I know in WA even getting a computer lab is like getting teeth pulled.
Usually requires a booking 3 weeks in advance and not unheard of for it to
be cancelled before you get there because another class grabbed it - and
that's even in a well funded high end state school. Obviously your $12k a
year private schools are a different story entirely as every student has
their own laptop and it's all done that way, but yeah - education funding
here has always been very stretched because of rapid growth (i.e. education
funding goes on building new schools in areas that magically appeared
overnight, not on fixing the existing schools.) That's why teachers here
generally sneer at online initiatives that do not include a very heavy
allowance for teacher resources which can be taken offline. One once told
me, Oh, I got this pack from the Government but I couldn't print it out so
I just binned it, do these people even do market research?

I am surprised that NSW schools have unreliable net connections. By
Australian standards the internet connections are really good unless
you are out west somewhere. I know in public schools Wikimedia sites
aren't blocked and DET and the Board of Studies are slowly having a
culture change about Wikipedia.
I think starting off with one Key Learning Area and building upon that
is the way to go. I think this will also build trust among the
sceptics.
