Really like the idea of flagging certain images with a light box, I think
it's very clever.

I know that some chapter staff and volunteers are working really hard to
get some traction on this important issue Wikimedia UK is leading on a
letter to the press which will be signed by other cultural and related
bodies. Should be going out early this week. I know that a volunteer has
written to Jimmy about this to see what publicity he can attract as well.

Dimi, the movement's Wikimedian in Brussels, along with Karl Sigfrid and
others, has been working on this for months, too. There's a real
co-ordinated effort to push back on this.

 She participated in the board of a company in the field of Fine Arts
 with a
 mandate for promotion of a multimedia exhibition, creating strategic
 relationship with Italian and foreigner museums.
 She drafted several feasibility studies and business plans for theatres
 and
 other cultural institutions as well as for start up companies.
 She can speak English fluently and has a good understanding of Spanish
 and
 French, and she graduated in Economics and in Law (her second degree was
 completed while working).

 She was officially introduced to the Wikimedia Italia assembly this
 Saturday, and this is her second week of work.

[Wikimedia-l] A Wikimedian approach to developing digital democracy

Recently the Speaker of the House of Commons established a commission

investigate the opportunities digital technology can bring for
parliamentary democracy in the UK. This consultation is a public exercise
which attempts to explore various themes relating to digital democracy.

whether the norms and values of the Wikimedia community can be applied to
this kind of consultation, especially the consensus-based approach to
writing and enacting Wikipedia policy.

The experiment has been going well and led to a community-sourced
submission to the first theme which was looking at how technology can
facilitate better scrutiny of the work of Parliament. You can view this

The talk page is also worth a look as the discussion offered some really
useful insights into how the content was reached.

However, we need your help. The second theme of the consultation has now

many people to take part in this exercise as possible. The Commission was
really appreciative of the efforts of the community first time around and
it would be great to come up with another excellent community-driven

 Wikimedia Bangladesh has been registered under the Societies Registration
 Act of Bangladesh  our official name is Wikimedia Bangladesh Foundation.

 The registration process was a very long and demanding one, but our
 perseverance and determination finally prevailed. It has become very
 difficult to get registration of a society/foundation in Bangladesh as the
 incumbents have to have security clearance from the National Security
 Intelligence (NSI) of Bangladesh, which is very difficult to get if not
 impossible. In the course of dealing with the registration process of WMBD,
 I learned that less than 5 applications for registration as societies get
 approved out of every 100. We submitted our application in May 2012 and it
 took us a little over two years to get the security clearance from NSI 
 complete all the bureaucratic process!


 It gives us a great sense of achievement that we could uphold the Wikimedia
 movement volunteerism spirit with passion, integrity and professionalism
 despite being a small volunteer community. The pending registration issue
 could not hold us from doing outreach activities locally  taking in the
 greater Wikimedia Movement. We organized some excellent programs, workshops
  meet-ups with our limited resources during this time period. This effort
 successfully brought in good number of new contributors to Bengali
 Wikipedia  increased the article count. Volunteers from WMBD/Bangladesh
 are also actively participating in the international Wikimedia movement by
 taking part in discussions, conferences  as committee members in different
 Wikimedia committees.



 We, as a chapter, want to make small but steady steps towards sustainable
 progress in fostering the Wikimedia movement in Bangladesh so that we can
 make the sum of all human knowledge accessible to the people of this
 region.

The Speaker of the House of Commons, John Bercow, has established a Commission
on Digital Democracy

It will report to Parliament in early 2015 with recommendations on how
Parliament can use technology to better represent and engage with the
electorate, make laws and hold the powerful to account. As part of their
work, the Commission have issued a series of calls for evidence. These are
open invitations for members of the public, either as individuals or
groups, to submit responses to a series of questions. They have attracted
responses from unions, academics, non-governmental institutions and private
individuals. The first theme was ‘making laws in a digital age’, and the
second on ‘digital scrutiny’. The Commission plans to shortly publish the
final three themes.

There is a growing sense that the growth of the Internet has not paid the
democratic dividends that it could. Turnout in formal political elections
is steadily decreasing, and trust and support in the institutions and
offices of mainstream political life are low and falling. Despite many
innovative attempts from both within and outside of Government, the daily
reality of democratic engagement for most people in the UK would be
familiar to generations of British citizens who predate Facebook or email.
The rise of the Internet has, broadly, done little to challenge
concentrations of power or structures of unequal representation

Demos http://www.demos.co.uk/ is one of Britain’s leading cross-party
think tank and it has an overarching mission to bring politics closer to
people. They contacted Wikimedia UK to propose an experiment: can an online
community be used to source a response to this call? Can the ethos,
community and technology like that of Wikipedia be used to engage
Wikipedians to come together and collaborate to create a reply? In
particular, Carl Miller, Research Director of the Demos Centre for the
Analysis of Social Media, wrote this piece for Wired
http://www.wired.co.uk/news/archive/2014-05/22/digital-democracy in which
he describes Wikipedia as a masterclass in digital democracy.

This conversation has led to what is an experimental attempt to do just
that. In theory there are many lessons that any attempt to increase
engagement with digital democracy can learn from Wikimedia projects,
especially Wikipedia. These include the participatory nature of content
development and the nature of content (and policy) being arrived at by
consensus. Wikipedians are from a wide array of backgrounds and represent a
broad spectrum of views. This could lend itself to effective drafting of
the kind of evidence that the Speaker is looking for. Wikimedia UK and
Demos would like to establish whether this is indeed the case. In
particular, we are seeking answers to the following questions:

   -

   How can technology help Parliament and other agencies to scrutinise the
   work of government?
   -

   How can technology help citizens scrutinise the Government and the work
   of Parliament?
   -

   What kinds of data should Parliament and Government release to the
   public to make itself more open to outside scrutiny?

Everyone is encouraged to try to answer these questions collaboratively, in
much the same way Wikipedia articles are approached - using the space below

equally happy to let the process take its course.

At this point there is no fixed deadline for evidence on the theme of
digital scrutiny. However, the Speaker’s Commission will be publishing
publishing a single call for evidence covering our last three themes (yet
to be announced). The conversation and crowdsourced evidence will be
reviewed at the end of June with a view to either continuing the process or
submitting as is. If there is appetite among the community, and if the
first attempt is successful, there may be further attempts to develop
submissions to the later three themes.

At the end of the process Demos and Wikimedia UK will prepare a report on
the process and the effectiveness of this kind of approach to crowdsourcing
policy and evidence. This paper will be released under an open licence. It
is a real opportunity for Wikimedians to influence the debate about digital

Preparation began on the Q1 accounts, covering 1 February to 30 April, for
approval by the Audit and Risk Committee in May.
Communications

The chapter was approached by both Sky News and ITN this month with a view
to finding someone to speak about Wikimedia and Wikipedia in relation to
the 25th anniversary of the World Wide Web. Unfortunately to the story of
the missing Malaysia Airlines jet, the segment was bumped both times. The
approaches show that we are making progress in terms of recognition and
awareness.

Another significant area of work this month was responding to the story
about vandalism to the Hillsborough Wikipedia article. This made national
news across the spectrum and Wikimedia UK was called upoon for comment. At
one point we had one volunteer speaking on Radio 4 and another on Radio 5
at the same time. The BBC in particular offered a favourable quote from
Wikimedia UK and the story leaned towards praising the practices of
Wikipedia and its volunteers as actually working well.

The BBC piece is the best of the three and WMUK has reached out to all
three sources. The article stems from a report published a while ago by the
Journal of the American Osteopathic Association. The paper was discussed by
members of WikiProject Medicine and some issues found in its methodology.

but I believe osteopathy in the US is somehow different from elsewhere. I

 finding large numbers of comparable articles are likely to be
 considerable.)

 You'd need to adopt a fairly different methodology if you wanted a
 random sampling; I suppose you could prefilter a sample by likely to
 be suitable metrics (eg minimum size, article title matching a title
 list from the other reference works) and randomly select from within
 *those*, but of course you would still have the fundamental issue that
 you're essentially reviewing a selected portion of the project.

This is excellent news, well done to everyone involved!

It's actually got me thinking a little. I wonder if it would be possible to
do a study of the, say, 50 largest Wikipedias and get a handle on which
articles are shared across all of them. This could then be used to analyse
where there are gaps that might usefully be filled - both in terms of
quality and content. Could be based around which articles are considered
the most important in each Wikipedia, akin to the list of vital articles on
EN:WP.

Is this something that could easily be done? Would it be useful?

Wikimedia UK is continuing to consult Wikimedians on the charity's
strategic planning for 2014-19. There are some key components of this work

   - Do you have ideas of other measurements, or tools we might use to
   measure, our impact?

   achievable, and trackable?
   - Which Outcome Measures we should be using against which to measure our

These plans are important because they establish a framework for our work

Wikimedia UK's board and staff have been working hard over the last few
months on our new Strategic

and we have just released the draft for community consultation. We hope
that the model we have

be of general interest to the wider wiki community, and we hope that as
many Wikimedians as possible will help us in critiquing and building on it.

The model starts with our Vision and
Valueshttps://wikimedia.org.uk/wiki/Vision,_values_and_mission_(proposed),
and uses those to inform our Mission. Within the Mission, we have
identified five high-level Strategic
Goalshttps://wikimedia.org.uk/wiki/Strategic_Goals that
will help us focus our activities. For each goal, we will be measuring our
ongoing progress against a series of desired outcomes, using numerical
targets where possible and narrative measures where we are unable to track
hard numbers.

This approach should ensure that our day-to-day activities are closely
focused on our Mission, and that our 'distance travelled' charitable impact
can be tracked over the entire five year term of the plan.

 Communications

Please see the above links to relevant press coverage received in December
and blog posts published during the same period. In other news, Wikimedia
UK is in negotiations with the BBC to develop a memorandum of understanding
which could lead to some very worthwhile collaborations. Work to develop
the open coalition continues. Wikimedia UK has agreed to fund a short-term
part-time project manager to expand upon this work. While funded by WMUK,
other groups such as Creative Commons, Open Knowledge Foundation and
Mozilla are also involved in the work. Details of the role will follow in
January. The chapter also signed the Free Knowledge Advocacy Group EU
statement of intent, joining seven other European chapters. Simon Knight
and Stevie both presented at the Nexters / KPMG event for education, social
and tech entrepreneurs.

 Administrative activities Board activities

In November the WMUK board co-opted three new trustees, Simon Knight
Padmini Ray Murray, and Joseph Seddon, to bring the number of members up to
ten.

   - Simon is a PhD student who has been very active with Wikimedia UK in
   education projects including as an EduWiki speaker; his research interests
   focus on learning analytics and open content education and cover such
   issues as using Wikipedia as a platform to support information literacy. He
   acts as the Trustee representative on the Grants and Education Committees.


   - Padmini is an academic with significant knowledge of the University
   Education field; she lectures at Stirling University on subjects including
   social media and participatory technologies. She sits on the GLAM and
   Education Committees.


   - Joseph is a highly experienced Wikimedian who will be well known to
   many in both the UK and wider communities; he was previously a hands-on
   director of Wikimedia UK before it became a charity, and has been following
   our progress closely and attempting to provide quiet advice ever since. He
   sits on the Governance, Technology and GLAM Committees.

Simon and Joseph's terms run until the 2014 AGM, while Padmini's runs until
November 2015.
 Communications

Please see the above links to relevant press coverage received in November
and blog posts published during the same period. In other news, the chapter
was represented by volunteers and staf at the Open Government Partnership
which examines the ways that governments can be more open with information
and data. The Free Knowledge Advocacy Group - representing a group of
European Wikimedia chapters, met in London and created their collective
statement of intent. This work is ongoing. A piece of wider work looking at
how Wikipedia could be used in different settings, including young
offenders' institutions, public libraries and places with no internet
access was begun. Stevie presented to a Nexters meetup at Somerset House(a
group of social tech entrepreneurs) about open licences and the Wikimedia
projects.

Andrew sums up the situation in the UK very well. For some Wikimedian in
Residence positions they are entirely funded by the chapter. Others involve
funding from both the institution and the chapter. A third model involves a
residency being funded by a third party. For example, there's a residency
which is being announced later this week working with a leading health
charity which is being funded by a third party. It's not announced publicly
yet, so can't give details, but watch this space!

Board activities

In October the WMUK board co-opted two new trustees, Carol Campbell and
Kate West, bring the number of members up to seven. Carol is a former
charity CEO who has worked in the hospice sector, the arts, a special
school and a cathedral and Kate is an operations and resource management
professional and has worked for a variety of high-profile, non-profit
organisations. Their terms run until the end of September 2015.

Aside from the regular comms work, the main driver of our external
relations work this month was developing relations with other local and
international groups of shared interest. This included the chapter being
represented (by staff and volunteers) at the Open Government Partnership
Summit, and presenting a session at MozFest. This work is ongoing and will
continue into the new year.

For the 'holiday month' a lot happened. See our reports on Wikimania Hong
Kong for instance. The office did more than chug along. A huge amount of
preparation want on towards the autumn and winter programme, Wiki loves
monuments in particular. In parallel the trustees were working towards the
expansion of the board. The number of volunteers has been growing steadily
as well and we hit the 100 mark eventually.

projects worked on during August included writing proposals to present at
the Open Government Partnership and MozFest, reviewing our suite of printed
publications, supporting Wiki Loves Monuments (including working on its

messages.

Please see the above links to relevant press coverage received in June and
blog posts published during the same period.

Perhaps the most important piece of communications work this month was the
production of the print version of Wikimedia UK's 2012-13 Annual
Reviewhttp://uk.wikimedia.org/wiki/2013_Annual_Review.
The booklet was shared at WikiConference 2013 and was well received, both
for its content and its design. Speaking of WikiConference, many of the
presentations given at the conference, including statements from the board
election candidates, can now be found on Wikimedia Commons

 Fundraising and Membership Fundraising

This month, we received £185 in one-off donations, with 5 individual
donations. The average donation amount was £37 - 17% of these donors have
had Gift Aid Declarations made and matched with their records. If anyone
would like a full (but anonymised) csv file with more information, please
get in touch with katherine.bavage[image: at]wikimedia.org.uk and let her
know your requirements.

There were 5,414 successful direct debits this month, bringing in a total
of £22,072.52
Membership

Up to 30th June 2013:

   - 176 new (membership commenced in preceding three months) and current
   members - with 7 new join-ups in June.
   - 39 'grace' members (membership within six months after date membership
   should be renewed)

This adds up to 215 members who were eligible to vote

I like the idea of sharing buttons, as long as they aren't too prominent.
Wikipedia was a social medium before the term was really in widespread use.
I think it also shows that our audience is important. Aren't we ultimately
about sharing?

Not sure how advertisements came in to the discussion, it's totally
different. If we agree we want to share the sum total of all human
knowledge, then it makes sense that we make it as easy to share that
knowledge as possible. Having small, discreet buttons that allow one / two
click sharing removes some of the barriers that may exist.  Just my
opinion, of course.

 form which is as neutral as we can achieve to produce. If you stop to
 sharing, then you may just as well let free to share advertisments
 invade wikipedia.

I really don't understand what's the supposed barriers, you can save the
whole page to send it, copy/paste the whole page, send the direct URL. What
the use case where current possibilities would prevent one to share this
knowledge?

By barriers, I mean anything that may dissuade users from taking an action
- in this case, sharing content. The fewer clicks / less time it takes to
share content, the more likely users (especially casual users) are to take
the required action. Worth noting in supplement here that a vast number of
users of Wikimedia projects are neither Wikipedians or dedicated readers.
They are casual visitors who may just be looking for a quick piece of
information or the answer to a specific question.

Please see the above links to relevant press coverage received in February.

The most prominent communications activity in February related to the
release of the Compass Review into Wikimedia UK's governance. This
generated some press coverage (see above) and plenty of conversation. Much
time was spent responding to questions and comments both on and off wiki.

One of the other main activities in February linked to communications was
the delivery of the second round of media training. This session was
attended by trustees, volunteers and some staff and looked at strategies
and techniques related to crisis management and widespread news coverage.

Plans were finalised for the media event in early March attended by Jimmy
Wales and guidance notes finalised. A series of short briefing papers was
prepared for Trustees and staff related to potential hot topics.

This month, we received £755 in one-off donations, with 14 individual
donations. The average donation amount was £52.93 - 43% of these donors
have had Gift Aid Declarations made and matched with their records. If

There were 5335 successful direct debits this month, bringing in a total of
£21,371.24.
Membership

Up to 28th February 2013:

   - 117 'grace' members (membership within six months after date
   membership should be renewed)
   - 4 expiring memberships.

This adds up to 279 members who were eligible to vote at as of 28th
February 2013.

The Financial Year ended on 31 January, and the various balances from
2012/13 are in the process of being closed off. We're also working with our
accountants to produce the Annual Report. In 2013/14, we'll be starting
with a new version of our accounting software (Sage) and a new [

our new treasurer, Greyham Dawes, will be helping to define.

The Q4 Management Accounts are viewable at [[Media:Management Accounts (Q4
2012).pdf]]. The figures in them are subject to revision, and the next set
of management accounts will look markedly different to this set. It's worth
looking at the final page of the accounts, which is the end-of-year
commentary: it's a very basic view of where we have over and underspent
during the year, which will help members understand which projects have
over- or under-achieved this year.

January was a fairly quiet month in terms of communications. We
re-introduced a scheduled monthly IRC chat for the Wikimedia UK community,
volunteers, trustees and staff to get together for a discussion. This
doesn't replace other means of communication but is a useful supplementary
event. These now take place on the third Wednesday of every month.

Planning for an event for journalists continued well. This is now booked in
for March. Other meetings with journalists were also fruitful and some
positive features will develop from these in the future.
The communications strategy underwent a review in January with a paper
prepared for the Board meeting at the beginning of February.

[Wikimedia-l] [Wikimedia Announcements] Wikimedia UK monthly report - December 2012

 month in terms of office activity as the winter break began on
22 December.
There were interesting blog posts on the first stage implementation of the
new visual editing tool for Wikipedia, Wikimedia Commons reaching the
landmark of hosting 15 million files and a Manchester Girl Geeks editing
event. Also covered by the blog were a training session for editors in
Stanford and an update on the Communications Data Bill.
We experimented a little with video this month, using the festive season as
an opportunity to record a message from staff to the community, accompanied
by a written message from Jon. This was well received so we'll be looking
to try out more video in the future. Also in keeping with the festive
season we designed and distributed some festive e-cards, which we hope you
enjoyed.
A loose framework has been created for this year's Annual Review. You can
see the top level page here. Each section breaks down into its own page.
Please do get involved in helping to shape this report and all content
contributions are welcome.
In more general terms Stevie has been trying to build networks and
relationships with organisations that share our broad objectives. During
December he met with Creative Commons, attended a Google-hosted event
called Interactivism and met with the Shoreditch Network. This work carries
over into January.

5th-9th - Andrew Gray ran a series of four workshops in Edinburgh for the
University of Edinburgh, the National Library of Scotland, and EDINA.
6th - Stevie Benton met with Matt Jukes of the Medical Research Council to
discuss Wikipedians in Residence.
19th - Robin Owain met with Rheinallt Foster-Jones (The People's
Collection) and Tom Pert (Mapping Officer, for the Royal Commission on the
Ancient and Historical Monuments of Wales) at Llanberis. Piloting 100
CC-BY-SA images etc.
19th - Andy Mabbett ran a session on Wikipedia and its relevance for local
government at the HyperLocalWM unconference. He also wrote a piece
advocating open licensing, for the unconference's own newspaper!
20th - Stevie visited the town of Stamford, Lincolnshire, to learn more
about their project to improve local content.
20th - Andrew Gray and Richard Symonds met with the Imperial War Museum to
discuss Wikipedians in Residence
21st - Andy Mabbett travelled to High Wycombe to pilot new method of
Wikipedia (and OpenStreetMap) training, Tupperware Party style!

*Communications*

The key area of importance in communications this month was a series of
articles published in The Times about the influence and activities of some
PR agencies on Wikipedia. The stories were fairly significant in that they
highlighted the widespread manipulation of Wikipedia by agencies on behalf
of their clients. One of the stories even made the front page. Given that
the journalists from The Times were open and transparent about their
research and interviewed Jimmy Wales to present a Wikipedian view, the
story was sympathetic to the Wikimedia movement. The story gained
relatively little traction across other outlets, although The Telegraph and
The Observer both ran online pieces.

Fundraising and Membership  *Fundraising*

This month, we received £443.26 in one-off donations, with 13 individual
donations. The average donation amount was £34.09 - 62% of these donors
have had Gift Aid Declarations made and matched with their records. If
anyone would like a full (but anonymised) csv file with more information,
please get in touch with katherine.bavagewikimedia.org.uk and let her know
your requirements.

As for direct debit donations, there were 5349 successful direct debits
this month, bringing in a total of £20,917.12.
 *Membership*

Up to 31st October 2012:

   198 new (membership commenced in preceding three months) and current
   members

   51 'grace' members (membership within six months after date membership
   should be renewed)

 This adds up to 249 members who are eligible to vote

A membership survey was distributed on 30th October 2012 , the results were
