Well, we can get non-existent articles up as well

usually top-importance items are big-ticket things like Menzies etc, will
need a lot of work even if they are already B because we need lots and lots
of info.

Whereas non-existent obscure things can be done more quickly.

It's quite a long list
There are (apparently) 41 articles that are both "top importance" and "b
class" - can someone find that list (I can never remember how to go about
getting these kinds of category-combos
