In both cases, it's a simple yes/no in the sense that the presence of a
returned 'blockinfo' element indicates the user is blocked.

what could work is list=blocks but that doesn't return if block is
active or not, it just list all of them.
I need to get a simple "yes/no" result, is there any way to do that?
