Write a letter, followed by a petition, get signatures, challenge the
government in Court. If it was easy, somebody would have done it
already. :-(

Look at the United States. While agreed, NASA pics always get
featured, it's purely because they're public. Works done by Soldiers
on duty, including photographs of concerts automatically become public
domain. And we here have a government that can't even release Census
data into the Public Domain.
