Re: [Wikimediaindia-l] Indian Parliamentarians' Label-a-thon

2014-05-17 Thread Gerard Meijssen
Hoi,
There is no need to have articles first..

We have added quite a number of members of the National Assemblee of South
Africa that do not have any mention in any wikipedia but a red link. With
items in Wikidata and associated labels all these people can be found in
any Wiki that has WD-search enabled. Like in India, South Africa has many
official languages and languages that are both spoken and written.
Thanks,
 GerardM

This will involve creating label for each parliamentarian and a

Re: [Wikimediaindia-l] Legal threat for Wikimedia community volunteers in India getting WMF grants

2014-05-17 Thread ansuman
I have already said myself that Vishnu misunderstood my words as a threat
when it was not. Mistaking my words he had said, what he had to say. And
later he had apologised in the same thread. That's why I said he has very
poor understanding skills. And also i have said already 'there is no point
accusing him, writing the email on the first place was a mistake by me'.

If that was not clear enough, let me say again. I'm dropping the allegation
against Vishnu.

Thanks Ravi.

Ansuman

On 16 May 2014 18:52, Ravishankar ravidre...@gmail.com wrote:

 Hi,

I requested Ansuman to share his email conversation with Vishnu.

He gave only a very brief snippet.

From what was shared with me, it is impossible to form a clear opinion
about the conversation. So the benefit of doubt should go to Vishnu.

 The conversation goes like this:

Ansuman states that he will have to escalate some issue (which cannot be
known unless the full conversation is shared) to the attention of WMF
 staff.

Vishnu views this as a potential threat, says this is against Wikipedia's
Five pillars and says if such moves are made in future this can be held
against Ansuman in a public platform (the nature of this platform is
unclear. It could be even a open discussion in mailing list of META)

It is my personal judgment that neither of them have made any real threats
of serious nature even though either party is bound to feel so in the heat
 of the conversation.

So, I request Ansuman to drop his allegation against Vishnu.

Doing so will only boost the integrity of the community and let us focus
 on real issues.

Re: [Wikimediaindia-l] On CIS's grants request from Wikimedia Foundation

2014-05-17 Thread Dhaval S. Vyas
Talking about bad precedents, the CIS partnership is itself one such bad
precedent which is evident from the fact that WMF won't be repeating this
model of partnerships in future.
+1+1+1+1000

The only way to gain the trust of the community is to make an exeption and
share this contract with the community. If not in public, at least in
private communication with other important stakeholders in the community.
(Say WMIN and FDC).

If WMF is unable to make this exception, then their exception making CIS
eligible for FDC through a board resolution can only be seen as a bias.

 Vishnu,

//Other than the 2 year Grant Agreement CIS has not signed any other

I checked with the WMF Grants team if the grant agreement I have signed
 with them is confidential.

 https://meta.wikimedia.org/wiki/Grants_talk:PEG/Ravidreams_-_Tamil_Wikimedians/TamilWiki_10_years#Is_the_grant_agreement_confidential.3F

Their response doesn't hint at legal contracts, confidentiality, bad
precedents etc., and instead I get gladly pointed to a sample grant
 agreement.

 https://meta.wikimedia.org/wiki/Grants:PEG/Example_project_grant_agreement_for_groups_and_organizations

The example grant agreement notes as follows:

//This type of grant agreement is used by WMF to make grants to both
incorporated nonprofit organizations and nonincorporated groups. Some
requirements in the agreement are specific to organizations and other
 requirements are specific to groups//

I assume CIS comes under nonprofit organizations group as defined above.

You say that CIS has not signed any other contract besides the 2 year
grant agreement but Asaf repeatedly uses the word contract in his
 explanation at

 http://lists.wikimedia.org/pipermail/wikimediaindia-l/2013-November/010603.html

//We (i.e. WMF) will not be sharing that agreement, on principle: not
because there's anything secret or damning in it, but because we do not
want to create a misleading precedent that may set the expectation that all
WMF contracts are subject to community review. This isn't, and cannot be,
the case. We likewise do not expect Chapters or other partners to publicly
 share contracts//

Given the context that you are a working partner of WMF, then we have to
assume that this grant agreement is your contract defining the terms and
conditions of your working relationship with WMF.

So, please let us not use the misleading term grant agreement for this
document you have signed with WMF.

Talking about bad precedents, the CIS partnership is itself one such bad
precedent which is evident from the fact that WMF won't be repeating this
 model of partnerships in future.

It is not the questions you choose to answer that boosts the trust but the
questions you choose to ignore and choose to remain silent that reduces the
 trust.

 * What are the terms and conditions of your working relationship with WMF?
 * What is the exit clause?
 * Were you asked to work on specific programs like Wikipedia education
programs which you sell to naive communities as their needs?

These are some important questions that are left unanswered.

I wouldn't blame CIS. In fact, as you have mentioned in many places, you
are way more transparent and responsive than WMF and I genuinely appreciate
 your effort and patience.

It is sad and ironic that WMF chooses to work this way. WMF is noble in
their mission of increasing global south participation but they are failing
 miserably in executing it.

[Wikimediaindia-l] Outcome of CIS work in Kannada Wikipedia

2014-05-17 Thread Ravishankar
MarHey,

Any community member here from Kannada Wikipedia?

I would like to understand the outcome of CIS work there.

https://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Signpost/2013-10-02/News_and_notes

lists one of the lessons learned as follows:

//Single-session, general-audience outreach has negligible impact
everywhere (for example, just giving a single talk about Wikipedia to
whoever shows up—the conversion rate to editors is tiny, and yet we keep
*doing* it.//

(Do give a full read of that whole section 1.3 Lessons learned)

Yet, CIS seems to be repeating sich negligible impact outreach programs
many times in March and April 2014. This includes Tulu workshops where
there is active editor community at all.

To quote Asaf again:

//So just what *has* the Foundation learned about the criteria for funding
successful activities? Bartov first talked about a fundamental prerequisite:
The *sine qua non* of most programs is a core of self-motivating active
editors. Most of the things you want to do, most of the things chapters in
the global north are doing, depend on this core. It can be as small as four
or five people, but those people need to be actual active editors ... who
edit because they like it, they enjoy editing Wikipedia or Commons, they
get it, and they are inherently committed to our principles like NPOV; not
people who are editing because there's a contest on and they want to win
the laptop.

Where that core doesn't exist, it's very hard to deploy any other type of
program. If you want [a GLAM partnership] with the National Museum of
Cameroon ... how are you going to deliver on what you promise the museum if
you don't have local editors who will do the work – write the articles,
show up to meet the curators. So this is the big, big challenge for which
we don't have an answer: how do you grow such a core ... in a certain
country? ... we're now cautious about active investment where there is not
an active community—although it's still possible if you give us a really
great idea.//
The only outcome of such initiatives seem to be PR material like this:

http://www.thehindu.com/todays-paper/tp-national/tp-karnataka/wikipedia-taps-students-for-kannada-content/article5824580.ece

where Pavanaja quotes as follows:

//There was a significant increase in the number of editors after 500
students of Christ University, Bangalore, were trained in editing at a
workshop held in January this year.//

And when you look at Kannada Wikipedia stats, the user activity has
returned to pre-education programme levels within a month

http://stats.wikimedia.org/EN/TablesWikipediaKN.htm

So, I would like to understand why the wheel is getting reinvented again
and again with an insane budget besides documented evidence of WMF's
learning on this.

Stop doing paid outreach.

Hey,

The last mail should just start with hey. Marhey is a typo.

Check
https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Events#March_2014for
the list of paid outreach events which have disputable value.

I assume that such outreaches are done despite the value to hunt for
potential partners for Wikipedia Education program.

[Wikimediaindia-l] Potential lobbying by CIS on their own FDC proposal

2014-05-17 Thread Ravishankar
Hi Vishnu,

Could you please clarify if the following user account

https://meta.wikimedia.org/wiki/Special:Contributions/The-solipsist

belongs to a CIS employee named Pranesh Prakash

http://cis-india.org/about/people/our-team

The very unique user ID Solipsist is seen to be coinciding with his gmail

He is also suggesting in Twitter that WMIN funding be stopped.

Rahim,

As a CIS employee, you should learn professional etiquette and be
consistent.

You advise the community to discuss this project only in META and yet you
are trying to reach community members by phone.

After I placed my questions in META, you gave me a telephone call to
discuss the questions I asked in META. That was a heated call almost
shouting at me without allowing me to explain anything.

Then you come in Facebook chat and challenged me to revert an edit in Tamil
Wikipedia if I don't see value in the label-o-thon project.

In my 9 years of serving the movement, no community member / staff has ever
spoken like this.

Who are you to dictate what I should do?

Hi Ravi,

I ask the same,
Who are you to dictate what I should do?
And what my community should do?

I didnt shout at you, you are shouting at me everytime you remind me that
whatever I do is being done as CIS employee, though this whole conversation
goes with my personal ID and not CIS's.

Rahim,

If you are doing this project as a volunteer, why are you documenting it as
a CIS proejct?

https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Events/Indian_Parliamentarian_Label-a-thon

I have never dictated on what Telugu or any other community should do. But,
I do share my feedback and comments as a neighbourhood community member.
Please, do not forget I was part of the Hyderabadi Wikipedia community
during 2011 - 2012 and actively participated / initiated some community
meetings.

You may also watch an evidence for this at

2014-05-17 Thread Ravishankar
Rahim,

Let me decalre this.

I am BOYCOTTING to sign up for this labelothon event for the following
reasons.

* Signing up for this event will only help CIS-A2K undue credit for
existing organic communty's work. There has been past evidences for these
as seen

https://meta.wikimedia.org/wiki/Grants_talk:APG/Proposals/2013-2014_round2/The_Centre_for_Internet_and_Society/Proposal_form#Q4

and

https://meta.wikimedia.org/wiki/Grants_talk:APG/Proposals/2013-2014_round2/The_Centre_for_Internet_and_Society/Proposal_form#Segregating_organic_metrics

* Soon after I register a difference of opinion in META, I receive a phone
call shouting at me and a Facebook chat challenging me to an edit from a
CIS employee. This is no way to treat the community members and I strongly
PROTEST.

* I would rather spend my energy in contributing to full length articles
like

https://ta.wikipedia.org/s/3hjv

which are more useful and highly visible.

Samuel,

Recriminations haven't been without reason. As repulsive as they are,
they've actually been fueled by anarchy of the way things have been taken
forward in India by WMF right from the multi-million Rupee India Programs
- much of it worked out in a very hush-hush manner.

Questions asked by the community members have either been suppressed or
ignored.

Many questions still lie unanswered which is a shame.

Actually, I think both WMF and CIS are primarily interested in
building trust with the community. That is where most energy, effort,
and communication are directed: however unsuccessful those efforts.
 Nice use of invincible, btw.

There is almost no communication or interaction between the WMF and
CIS : but when it happens it is brief and to the point; respectful,
low-key, and impersonal; focused on accomplishing specific tasks.

There is a far larger amount of communication and interaction between
both groups and the community: but with more recriminations and less
 focus.

You should perhaps post this to the Kannada Wikipedia mailing list to get
some answers from some actual contributors.

 *doing* it.//
