I hope I am wrong, but this doesnt look like it fits within the
participation assistance scheme.  Instead it looks like the assistance
is to cover travel to USA for an internship at NASA-related
organisation.

The grant request page is quite confusing.

I'm quite sure that browser addons can inject Ads into https, if they
want to.  so https is not the answer to this problem.   do you have

Sorry Srikeit!  I did assume it was Internet Explorer because I
foolishly didnt believe that Google Chrome allows ad injection!?

ads must be outside the page's normal flow and clearly state which
extension they are bundled with

I think it would be useful to inform Google of this, as it breaks their policy.

  won't support Indic scripts.  There are several bugs related to this. One

It is great to see that the Proofread Page namespaces are going to
recorded  created at the beginning.  Thank you for your efforts.

The Page and Index namespaces must match the names in the Proofread
Page messages, otherwise we end up with a mess.

Gerard, would it be appropriate for the Proofread Page extension to
also define messages for the Page_talk and Index_talk namespaces , so
that they are all translated on translatewiki.net?

I believe that either WM Canada or WM India should do this, as these
countries have the most useful copyright systems for our objectives.

I think that all Australian works which are public domain in Australia
(but not public domain in the United States) are also public domain in
India and Canada.  We need to check this with lawyers.

Wherever this new 'Wikisource' is located, the chapter needs to be
careful to ensure it maintains the high standards of copyright
compliance that Wikisource achieves.

Wikisource already has a Commonwealth copyright wikisource

it is called Wikilivres, and it is hosted in Canada.

On that website you will find many examples of works which are illegal
to distribute on US servers.

Whenever English Wikisource finds a work which is illegal in the US,
but legal in Canada, it is moved to Wikilivres.

Wikilivres is currently paid for by a Wikisource administrator [[user:Yann]].

The best example is Gandhi

Many of his works, and translations of them, are not public domain in
the United States.

 In 2008 December, Kerala Government has officially announced that it is
 changing  the license of similar encyclopedic project in Malayalam
 (sarvavijanakosam) to Free documentation license so that Malayalam wiki
 community can reuse its content to develop Malayalam wikipedia. Governmant
 has officially announced it. Kerala Government has also set up its own wiki
 (to help us) for Sarvavijanakosam and they are slowly digitizing the content
 and posting in its own wiki (http://mal.sarva.gov.in). They have completed
 some 2,900 articles now. We are reusing this content to enhance many of the
 existing articles. But we are not copy pasting  the entire content due to
 various reasons. The main reason is, the content need to rewritten as per
 the style of wikipedia.

The wikisource transcription software is a mediawiki extension, so it
could be added to mal.sarva.gov.in.
