But, based on a talk I heard at a museums conference, any digitisation of
indigenous artefacts is a culturally sensitive matter that appears to
require considerable engagement with the communities involved. Based on
talks with one of our state heritage organisations, many indigenous heritage
items in their register have deliberately wrong locations because landowners
and others have been known to destroy indigenous heritage (e.g. bora rings)
because of the constraints such heritage items can place on land use etc.

 

For example, the Qld indigenous heritage register is not online accessible
with a complex set of rules of who can submit a search request:

whereas the regular heritage register is online for all to see.

 

I suspect encouraging the public at large to go out and photograph
indigenous artefacts for WLM is likely to result in something going wrong at
some point and bring bad publicity for WMAU and/or WLM. I think it might be
OK to encourage indigenous people to photograph indigenous artefacts within
their own communities as presumably they would better understand what could
and could not be made public, but it's all pretty complex territory in my
limited experience.
