The WMCON14 programme team (9 members from different chapters, plus 1 WMF and 1 WMDE staff member) has published the first outline of the conference programme a few weeks ago: https://meta.wikimedia.org/wiki/Wikimedia_Conference_2014/Programme Thanks for all you comments and input so far! The team is currently busy with incorporating the feedback and will provide updates in the coming weeks. If you have further input or know a speaker who you think is an expert in one of the topics, please speak up (on the talk page or via wmcon-...@lists.wikimedia.de). Also, please note that there is a discussion about inviting affiliations-to-be going on, where your input is needed, too.
