Hi, WMF has also started participation in the FDC process. You can see the same here - http://meta.m.wikimedia.org/wiki/Grants:APG/Proposals/2013-2014_round2/Wikimedia_Foundation/Proposal_form - and as in the CIS proposal you can ask questions on the talk page related to the proposal.
I think some of the questions that Ravi and others have raised to the WMF belong there. I have asked questions there myself. I was told of the page only on Sunday. Unfortunately my Yahoo!
