Srikanth, We have selected such spokespersons through a vote in Tamil Wikipedia itself. (similar to sysop voting process). Since Tamil Wiki is a close knit community, we proposed around 12 names and all were elected unanimously. After having this team of 12, we form subgroups for various purposes
