What wikis are you referring to? What error message is showing up?

Without specifying which project, that's kind of impossible to answer.
If you look at  you
can see how diverse the different upload configurations are.

The only short-term solution is to reduce the number of username mentions
in rollback edit summaries. Otherwise, the problem is inherent to IPv6
addresses, which are, in general, much longer than IPv4.

which originally had them disabled for users, but allowed for admins and 
bureaucrats.

Could somebody please point me to the relevant discussion about this topic 
as well as to relevant commits which are setting this behavior?
