Please assume some good faith.

Even if all 60 candidates who applied are eligible, they still need to
select 25 people.

Even if only two people are selected from each community, it can easily
fill the 25 seats.

The selection criteria listed by CIS-A2K is good.

May be they can also display how they ensured diversity in terms of gender,
region, language, wiki project, and wiki age of the candidates.

Hi Anirudh,

Thanks for sharing the recent developments in enwiki regarding sysop
selection. As far as I have checked, fewer sysops getting elected every
year seems to be a global trend.

After the first three months period, bureaucrats automatically renew
adminship

* For next 6 months
* After that, for next year
* After that, permanent adminship is granted.

Sysops don't need to go through another election or file a request. It
automatically gets renewed as long as there are no major unresolved
complaints against the sysop which merits a desysop discussion.

I am also adding the qualifying criteria to nominate one for adminship:

A potential candidate seeking adminship should have

* At least 1000 mainspace edits

and/or

* At least 50 articles creation

and should have

* contributed actively in at least some of the months in the past one
year in general, be cordial with other users
* in general, contributed to the overall development of Tamil Wikipedia
by helping other users, conducting workshops etc.,
* in general, show inclination to learn Tamil Wikipedia rules, culture
and abide by that.

In general indicates one's general behavior excusing one or two incidents
where they behaved to the contrary.

All the 10 candidates got elected with almost unanimous votes.

All candidates who got their adminshipin January 2019 have renewed it for
the next 6 months.

This shows that the community was willing to trust in many users but was
limited by a lack of process to elect them.

[Wikimediaindia-l] New User Contest creates 918 articles in Tamil Wikipedia

We created 918 articles over a period of 3 months where 25 new editors
participated.

The total prize money was 52,000 INR.

[Wikimediaindia-l] Tamil Wikipedia elects 10 sysops at a time

Hi,

Tamil Wikipedia elects 10 sysops at a time after a gap of almost 5 years.

After 2013, we hit a policy deadlock where we couldn't agree on how to
elect a new sysop, what are the qualities of an ideal sysop, etc.,

Even after repeated attempts, we could not solve this as the fear of being
not able to easily desysop someone made us look for higher and higher bars
for a perfect admin.

So, how did we solve?

Recently, MediaWiki allows someone to get sysop access for limited periods
of time like 1 month, 3 months, etc., This is how Stewards grants adminship
in many small wikis.

We felt when there is the possibility of granting adminships for trial
periods and renew them thereafter, we don't need to keep the bar for
adminship very high.

We also proposed to start a Wiki Admin School where others can mentor the
new admins.

So, after a month long discussion and community consensus, we conducted our
sysop elections and elected 10 sysops at a time.

Right now, we have 42 sysops  with one of the highest sysops per users
ration among all global Wikis.

We plan to elect 6 new sysops every quarter and are discussing a similar
policy for bureaucrat election.

We strongly believe having a diverse pool of sysops makes them feel
empowered to serve the Wikimedia movement for a long period of time.

Hi,

At the end of 12 weeks (22:10, 24 May 2018 (UTC)) after the Project Tiger
writing contest went live,

149 users have created 3230 articles adding at least 1,34,802 pageviews
through newly created articles.

Punjabi leads the contest with 908 articles followed by Tamil, Urdu,
Bengali and Malayalam.

The upcoming week is the final week. We request all communities to
participate with enthusiam and make this contest a great success. Even if
10 members from each community write one or two articles a day, we can add
another 1000 articles.

The contest runs until May 31st, 2018.

131 users have created 2231 articles adding at least 87,852 pageviews
through newly created articles.

Punjabi leads the contest with 597 articles followed by Tamil, Urdu,
Bengali and Malayalam.

Besides these community accomplishments, we are happy to note that the
following Wikipedians have completed more than 100 articles so far.

writing contest went live,

104 users have created 1345 articles adding at least 42,374 pageviews
through newly created articles.

Punjabi leads the contest with 413 articles followed by Tamil and
Malayalam.

Besides these community accomplishments, we are happy to note that the
following Wikipedians have completed more than 100 articles so far.

Please note that Top 3 winners in each participating community will win
prizes worth 3,000 INR, 2,000 INR, and 1,000 INR every month. Besides
monthly prizes for individual editors, the community that creates the most
number of articles will win a *community capacity training prize which is
worth 10,00,000 Indian Rupee budget to train 40 people for 3 days*. The
training will be facilitated by CIS-A2K and the Wikimedia Foundation.

* Up to 500 topics based on specific locally relevant themes as determined
by the local community organizers following local community discussion.

Please see a proposal to create a list of articles that every Indian
language Wikipedia should have
.
Special focus is on educational needs of a common school / college student
or a common man from India / South Asia who uses Wikimedia content as a
reference to enrich his/her day to day knowledge.

The idea is to generate a long term wish list by community consensus. The
list will also have its immediate utility in encouraging participants of
Project Tiger writing contest to write articles from this list of topics.

[Wikimediaindia-l] Launch of pilot project supporting Indian language Wikipedias

Hi everyone,

The Wikimedia Foundation, in partnership with Google and the Centre for
Internet and Society, is launching a pilot project to address local online
knowledge content gaps in India. The project is designed to engage and
support active Wikipedia volunteers to produce valuable new content in
local Indian languages. The pilot will run from November 2017 to May 2018
and will collaborate with Wikimedia India chapter, Wikimedia user groups,
and may involve up to ten Indian language Wikimedia communities based on
their interest and participation.

The overall goal of the project is to increase the number, depth, and
relevance of Wikipedia articles in Indian languages. We will evaluate
success along these dimensions and will share results with the Wikimedia
community after the pilot’s completion.

? I
recommend encouraging the use of this tool for new users trained through
outreach programs.

The Tamil Wikipedia community has started promoting the usage of this tool
for new editors
,
and we are getting 100s of quality articles in just a few days. The tool
solves more issues beyond translation like:

* Choosing the right topic (If it is in English Wikipedia already, it is
less likely be deleted for notability and other reasons)
* Providing quality content for translation
* Users don't need to spend time learning Wikipedia Manual of Style, Wiki
Markups, etc.,
* Providing proper attribution
* Avoiding copyright violation
* Adding Wikidata links

Once the new users understand how to use this tool, we are getting
continuous engagement and quality contributions which were not possible
before because of the long learning curve.

The only thing that you need to emphasize and take care is that they don't
submit machine translated texts without correction.

[Wikimediaindia-l] Invitation to join the community review team for Wikipedia awareness campaign in India

Hi,

We are beginning a unique creative project in India, and we would like your
help.

As you may know, recent research has shown that Wikipedia awareness is low
across India. How low? Just 25% of 9,200+ Indians said they had heard of
Wikipedia

in a phone survey last year. Now, the Wikimedia Foundation is piloting ways
to change this trend.

Our goal is to measurably raise awareness for Wikipedia in India, so more
people know what it is, and more people use it. This will help further
power growth in Wikipedia’s relevance, adoption, and familiarity- all of
which help our movement grow.

So what is the Foundation doing? We are piloting the development of
entertaining web videos that explain and promote Wikipedia. These short
clips will work as videos on social media or as ads on promotional blogs,
sites, and possibly TV.

Why make videos? A consultation with Indian Wikimedians in December &
January highlighted “social media posts” and “TV advertisements” as the top
suggestions for promoting Wikipedia

in India, after in-school activities. Because the Foundation is already
working on education partnerships, we have decided to explore the combined
impact of a social media + TV approach, and that requires videos.

How can you help? Today, we are looking for volunteers to inform and review
these promotional web videos. What does that mean specifically:

   -

   Reading script ideas and providing topics that seem entertaining and
   informative
   -

   Making sure creative choices (from characters to Wikipedia articles
   shown) are on-brand for Wikipedia in India
   -

   Suggesting ways for making the web videos more applicable to community
   needs and use

Volunteers would be on a small “promotion team” of 4-6 total people. They
will work closely with Foundation staff like me and Zack McCune who is
leading this project.

What’s the commitment? About 1-2 hours a week for six weeks.

How will we communicate? Mostly via email, with 1-2 video calls (Skype or
Google Hangouts).

What language will these promotional videos be in? Hindi! And that means
volunteers do not need to speak English to participate in this pilot
project.

While we will have to choose only a few folks for this first pilot, we hope
to expand the size of review teams as this becomes a more practiced
process. We are looking for community members who have experience working
in the media, are proficient in Hindi, and share a passion for registering
diverse voices speaking for the movement.  We would prefer that interested
volunteers nominate themselves at the Hindi Wikipedia village pump

and be endorsed by fellow community members to represent them.

T. Shrinivasan , a Tamil Wikipedian, wins
2016 Sundara Ramaswamy award for Tamil Computing for his contributions to
Free Tamil Ebooks and Indian language Wikisource projects.

This is the fourth year in a row that people supporting Tamil Wikimedia
projects are winning this honor. This award includes a cash price of 1000
Canadian dollars and is being presented by the diaspora Tamils organization
called Tamil Literary Garden based in Canada.

He is a passionate advocate and an exemplary contributor to Tamil computing
related FOSS (Free and Open Source) software. He has been promoting Free
Culture movements in Tamil for over ten years. He has developed tools
related to OCR, which enabled transcribing thousands of Tamil books, adding
more than 500,000 pages to Tamil Wikisource and Noolaham Digital Library.
His tools also support the growth of other Indian languages. He is the
former coordinator for the Indian Linux Users Group Chennai and the founder
of non-profit community project FreeTamilEbooks, which publishes DRM-free
ebooks in Tamil under Creative Commons licenses. Till date, it counts more
than 4.7 million ebook downloads.

He started an online magazine run by volunteers for Free Software in Tamil,
Kaniyam. Kaniyam has published several technical Tamil books such as “எளிய

Free Tamil Ebooks is a non-profit initiative providing hundreds of free
ebooks to readers in the Tamil language. This is a unique project in the

About OCR tool for Wikisource projects

OCR for Wikisource is a game-changing tool that converts Pdf or Djvu files
to text using Google OCR and uploads the content automatically to
Wikisource. Since December 2015, this tool is under active development with
intense collaboration from various Indian language Wikimedia communities.
By September 2016, the tool has added more than 900,000 pages to Bengali
and Tamil Wikisource projects. Addition of 2000 nationalized books to Tamil
Wikisource is a significant milestone. This also catapulted Tamil in to the
list of Top 10 Wikisources in the word by page count. The same tool is used
by Noolaham project to OCR Tamil works from Sri Lanka and make it
searchable online.

[Wikimediaindia-l] Government of Tamil Nadu orders its departments and institutions to release content under CC-BY-SA

Hi,

Tamil Development and Information Department of Government of Tamil Nadu
has issued a Government Order (Number: 105, Date: 01. 07. 2016) to Tamil
University, Thanjavur and all other government departments and institutions
to release all their publications, archives and collections under Creative
Commons by Share-Alike license.

This Government Order has got the approval from the TN Government's Legal
Department and issued by the order of Governor of Tamil Nadu. The order can
be seen here
.
We have asked for a copy of this order in English.

This order comes as part of the public policy initiatives undertaken
through the collaboration between Global Tamil Wikimedia Community and
Tamil Virtual Academy  (TVA).

The community recognizes this as a significant milestone in spreading free
knowledge for the benefit of Tamils. We also hope that this sets a good
precedent for all government institutions across the country. We thank the
Government of Tamil Nadu, former director of TVA Mr. T. Udhayachandran I.
A. S., and Assistant Director of TVA Mr. Thamizhpparithi Maari who played a
key role in getting this order issued.

Hi,

* PEG request for WCI 2016

has been approved. We appreciate WMF PEG team's support and decision in
facilitating this. We thank all community members who endorsed and
contributed to this initiative. We are excited and look forward to an
intensive month planning and executing WCI 2016.

* Phase 1 filtering of scholarship applications has been done. Among 450+
applications, 200+ applications have been shortlisted for final review. We
are expecting to announce the results by July first week.

* WCI 2016 Call for Participation

is open now. Please submit your proposals for paper presentations,
lightning talks, and workshops.

* Please take WCI 2016 Program Survey
 and help
us design the conference based on community's needs.

* Please place any feedback regarding the event at the meta talk page

[Wikimediaindia-l] Signing off as WMIN Program Director

Hi,

Effective 01 February 2016, I have changed the nature of my engagement with
Wikimedia India (WMIN) from staff to volunteer.

I joined WMIN when the overall scene in the Indian Wikimedia movement was
tumultuous. It wasn’t easy getting things back on track. In the last 16
months, I hope I have succeeded in restoring the trust of all stakeholders
including WMF, CIS-A2K, and the community. It was an honour to represent
the movement in India, and I thank all who have helped me shoulder this
responsibility. I know that I have played my part in empowering at least
one Wikimedian to contribute more actively and nurturing at least one
Wikimedia community. And that gives me immense satisfaction as I sign off
as WMIN’s Program Director.

At the moment, WMIN cannot hire or retain any staff until it gets FCRA
permanent registration and succeeds in securing next grant. I hope to
continue serving WMIN as a volunteer to the best of my abilities while it
undergoes this transition.  I will also be contributing to various
Wikimedia projects and events as usual in my capacity as a volunteer.

I wish WMIN all the best and look forward to it playing a bigger role in
the movement as it matures.

On 09th January 2016, WMIN, on behalf of Global Tamil Wikimedia Community,
signed an MoU with Tamil Virtual Academy, Chennai.

We will collaborate with or seek support from Tamil Virtual Academy under
various domains including and starting with the following:

   - Policy initiatives for adoption of free content licenses in public
   institutions
   - Infrastructure support
   - Capacity building programs
   - Digitization of Galleries, Archives, Museums, Libraries in Tamil Nadu
   - Access to information for writing Wikipedia articles
   - Wikipedia content improvement
   - Outreach
   - Wikipedia in Education

Global Tamil Wikimedia Community approved this collaboration with
unananimous support. Full text of this MoU

*Tamil Virtual Academy* (TVA) is a high-profile
 autonomous
institution established by the Government of Tamil Nadu under its
Information Technology Department. TVA aims at providing Internet-based
resources and opportunities for the Tamil communities living in different
parts of the globe as well as others interested in learning Tamil, Science,
Technology, Tamil Computing software and acquiring knowledge of the
history, art, literature and culture of the Tamils and to identify,
establish, maintain and promote the solutions for the Tamil computing
requirements of Tamil Diaspora, Government, Educational, Media and Business
institution.

We believe that collaborations like these will help us set the precedent to
engage in free content advocacy works in other parts of the country.

[Wikimediaindia-l] 2000+ books nationalized by The Government of Tamil Nadu released in Public domain

The Government of Tamil Nadu has declared all books that have been
nationalized so far and all books that will be nationalized in future will
be released under CC0 1.0 Universal (CC0 1.0) Public Domain Dedication
license , when their
copyright has not already expired according to  Indian Copyright Act, 1957
and Indian Copyright Rules, 1958.


Nationalization of books written by eminent people who have worked for the
development of Tamil language and society is a pioneering scheme by Tamil
Nadu Government where copyright is acquired following due procedure and the
books are declared nationalized for public usage.


The Government of Tamil Nadu first acquired rights for the works of
Poet Subramania
Bharathi  in 1949 and
announced his works as nationalized in 1963. Since then it has nationalized
2000+ works written by 100+ authors.

In order to make these books fully available for public usage globally, it
is essential that these books are available under a free content license.

I have an appeal for Wikimedians from India who have attended Wikimania
more than two times.

As you all know, attending Wikimania is a very proud and motivating moment
in a Wikimedian's journey. But, we have only limited scholarships. There
are many deserving Wikimedians who have applied many times but never had
the chance to attend even once. We can increase the chance of new members
from our communities attending Wikimania by not applying again for a
Wikimania scholarship for the next few years.

We can also help by spreading the word and encouraging more members to
apply. There is a global mentorship program too this year  -

We need help to test this tool in all these languages.

You will need:

1. Linux system with python installed.
2. Proofread extension installed in your Wikisource.

We have a Facebook chat group with representatives from all these languages
testing and improving this tool. Please feel free to join us.

Let us know if you need help doing this. You can run the test in a sample
pdf file in commons.

Once you are done testing, please run this script using an user account
with BOT status.

challenge to the Indic candidates. Mean time in future indic community
support is mostly important.//

We are missing the larger perspective here.

All three winning candidates and others who lost closely did not get those
votes because they came from some specific global region or promised to do
something if elected.

They got those votes for what they have *already accomplished* in the
Wikimedia movement.

Even if there are more eligible voters from India, one cannot assume they
will all vote for candidates from India because ultimately Wikimedia
ecosystem values meritocracy. All candidates from India have got more votes
than the number of eligible voters from India. So, it shows that the world
is willing to vote for us if we project the right candidates.

For any candidate, if this is the first time the world is hearing about her
or him with no proven track record in the movement, the chances of getting
selected is zero.

Diversity based on gender, region is good but that cannot occur over night.

Only 2 out of 36 stewards are from India. Why don't we groom more stewards?

Why don't we get engaged in various organizational activities like GAC,
IEG, Wikimania scholarship committee, AffCom, FDC? Even having experience
in the local chapter is valued.

Why don't we try to get consistent visibility by attending and adding value
to various movement related events like Wikimania, Wikimedia Conference,
GLAM conference and Wikimedia Hackathon?

Why don't we expand our contributions beyond our own language communities
and get involved in more national and international activities? One could
even simply start by organizing Wiki Loves Earth like contests in India.

We already do have many such contributors and should encourage to contest
next time.

We need to bring more eminent contributors from FOSS movements to Wikimedia
and Wikimedians should expand their contributions in other like minded
initiatives.

If someone hopes to get selected for 2017 elections, they better start
working now at least.

Phase 1 of contest is a pilot conducted to understand the dynamics of
Commons community. It has helped us refine various aspects in Phase 2.

I agree that there are certain things that could have been done better in
the pilot phase. But, as far as we know, this is the first time any one has
conducted a pilot for a photo contest. So, we do have lot of learnings from
conducting this pilot which will be documented in our upcoming progress
report.

Thanks for starting this discussion.

We may not have enough time or consensus or precedence to launch India
specific official / community led campaign regarding this by April 24th.

But, net neutrality debates are happening all over the globe and it will be
good for the global Wikimedia community to take an official stand on this.
One can recollect how the stand  taken by Flipkart and ClearTrip shaped the
recent debate in India.

Though Wikipedia Zero was welcomed widely during its launch and expansion,
it has become the elephant in the room for any Wikipedian talking about
net neutrality.  I don't recollect any community discussion / consensus
over this program apart from the blog post here by WMF -

Presence of Wikipedia in Internet.org like programs also needs to be
explained.

A RFC in Meta discussing this as a global issue would be a good start .

Please correct me if I am wrong, but it looks like Indian citizens will
have to personally appear for an interview at the Mexico Embassy in New
Delhi. For people far away from New Delhi, to and fro flight charges plus a
day's stay plus Visa fee can easily come around 25,000 INR.

Since 14th April is the last day for accepting scholarships from WMF,
please be aware of this additional expense and inform Wikimania Scholarship
committee if you need additional funding to meet this expense.

[Wikimediaindia-l] Need Copyright status advice for Nationalized books in Tamil Nadu

Hi,

Govt of Tamil Nadu regularly pays Tamil  Scholars and writers or their
legal heirs some lump sum amount and then declares that all their works are
nationalized. Then, everyone is free to publish and sell their works.

This is actually putting those works in public domain before they
automatically enter public domain by Indian Copyright laws.

For example, a press release from Government can be seen here -

The problem is even after this process, the books continue to carry the
usual copyright declaration or at least they do not explicitly state that
the book is released in public domain.

So, when it comes to uploading these to Wikimedia Commons we do not have a
proper document that says these works are under public domain.

So, how do we handle this situation and give a proper legal interpretation
for this nationalized' status?

It is very difficult to get anything in written from Government regarding
this. Even if they give something, the right to declare public domain
status remains with the authors. Since many of the authors have passed away
and many are not reachable, it is near impossible to contact each author.

If only we can get a legal confirmation, we can proceed to upload them in
WikiSource or Wikimedia Commons.

Once we clarify about the situation in India, I can write to the legal
counsel of WMF or CC to have a global understanding of this issue.

Another interesting perspective is that this nationalization process has
been ongoing for decades even before concepts like Creative Commons
evolved. It is only proper that the licenses provide space for interpreting
these traditions instead of asking the age old traditions to comply under
new licenses.

Tamil community has started working on these. Most of the topics seem
matching the popular interest (Our most visited article is Sachin
Tendulkar) and home work needs of school students :)
