Yeah after I sent the first message I wished I'd tried removing composer.local.json. Doing so does not resolve the problem. I tested it on new installs as well (on a different machine): ``` git clone https://gerrit.wikimedia.org/r/mediawiki/core ./mw cd mw git checkout 1.33.0-rc.0 composer update
