (XLR). Symmetrical connections are less prone to
noise and other negative impact on the cabling.

 Gooseneck Mics 
If you need better audio quality then you need to get individual mics
for each participant. Goosenecks are best here, especially when you get
them with on-off switches, so they participants can switch themselves to
avoid disturbances.

Built-in soundcards don't work for professional audio equipment. They
have noise and the line input / mic input jacks don't have the right
impedances. Their power supply for condenser mics is mostly incompatible
to what we want to use.

There are great mixers which have a soundcard integrated. So you can
just plug all audio equipment together in your mixer, check the quality
via headset, plug it into your computer and get the sound right their on
its own audio channels. Just make sure before you buy a mixer that it
supports the USB 1.1 standard! USB 2.0 only means that you need special
drivers and might end up not having a generic sound interface available
in your OS.

For only two mics (eg. PZM / boundary layer) I got myself this little
sound card. It even has a small VU meter, so you can check the volume
without a headset.

Big advantage is that this device is USB-powered. No additional cables
on you table and no additional source of noise in your audio system!

This one also supports 2-track-input so you can do more complicated
things like sound routing - this was needed to handle live translation
of Sue Gardners visit at Wikimedia Deutschlands General Assembly. I
streamed / recorded on two different back planes and switched the input
planes between translation and original audio so we had english always
on one back plane and german on the other.

These soundcards work fine under Linux with the generic USB audio driver.

Better in virtual conferences would be headphones. Everyone knows the
negative effects in Skype meetings if somebody doesn't use a headset.
