Oh, one crucial additional step:

8. after creating the account, go to
http://wikimedia.or.ke/Special:UserRights, type in the user name you just
created and click Edit User Groups, then check the checkbox "enabled".
 This is required to let the user have write access to the wiki.

I just reviewed all existing accounts and found some of them were not
enabled.  So if you couldn't edit the wiki previously, you should now be
able to.
