[Wikimedia-l] Board statement endorsing community voting on the enforcement guidelines for Universal code of Conduct (UCoC)

Today, the Wikimedia Foundation Board of Trustees published a statement

One of the key recommendations

the strategic goals for 2030 was the collaborative creation of a UCoC to
provide a global baseline of acceptable behavior for the entire movement
without tolerance for harassment. The global Wikimedia community must work
well together in producing knowledge resources for the benefit of the
world. Forging welcoming, inclusive, harassment-free spaces in which people
can contribute productively and debate constructively is critical for the
movement’s success.


The Board continues to stand by its May 2020 statement

contrary to our shared values and detrimental to our vision & mission” and
to our joint strategic goals

for 2030.


The ratification of the collaboratively created UCoC last year was a
notable milestone, and hopefully the discussion on the ratification process
for the collaboratively created enforcement guidelines proposal today will
lead to another one.


The enforcement guidelines proposal is a major achievement of thoughtful
co-creation for the global communities that took part in the months of
consultations, the volunteers leading the drafting committee itself, and
the Foundation. The Board is very grateful to the volunteers and staff
members who collaboratively co-created first the UCoC itself that the
trustees ratified last year, and now the enforcement guideline proposal.


While the UCoC is already in effect, the completion and ratification of the
guidelines will allow everyone to begin a period of assessing how they
function, in action. We should collectively discover where both the
original document and the pathways to enforce it work well and where they
need to be improved. Once the guidelines are adopted, communities and the
Foundation will begin to collect information on how they are working for
the subsequent review of both after a year.


The Board strongly supports the proposal made by the joint letter of
Arbitration Committees

for community voting on the enforcement guidelines proposal prior to the
Board’s own ratification of the final guidelines. Trustees also recognize
the support of such a vote expressed by surveyed volunteer functionaries,
affiliate members, and the drafting committee.


Based on their input, and aligned with processes used for the Wikimedia
Foundation Board Elections, all registered Wikimedia contributors who meet
minimum activity requirements, affiliate and Foundation staff and
contractors (employed prior to 1/17/22), and current and former Foundation
trustees, will have the opportunity to vote on the enforcement guidelines
proposal in SecurePoll.


A threshold of above 50% support of participating users will be needed to
move on to Board of Trustees ratification. If the majority of voters oppose
the adoption of the guidelines as written, they will be asked which
elements need to be changed and why. This would allow for another round of
edits to address community concerns prior to another vote, if needed. Both
the UCoC and the enforcement guidelines (after ratified), will also be open
for review and voter-endorsed amendments annually.


The Board asks every member of the Wikimedia communities to continue
creating a safe and welcoming culture that stops hostile and toxic
behavior, supports people targeted by such behavior, and assists good-faith
people.


The Board believes these enforcement guidelines, once finalized, will be an
important step in encouraging productive work on the Wikimedia projects.
The Board hopes that you will step in to review and provide your feedback
and thoughts in the vote, so that the ratification process can start with a
strong preliminary approach.

The call will be 90 minutes: a 10 minute introduction, then a 20 minute
update from Trustees and Wikimedia Foundation staff, and the remaining time

[Wikimedia-l] Wikimedia Foundation Board of Trustees new resolution on branding

Dear all,

I am happy to share with you that the Wikimedia Foundation Board of
Trustees has passed a new resolution on the topic of branding [1].

Some context

As you may remember, last year the Board paused all work under the 2030
Movement Brand Project, in order to rethink and improve the Foundation’s
approach to community participation and decision making around renaming.
After year-long work, attentive listening and thoughtful conversation
between the Board, Wikimedia Foundation staff, and community advisors, the
committee has come up with a recommendation for next steps. The
recommendation was unanimously approved by the Board and captured in the
above mentioned resolution. The Wikimedia Foundation will therefore be
resuming its role to steward and protect Wikimedia brands, in partnership
with our broader movement, and the ad hoc Brand Committee concludes its
work .

What are the main aspects of the resolution?

Importantly, this resolution extends the Board’s decision that the
Wikimedia Foundation should not pursue renaming work for this fiscal year
(until at least July 2022). Instead, it directs the Foundation to support
the Wikimedia movement through three main areas of brand work that protect
and support Wikimedia’s reputation throughout the world. Please read more

Next steps?

Wikimedia Foundation teams intend to share more information on new
projects, including their plans for engaging our community, in the coming
weeks. In the meantime, Foundation staff and I are available to answer
clarifying questions on the Wikimedia brand / 2030 movement brand project
talk page on Meta [3]. You are also welcome to join the Board’s Open
Meeting on October 20th, where you will be able to ask questions and hear
from the team directly [4].

Brand Committee. This group has worked with us since February 2021, lending
their time and expertise. Their input to the process has been invaluable
and we appreciate their commitment to help us find a productive way

My academic course at Tel Aviv University, "From Web 2.0 to Web 3.0, from
Wikipedia to Wikidata", is coming to an end soon and next week we will be
closing the Wikidata module of the course in a special celebration,
hosting Denny
Vrandečić (initiator of Wikidata, and more recently the director of
"Abstract Wikipedia", or rather "Wikifunctions").
To properly celebrate, Denny & I have designed a two-parts "party" for my
students, which includes a pre-recorded interview

and then *a live Q & A session with Denny during the course hour*.

This ecosystem you are describing is exactly what we are hoping for.

And we absolutely agree that what you called "education" is needed.
We referred to it as "training" and "capacity building" in this sentence in
the statement:

"To that end, the Board further directs the Foundation, in collaboration
with the communities, to make additional i*nvestments in Trust & Safety
capacity*, including but not limited to: development of tools needed to
assist our volunteers and staff, research to support data-informed
decisions, development of clear metrics to measure success, *development of
training tools and materials* (*including building communities’ capacities
around harassment awareness and conflict resolution*), and consultations
with international experts on harassment, community health and children’s
rights, as well as additional hiring."

[Wikimedia-l] Wikimedia Medicine: Changes in Board Compositions

Dear all,

If you've seen my post yesterday then you might have expected this this
announcement as well; if you haven't -- as some of you may know, I will
soon be joining the Board of Trustees (August 15), and am therefore
required to resign my formal role as Chair of Wikimedia Medicine (a.k.a.
WikiProject Medicine Foundation). This means a new vacancy in the board has
to be filled and a new Chair must be appointed.

I'm happy to report that in an online board meeting earlier this month the
board chose *Doug Taylor* to serve as the new Chair for our newly approved
Thematic Organization. Doug has been part of WikiProject Medicine for years
now and has diligently served as the group's formal secretary. Doug not
only has the institutional memory of the organization, but has actively
taken part in a variety related activities in the UK and in collaboration
with other countries. Doug also brings management skills to the board,
experience from the board of Wikimedia UK, as well as a deep understanding
of the movement as a whole, which I have no doubt will allow the
organization to grow and expand its activities around the world.

As Doug transitions into his new position as Chair, *Dr. Stuart Ray* will
be supporting him as Vice Chair and continue to serve as co-treasurer, and
*Mossab* will continue to serve as Membership Admin. A new secretary will
be appointed soon, hopefully during the board's in-person meeting at
Wikimania. The board will also soon co-opt a new board member to fill out
the vacant spot, till the next election in 2022.

I'll remain involved in the organization as an 'adviser to the board' and
look forward to seeing this Thematic Organization grow, as well as to
continue contributing to medical-related topics as a volunteer and lecturer
at the Tel Aviv University.

organization and an easy as possible transition, the board has chosen to
co-opt 2 members from our UG that has always been involved and already know
the organization well - *João Alexandre Peschanski from Brazil, *who has
served as an adviser to the board since the UG's approval, throughout the
board election process and ever since; and *LiAnna Davis*, Chief Programs
Officer and Deputy Director at *Wiki Education Foundation*, *from the US*.
As some may remember, LiAnna once worked for the Education team at the WMF
and was the one to initiate the creation of the Education Collaborative,
which later evolved into our current UG. She has been involved in the
different stages of our formation and knows well many of the relevant
stakeholders.

Both LiAnna & João were natural choices and bring to the board a wealth of
experience running innovative EDUWiki initiatives. I have no doubt they
will both contribute to the continued growth of the organization, till the
next elections at the end of 2020.

*Thus, the new Wikipedia & Education User Group **board composition is: *
Filip Maljkovic - Chair
Susanna Mkrtchyan - Vice Chair
Krishna Chaitanya Velaga - Membership Admin
João Alexandre Peschanski - Secretary
LiAnna Davis - Treasurer

To summarize, I feel very blessed to be leaving an even stronger board and
look forward to seeing how this organization evolves. I'll remain involved
as an 'adviser to the board' and will continue contributing to EDUWiki
initiatives as a volunteer, educator, researcher and Open Education
advocate.

Group will be hosing its bi-monthly Open Meeting and you're all invited!

in their fields of expertise.

As some of you may know, we are in the process of becoming a Thematic
Organization, have also submitted a Medicine Space for the coming
Wikimania, and working on various frontiers to spread high quality Medical
Content around the work both on and off line. We have achieved a lot but
have so much to do still, so please join me in wishing the new board
success in the coming 3 years!

Dear all,

WikiProMed Foundation has just wrapped up 2018, and we thought you might
appreciate an update with some highlights, so below is a report on:
* *Summary of 2018.*
* *Upcoming board election -* during February & March 2019!
* *Getting involved.*

Yes, it's a bit long (as reports usually are), but if you're passionate
about medical content on Wikimedia projects (both on and offline) like we
are. We also hope it might inspire more of you to get involved in the
coming year.

*==What did we achieve in 2018?==*
2018 has been extremely busy -
* We continued to *collaborate with like-minded organizations*, like
Cochrane, Translators Without Boarders, The World Health Organization
(WHO), The International League Against Epilepsy (ILAE) and Osmosis, to name
a few.
* We have continued our *collaborations with Universities *around the
world, where Medical students wrote medical-related articles as part of
their academic curriculum.
* Around *60 new members,* who share our passion to make high-quality
medical information available to the world, joined us.
* We *participated in conferences* and *published academic peer-reviewed
articles in *respected journals.
* We have further *developed our Offline Medical Wikipedia App*.
* *Internet-in-a-box became smaller and smarter! * We've continued to spread
the word about it and send it to various places around the world.
* We've been working on *an annual plan for 2019* for the first time. It
will soon be released and you'll be invited to help us make it a reality.
* And -- *we've applied to become a Thematic Organization

On New Year’s Day, as every year, there is the Public Domain Day celebrated
– works of many great artists and scientists will come into the public
domain and will be available for access, use and re-distribute. You can
check the list of them at

unique year (see below).

Therefore, we want to invite all organizations working for openness and
commons to celebrate with us Public Domain Week (January, 21-25). Some of
our partners will organize events this week (including Creative Commons in
the US, Centrum Cyfrowe in Poland), but we would love also to see other
things happening - your imagination is the limit. Maybe you want to
organise something? An event, a hackathon, a concert, a contest? Maybe you
want to help with internet outreach on the public domain? Publish something
on your blogs (Why public domain is important to you? How your readers can
contribute from the public domain?), give some love to the topic on social
media?

Dear Cornelius,

Could you please elaborate re the decision to not include learning and
capacity building?
Events where Wikimedians from around the world gather together do not
happen every day, and especially as there will be representatives from most
affiliates, this is a great opportunity to share knowledge and train people
so they can go back to their local communities and spread that knowledge.
Besides Wikimania, which not everyone can attend, this is the other biggest
event we have to do just that. Shouldn't we seize this opportunity,
considering that it takes so much time, effort and money to bring everyone
together?

Group, making key decisions and leading the user group.

[Wikimedia-l] Stats re new users per gender per year in Hebrew Wikipedia

Hello all,

This is something that made me happy this weekend and am happy to share --
check out these stats from Hebrew Wikipedia regarding new users, per
gender, per year, that Asaf generated via a WD query.

You might notice a jump in numbers of female users in 2011, and then again
in 2013 and 2015. I don't presume to be able to explain everything in the
table below, but I'd like to think this is because of Wikimedia Israel's
outreach efforts, which I'm proud to be part of since 2011.
Here are some example milestones that I know of know of, which might
explain these stats. Note they are a small part of numerous, varied and
diverse outreach projects that WM-IL has been running for years now in
GLAM, EDU, WikiWomen, WLM etc.  --
* 2011 is when we started GLAMing and doing Education work more seriously.
* 2013 is when my WikiMed academic course started.
* 2015 is when my second Wiki academic course opened, and also when
WikiWomen started to work in an organized manner in Israel.

While we still have much work to do in shrinking the gender gap and being
really inclusive, it's nice to be reminded that our work *does* matter and
has actual impact on the voices that get to be heard in our community. So
to all those running workshops, GLAM / EDU projects, contests etc -- keep
up the good work, because your work matters. These numbers are merely one
way of demonstrating that.

[Wikimedia-l] GLAMWiki Conference 2018: Extension of Content Submission Deadline Till May 7th.

*Deadline extension*
The program committee is looking to create a diverse GLAM conference that
truly serves the global community. To achieve this goal, we would like to
accept submissions not only from established GLAM projects and communities,
but also from emerging communities / developing countries /  groups just
starting out their GLAM endeavors.

Looking at the submissions so far

we have decided to extend the content submission
<https://meta.wikimedia.org/wiki/GLAMTLV2018/Program> deadline *till next
Monday, May 7th, at midnight *(wherever you are in the world). We are
hoping this extension will encourage more submission from developing
countries, emerging community and allow for a more diverse program.

*Tips*
In the past week I've been asked repeatedly if I have tips for good
submissions. The best tip I can offer is -- no matter if your GLAM
partnership / project is well established or you are just starting out,
make sure your submissions offers an added value beyond "this is what we
did in our project", i.e. focus on what you leaned and how it could be of
use by others in the GLAM community.

Throughout this discussion several requests have been made regarding
banning of users from the list.

Since we do not have an official banning policy approved by the community,
we have drafted our thoughts on the matter, as well as a proposed procedure
for your consideration. We are adding it as a 5th point in our “Request for
Comments” in our journey towards a healthier community.

You are welcome to support it, oppose it, explicitly ask that it be left to
the admins’ decision (which is arguably status quo), or propose an entirely
new option that we haven’t thought about.

The list is a tool for the community and it exists to serve the community.
The ability to express dissenting opinions and to criticize is important in
any movement, and is particularly cherished in our movement, which empowers
individuals to an uncommon degree. But dissenting opinions should not mean
a carte blanche to express it in offensive, threatening, or menacing ways.
And critics have no immunity from criticism.  Individuals’ behavior can
reduce the usefulness of the list, either intentionally (trolling) or
unintentionally. Our proposals seek to minimize individuals’ ability to
reduce the usefulness of the list, without targeting specific individuals.

It is important to note that attempts to limit or ban individuals who
express criticism *and* misbehave are sometimes interpreted as “silencing
of criticism” and as an abuse of power. We cannot avoid these
interpretations. Our duty as admins is to ensure that if a subscriber is
banned, it would not be criticism alone that caused the ban; that the
request to ban is not made by just one or few individuals, but rather a
decision of the list community at large; and that the community decides
based on clear criteria.

Some of the opposition votes on the list, Meta & Facebook thus far
suggested that removing individuals would work better than adding rules. In
general, and on many Wikipedias, it is considered unacceptable to approach
a contributor's boss to complain about something that contributor said
on-wiki. More than one member alluded to this norm in calling for a ban of
a member based on his complaining about a WMF employee who is active on the
list. However, it seems to us that specifically for Foundation (or
chapters) employees, whose day jobs are in service of this community, it
should be permissible to escalate a concern about an employee's conduct to
their manager. This should of course be a last resort and executed with
caution and discretion.

No doubt, some people may abuse this and file fake or trolling complaints.
It should be up to the managers at WMF to apply their judgment (and seek
guidance from their own managers, if necessary) in reviewing such
complaints. We recognize that the risk of being complained about may deter
some employees from engaging on the list, and that would be unfortunate.
However, it would be absurd to make criticism of employee conduct the one
topic the community is not allowed to discuss or complain about. Working
for pay for this movement entails being open to community scrutiny and
accepting the fact one may be held accountable by one's manager based on
input from the community. Foundation staff also have the benefit of a
reporting structure and a Human Resources department, both of which can
support them in the face of the occasional unjustified or trolling
complaint. It is up to all of us to express criticism fairly and calmly, to
speak up for and not only against, and to prefer discussion to attack.

It is possible that the community would find an individual so disruptive
and so draining, that the community moves to ban that individual. The list
admins would execute such a ban if and when there is clear evidence of
significant community support for such a move. An individual request to ban
a subscriber of the list will not constitute such evidence. But if the
community of this mailing list so chooses, it can organize a demonstration
of its wishes and the list admins would act on it.

Finally, we would like to observe that the negative atmosphere on the list
is greatly amplified by the relative shortage of constructive conversation.
This is no doubt the result of years of frustration, but it is also a
vicious cycle. Borrowing from Gandhi, we call upon everyone reading this
with an interest in reviving the list as a useful discussion space to “be
the conversation you would like to see in the list”. A flourishing of
constructive, collegial conversation would do much to reduce the relative
significance of problematic or unpleasant contributors.

I should have mentioned that we are working on a formal response regarding
the request to ban subscribers from the list.This is an issue that has been
raised during this discussion and we are carefully considering our thoughts
on the matter, as we did for the 4 points that we already requested
comments on. We are close to reaching a consensus and will hopefully be
able to release it soon, but we are in different time zones, so please bear
with us. Our response will sum up our view regarding the points raised in
the list re banning, as well as suggest a proper procedure.

We thank you all for your patience, and again, urge you to take a step
back, not focus on individual cases and respond constructively to the 4
points that were raised in John's original mail.

Rogol has been placed under moderation, but at this point no decision has
been made to ban him from the list. As long as his messages are reasonable,
respectful and on point, his messages will go through. We agreed that it is
important to allow a diversity of voices to be heard, including those of
"frequent flyers" in the list, especially as we work collaboratively on
next steps towards a healthier community atmosphere.

In addition, we are asking everyone to refrain from focusing on specific
individuals posting to the list, put any personal issues aside and stay on
problem. We want as many people as possible to productively and objectively
participate in the discussion, till we draft clearer guidelines for posting
to the list. We are aware that these guidelines will not automagically fix
all of our issues as a global community, but we believe they will help
reduce the noise substantially. Do keep on debating. We are trying to
intervene as little as possible at this point and let the debate run its
course.

Hello everybody,

Here's a general update about the WikidataCon, that will take place in
Berlin on October 28th and 29th :)

General information
The WikidataCon 
is a conference organized for and by the Wikidata community, and supported
by Wikimedia Deutschland.
If you edit Wikidata, make queries with SPARQL, build scripts, gadgets or
external tools, reuse data from Wikidata with your software or your
service, if you belong to an organization who wants to use or donate data,
if you're working on open data, datajournalism, datavizualisation, open
knowledge, civictech... *you're welcome to the WikidataCon*!

It will take place on October 28th-29th (+ social event on Friday 27th), in
the Tagesspiegel venue, in Berlin. Due to our international community, the
even will take place in English only. However, language/local meetups can
be added to the program.

We are expecting 150 persons from all around the world, to celebrate
Wikidata's 5th birthday and *share knowledge and experience whithin the
community*.


Program
With two days of talks, workshops, demos, meetups, and social events, the
diverse and awesome people that belong to the Wikidata community will be
able to share their experiences, their favorite tools, learn from the
others, discover new ways to create, enrich, reuse data from the free
knowledge base.

The program is currently being build via a *call for projects
, running
until July 31st.* Feel free to support your favorite topics or propose a
project. A social event on the Friday evening and a birthday celebration
will also take place to bring the community together.


Attend
*Registration is now open
,
until October 1st. *Registration is mandatory for everyone, including
speakers, WMF and WMDE employees, volunteers...

Important thing you need to know: the ticket is free of charge, and
includes the access to the conference, meals, drinks and goodies, but *does
not include travel and accommodation*. The attendees have to book these by
themselves.
If you plan to come, don't wait... Berlin is a touristic area :)


Scholarships
Some scholarships will be provided to help attendees to fund their travel
and accommodation for the conference. *The application is running until
July 16th
. *

Due to the few number of scholarships we can provide, we encourage people
to ask for support from their local chapter or user group.


How can you help?

interested
- if you are involved in a local chapter: ask your board if they can
provide some support for the volunteers of you country who would like to
join.
- if you want to *volunteer during the event*, you're more than welcome!
