I will note in passing that, although administrators get IP block exemption as part of their package, it does not apply to Tor. That is, administrators are not Tor-exempt. The only group that is Tor-exempt is users with the specific IPBE user right. There was some discussion in the past about whether Tor-exempt should be an entirely separate right, because the number of IPB-exempt editors who need Tor-exempt could probably be counted on the fingers of one hand. Perhaps it is time to reconsider this?
