Hoi, There is no need to have articles first.. We have added quite a number of members of the National Assemblee of South Africa that do not have any mention in any wikipedia but a red link. With items in Wikidata and associated labels all these people can be found in any Wiki that has WD-search enabled. Like in India, South Africa has many official languages and languages that are both spoken and written. Bartov first talked about a fundamental prerequisite: The *sine qua non* of most programs is a core of self-motivating active editors. Most of the things you want to do, most of the things chapters in the global north are doing, depend on this core. It can be as small as four or five people, but those people need to be actual active editors ... who edit because they like it, they enjoy editing Wikipedia or Commons, they get it, and they are inherently committed to our principles like NPOV; not people who are editing because there's a contest on and they want to win the laptop. If you want [a GLAM partnership] with the National Museum of Cameroon ... how are you going to deliver on what you promise the museum if you don't have local editors who will do the work – write the articles, show up to meet the curators. You advise the community to discuss this project only in META and yet you are trying to reach community members by phone. After I placed my questions in META, you gave me a telephone call to discuss the questions I asked in META. That was a heated call almost shouting at me without allowing me to explain anything. Then you come in Facebook chat and challenged me to revert an edit in Tamil Wikipedia if I don't see value in the label-o-thon project. In my 9 years of serving the movement, no community member / staff has ever spoken like this. Who are you to dictate what I should do? Samuel, Recriminations haven't been without reason. As repulsive as they are, they've actually been fueled by anarchy of the way things have been taken forward in India by WMF right from the multi-million Rupee India Programs - much of it worked out in a very hush-hush manner. Questions asked by the community members have either been suppressed or ignored. Many questions still lie unanswered which is a shame.
