When it comes to the specific photo: I also don't know why the editors
chose this caption (I didn't) – I have tried to get them to change it but
no reply yet. The photo is published on Commons under CC BY-SA:

As far as I know this was only ever in a first iteration draft

Great initiative. Was reading the diff post and what popped out immediately
was that the image used is licensed NC ND :-)
