As far as I know this was only ever in a first iteration draft recommendation <https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Recommendations/Iteration_1/Diversity/9> of the Strategy process, and faced strong opposition <https://meta.wikimedia.org/wiki/Talk:Strategy/Wikimedia_movement/2018-20/Recommendations/Iteration_1/Diversity/9> so went no further. With regards to this particular image the Diff footer and Commons file page <https://commons.wikimedia.org/wiki/File:Pi%C3%B1a-Seda-_Pineapple_and_Silk_Cloths_from_the_Philippines_12.jpg> both indicate it is in fact released under CC-BY-SA 4.0.
